Federal Fiscal Year 2018 State Plan of Operations

Executive Summary

The U.S. Department of Agriculture’s Food and Nutrition Service (FNS) requires state agencies to submit the Supplemental Nutrition Assistance Program Employment and Training (SNAP E&T) state plan yearly to the appropriate FNS Regional office for approval. FNS revised the state plan format for Federal Fiscal Year 2018 (FFY’18).

The format remains substantially the same as the FFY’17 plan, with the following changes:

The new format includes three new elements and two revised elements. The three new elements are the following:

·  Page 1: Title page with the FFY and the date of the plan;

·  Page 2: Table of Contents;

·  Page 5: Acronyms

The revised elements include:

·  Pages 17-18: Modified table for Section C that includes:

o  A description of efforts to consult with tribal organizations in the plan.Previously, State agencies were just asked to attest to this process in the cover assurance checklist;

o  Information regarding the revision of TWC’s good cause determination process, which moves responsibility for determining good cause to HHSC in order to comply with the request from FNS;

·  Pages 26-31: Updated component names and descriptions that offer more clarity on the activities offered to SNAP E&T participants; and

·  Page 39: Consolidated budget information with the 100 percent and 50-50 breakout incorporated into the Operating Budget Summary.

Note: While FNS is requiring states to include data and descriptions of how the reporting measures will be collected, federal law does not require states to submit reporting measures to FNS until January 1, 2018.

Additionally, on pages 9 and 10, it is noted that in FFY’18 TWC will begin a phased-in approach to its FFY’18 County expansion project.

Details regarding monitoring of and communication with Gulf Coast Workforce Development Board – Houston-Galveston Area Council have been updated and are included on page 36. Additional information regarding the role of the Gulf Coast Workforce Solutions Office staff is also included on page 37.

The plan is due to FNS by August 15, 2017.
