The International Institute for Development and Rsearch(IIDR) is an autonomous world wide and new agency engaging in multidisciplinary research on the social dimensions of contemporary problems affecting development and growth.Through its research, IIDR stimulates dialogue and contributes to policy debates on key issues of social development within and outside all national and international systems.

IIDR's mission is to strengthen local capacity for conducting independent, rigorous inquiry into the problems facing the management of economies in developing countries including sub-Saharan Africa.That mission rests on two basic premises. First, that development is more likely to occur where there is sustained sound management of the economy. Second, that such management is more likely to happen where there is an active, well-informed group of professional economists to conduct policy-relevant research. Specifically, then, IIDR intends to:

-Enhance the capacity of locally based researchers to conduct policy-relevant economic inquiry,

-Promote the retention of such capacity, and

-Encourage its application in the policy context.

Donor governments, private foundations, and African and international organizations would support the IIDR programme, which has two primary components: research and training. The IIDR Research Programme uses a flexible approach towards improving the technical skills of local researchers, allowing for regional determination of research priorities and strengthening national institutions concerned with economic policy research. The programme also fosters closer ties between researchers and policy makers. The Training Programme supports both master's and doctoral level studies in economics and helps improve the capacities of departments of economics in public universities across the continent. A comprehensive communications and outreach strategy encourages the application of IIDR products to economic policy making.

General Description of Role:

In close cooperation with IIDR Senior Management, the Country Director will have two primary responsibilities:

1. Overall management of IIDR’s current program.

2. New Country development including overall proposal preparation and submission for funding to potential donors such as USAID, UN Organization, World Bank, Foreign Governments, European Union, Foundations and private donors in Africa;

Main Responsibilities:

- Ensure effective and efficient management .

- Supervise and give guidance to program managers on project design, implementation, evaluation, and personnel issues.

- Prepare detailed implementation plan, collect baseline data and develop operational procedures for the implementation of the new programs.

- Ensure compliance with IIDR and donors of operational and financial policies and procedures and reporting requirements; track grant spending.

- Coordinate all IIDR staff members for purposes of monitoring and evaluation of all USG and international donor programs.

- Prepare monthly, semi-annual, and final program reports.

- Coordinate and maintain professional working relations with local authorities, private organizations, and communities.

- Maintain good working relationships with donors, Government of Host Country, and collaborating institutions, with frequent visits to project sites and communities.

- Research and identify funding sources, proposal requirements, and submittal deadline for new programs in Host Country.

- Write, edit, and proofread proposals to be submitted to donor agencies and private funding sources.

- Secure new funding and extension funding for existing IIDR programs.

- Increase IIDR’s local, national and international visibility through public relations.

- Perform additional assignments as requested.

Minimum Qualifications:

- Minimum of 4 years management experience .

- Bachelor’s degree required; Graduate degree preferred.

- Demonstrated ability to manage a series of complex, new and on-going activities, as well as provide leadership in a collegial team environment.

- Fluent English; knowledge of french a plus.

- High degree of integrity and amiable disposition desirable in building appropriate internal and external relationships.

Job Description

IIDR is seeking a Director of Finance, who will be reporting directly to the Director General. The Director of Finance would be primarily required to plan, lead, integrate, and coordinate the financial services of the Center. He/she would thus have overall responsibility for providing high quality managerial and financial services to the research programs. As a member of IIDR's senior management team, along with the Director General, the Assistant Directors General. The Director of Finance would be actively involved in the strategic planning and overall guidance of the Center, and in developing and implementing an innovative and productive resource mobilization strategy.

The Director of Finance will perform the following specific duties:

Formulating, recommending and implementing sound financial control policy for IIDR

Advising the Director General on all matters relating to the finances of the Center

Liaising with IIDRA's independent auditors

Ensuring that all financial accounts and records at the headquarters and outreach locations meet management, donor and other stakeholder requirements

Ensuring that all accounting operations are effectively and efficiently performed

Maintaining effective financial control over the assets and liabilities, income and disbursements of the Center

Preparing and maintaining periodic financial, analytical, and interpretive reports for the Management

Providing statistical and analytical services to the programs, departments, and units, and assisting them in the formulation of project budgeting

Setting high standards of professional, technical, and business conduct for the departmental staff

Qualifications and Experience

At least a Bachelor's degree in Accounting (an MBA or similar postgraduate degree is preferred) with additional professional accounting qualifications such as CPA or CA Minimum of 7 years experience in finance, 3 of which must be at the senior management level Formal training in management systems and procedures.Strong interpersonal and communication skills

Proficiency in the use of computerized information systems. Fluency in spoken and written English (knowledge of French would be an advantage)

Under the general supervision of the Chief, Legal Services Section,

Legal and External Relations Division to: Prepare legal briefs on

public

international law questions . Provide legal input into the drafting and

negotiation of texts for relationship agreements with other

international organizations, procurement agreements and contracts and

on

specific areas of the Headquarters Agreement with the Host Country.

Provide legal advice and assistance in the drafting and negotiation of

texts in relation to facility agreements with individual countries,

contracts with scientific or commercial entities and agreements under

the Treaty including monitoring of exchanges of letters with States

Signatories on early implementation of the site survey programme.

Provide legal advice on the interpretation of financial and staff

regulations and rules, common service arrangements, disciplinary and

appeals or other committees set up to deal with personnel issues and

represent the Legal Service on such internal bodies, meeting with

representative of other organizations on matters of mutual interest or

cooperation. Perform other duties as assigned.

Qualifications

Advanced university degree in international law or a related field. At

least four years working experience in the legal field including at

least two years in an international setting. Excellent written and oral

communication skills in English are essential. Working knowledge of one

of other international languages is advantageous but not necessary.

Assist with basic research and project operations for small to large

research contracts. Primary responsibilities include background

preparing study materials/reports/presentations/proposals.

Skill Prerequisites:

Good writing skills, strong organizational skills, knowledge of basic

research tools such as computerized literature searches, good

quantitative skills, knowledge of SAS or other statistical package a

plus.

Experience

in healthcare field preferred. Experience or course work in outcomes

research, epidemiology, public health, pharmacy, medicine, health care

policy, mathematical modeling, business, economics, statistics and

social sciences desired. Energetic self starters who can work with

minimal supervision on multiple projects. Candidates should have a

genuine interest in developing their career in outcomes research,

Job Description

The Institute is seeking a conscientious individual to work in a diversified industrial, municipal and private pollution abatement program dealing with air pollution/water/sewage/waste management.

Duties will include:

conducting/reporting on inspections/investigations; preparing technical reports; recommending remedial/legal action; ensuring implementation of abatement programs; participating in law enforcement activities; testifying in legal proceedings; dealing with the public/municipal/industrial officials; participating in the environmental response program; responsible for coordinating with the Center and other relevant bodies with regard to implementation of the International Technical Guidelines on Safety in Biotechnology;undertaking other activities as requested by the supervisor.
