REGULAR SESSION

AUDIENCE: 16 individuals

The Putnam County Board of Commissioners met in regular session on February 20, 2017 at 9:00 AM at the Putnam County Courthouse. David Berry opened the meeting and the pledge to the flag was given.

GHS ALUMNI ASSOCIATION

David Boswell stated that the GHS Alumni would be hosting a bike rally on April 29, 2017 to raise funds for scholarships. He stated that last year they were able to give out 13 scholarships for $1,000 each.

David Berry made a motion to approve. Rick Woodall seconded. The motion carried.

2017 EDIT PLAN

Donald Walton made a motion to approve the 2017 EDIT Plan. Rick Woodall seconded. The motion carried.

FREEZE/THAW WEIGHT LIMIT ORDINANCE

James Ensley stated that the ordinance is done on a yearly basis and pending adoption, starts today and is in effect for 90 days.

Rick Woodall made a motion to approve. Donald Walton seconded. The motion carried.

EMPLOYEE HANDBOOK

Rick Woodall stated that he had spoken with several other County Commissioners about who did their employee handbook. They all spoke highly of a company called WIC. He stated that they would charge $12,000. Mr. Woodall stated that he would like to get a team together consisting of county employees to go through the current handbook and come up with ideas and suggestions. An audience member suggested getting more than one quote. Mr. Woodall agreed.

AG DAY DECLARATION

Heather Poynter presented a document to declare March 27th as Ag Day. She went into detail of the festivities planned. Rick Woodall made a motion to approve. Donald Walton seconded. The motion carried.

HIGHWAY

Highway Supervisor Mike Ricketts was present to update the Commissioners on current projects and issues with the Highway Department.

He presented the Commissioners with the structure plans for Bridge 150 and stated that they are now taking bids.

He also stated that he would like to hold a special session at the Highway Department to discuss road projects. The Commissioners decided to hold a special session on March 6, 2017 at 10:30 AM at the Highway Department.

And lastly, Mr. Ricketts said that he would be replacing the 1994 dirt loader soon with a cost of around $200,000. The funds will come from the bridge fund. He stated that they would soon be replacing the chip spreader and distributor. Discussion made on trade-in and selling out-right.

APPOINTMENTS

Convention and Visitor Bureau – Rick Woodall nominated Caroline Newton. Donald Walton seconded. The motion carried.

Convention and Visitor Bureau – Donald Walton nominated Steve Jackson. Rick Woodall seconded. The motion carried.

Airport Authority – Rick Woodall nominated Jim Spore. Donald Walton seconded. The motion carried.

Walnut Creek Fire Protection – Rick Woodall nominated Russell Burch. Donald Walton seconded. The motion carried.

Planning and Zoning Director – David Berry stated that they had received 9 applications. Rick Woodall suggested interviewing 3 to 4 of the applicants. A discussion was held on the individuals to interview. The decision was made to hold interviews on Friday, February 24, 2017 starting at 1:00 PM.

CLAIMS

Claims paid on 2-9-2017 were approved on a motion made by Donald Walton and seconded by Rick Woodall. The motion carried.

Claims paid on 2-15-2017 were approved on a motion made by Rick Woodall and seconded by Donald Walton. The motion carried.

Claims paid on 2-16-2017 were approved on a motion made by Donald Walton and seconded by Rick Woodall. The motion carried.

Claims paid on 2-20-2017 were approved on a motion made by Donald Walton and seconded by Rick Woodall. The motion carried.

PAYROLL

Payroll for 2-20-2017 was approved on a motion made by Rick Woodall and seconded by Donald Walton. The motion carried.

ADJOURN

Donald Walton made a motion to adjourn the meeting. David Berry seconded. The motion carried.
