Approval of agenda
Motion made by Schraeder, second by Brockmanto approve agenda as presented. Motion carried.
Public communications and comment
Bur Zeratsky, Green Lake Conservancy; Jerry Specht, Green Lake Sanitary District and Stephanie Prellwitz, 303 Howard St, Ripon, member of Green Lake Association spoke before council regarding trash in Silver Creek. Their group held a clean-up of property owned by Green Lake Sanitary District within city limits and found 5 bags of trash along and in Silver Creek. They believe all items had blown into the creek from neighboring homes. As concerned as they are with trash being in the creek, they are more concerned with what they cannot see, chemicals. The group thanked council for allowing them to put “Do Not Pollute-Flows Directly to Lake” stenciling on the city storm sewers and for working with them to help clean up Big Green Lake.
Proclamation – Kiwanis Day (October 19th)
Will congratulated Ripon Kiwanis on their 90th anniversary in the City of Ripon. Motion made by Brockman, second by Peabody to approve Proclamation proclaiming October 19, 2013 as “Kiwanis Day” in the City of Ripon. Motion carried.

Request for street closures – Dickens of a Christmas (Chamber of Commerce)
Each year, the Ripon Area Chamber of Commerce requests to close certain streets on the Friday night of the Dickens festival for Living Windows. Requested street closures are from 5:00 p.m. until 9:00 p.m.: Watson Street-from Jackson Street to Horicon Bank entrance; W Fond du Lac Street-from Watson Street to the Ransom Street intersection; Seward Street-the intersection up to the Ripon Drug entrance.

Ordinance – Amend subsection 13.32.035 (A) Snowmobile routes
Motion made by Schraeder, secondby Peabody to approve Ordinance No. 1433, Ordinance to Amend Subsection 13.32.035(A) Snowmobile Routes of the Municipal Code of the City of Ripon, WI. Motion carried.
Resolution – writing off certain ambulance accounts deemed uncollectible
Motion made by Pape, second by Miller to approve Resolution No. 2013-15, A Resolution Writing Off Uncollectible Ambulance Bills. Motion carried.
Plan Commission minutes – September 18th
Ordinance – Amend subsection 20.36.010(B) Use Permitted with Conditional Use to include Subsection 9. Self Storage – Mini Warehouse
Will stated that currently Self Storage-Mini Warehouses are permitted I-3. The city does not currently have any property zoned I-3. This ordinance will allow Self Storage-Mini Warehouses in I-1 with a conditional use permit. Motion made by Klein, second by Pape to approve Ordinance No. 1434, Ordinance to Amend Subsection 20.36.010(B) Use Permitted With conditional Use to Include 9. Self Storage – Mini Warehouse of the Municipal Code of the City of Ripon, WI. Motion carried.
Ordinance – Create subsection 20.04.525 Definition of Self Service Storage Facility
Motion made by Klein, second by Pape, to approve Ordinance No. 1435, Ordinance to Create Subsection 20.04.525 Definition of Self Service Storage Facility of the Municipal Code of the City of Ripon, WI. Motion carried.
Project updates & staff reports
Drake stated leaf collection will begin on Monday, October 14th and Jackson Street will reopen on Monday, October 14th. Werch inquired if residents were able to bring waste oil to the compost site again. Drake stated yes.
Recognition of employees celebrating anniversaries in October with the city
Klein recognized employees celebrating anniversaries in October with the city: Mike Workman, Ripon Police Department; Ann Schommer, Administration Dept. and Benjamin Sprague, Ripon Public Library.
Mayor’s communications and appointments
Will congratulated Ripon Area Fire District on their Open House, which was held on Tuesday, October 8th, 4:00 p.m. – 7:00 p.m.
Agenda items for future Council meetings
Wesley Brown, 112 Hall Street request council look into his $1200 water bill. Brown has already talked with Rich and others and was directed to appeal to council.
Adjourn to closed session Wisconsin Statutes 19.85 (1)(e) “Deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session”

Council will also review minutes from the closed session on 9/23/2013 for accuracy.
