The Putnam County Board of Commissioners met in regular session on Monday November 18, 2013 at 6:00 p.m. at the Putnam County Courthouse. Donald Walton opened the meeting and the pledge to the flag was given.

UNFINISHED BUSINESS

An update was given regarding the Edgelea Project and additional work to be completed. An additional $35,379.91 is needed to fix the drain issues discussed last month.

Max Watts made a motion to approve. David Berry seconded. The motion carried.

ASSESSORS OFFICE

Nancy Dennis presented information on new computers she wants to purchase in 2013 with money that is in her budget. The cost will be $7472.72.

EASY WATER

Dean Freije, with Easy Water treatment system, came to meeting requesting permission to survey the jail for softener prices.

COUNTY WEBSITE

Jon Tesmer came to meeting to discuss updating the county website and gave pricing information. Mr. Tesmer’s cost would be $200.00 and then $120.00 for the first year of hosting. Mr. Tesmer also stated to update the website now he would charge $35.00 per hour.

David Berry made a motion to approve and the funds would come from cumulative courthouse fund. Max Watts seconded. The motion carried.

OPERATION LIFE

Kraig Kinney, with Operation Life came to meeting to get approval of 2014 budget.

Max Watts made a motion to approve the budget. David Berry seconded. The motion carried.

E 911

Dave Costin announced Megan Monoco as dispatcher of the year. Mr. Costin asked for approval to amend the employee policy manual to accommodate personal time usage.

David Berry made a motion to approve. Max Watts seconded. The motion carried.

ANIMAL CONTROL

Phillip Gick came to meeting to give an update on animal control and gave the Commissioners a proposed 2014 budget for the future. This will be a department under the Sheriff and will have use of the current facility. Mr. Gick discussed the funding issue and stated they spend more money than is coming in. Greencastle contributes $10,000. Heritage Lake residents are in favor of animal control. The dog tag fees will be $15.00-$25.00 and if an animal is deemed dangerous the cost will be $100.00. The county opted to have the maximum dog tax fee be $5.00.

The first issue at hand is to create an ordinance. The ordinance has been created and we need to advertise the ordinance. Mr. Gick discussed a partnership agreement, understated income and overstated costs.

HIGHWAY DEPARTMENT

Mike Rickets, Highway Supervisor announced the week of 11/20/13 they will be closing road between 250 E and 10th during the day to replace a pipe.

AIRPORT

J. R. Scott came to meeting to discuss that the runway funding is $50,000 short. Mr. Scott also discussed the airport authority appointment board in 2014 and they did obtain a certificate of no remonstrance.

PAYROLL 11/15/13

Max Watts made a motion to approve the payroll. David Berry seconded. The motion carried.

CLAIMS 11/4/13 11/7/13 & 11/14/13

David Berry made a motion to approve all claims. Max Watts seconded. The motion carried.

2014 COUNTY HOLIDAYS & PAYROLL DATES

David Berry made a motion to approve 2014 county holidays and payroll dates. Max Watts seconded. The motion carried.

NEW YEARS EVE SCHEDULE

David Berry made a motion to approve ½ day holiday for New Years Eve. Max Watts seconded. The motion carried.
