Introduction

Emergency situations may arise at any time during athletic events. Expedient action must be taken in order to provide the best possible care to the sport participant. The development and implementation of an emergency action plan will help ensure that the best care will be provided.

As emergencies may occur at any time and during any activity, all school activities workers must be prepared. Athletic organizations have a duty to develop an emergency plan that may be implemented immediately when necessary and provide appropriate standards of emergency care to all sports participants. As athletic injuries may occur at any time and during any activity, the sports medicine team must be prepared. This preparation involves formulation of an emergency plan, proper coverage of events, maintenance of appropriate emergency equipment and supplies, utilization of appropriate emergency medical personnel, and continuing education in the area of emergency medicine and planning. Hopefully, through careful pre-participation physical screenings, adequate medical coverage, safe practice and training techniques and other safety avenues, some potential emergencies may be averted. However, accidents and injuries are inherent with sports participation, and proper preparation on the part of the sports medicine team should enable each emergency situation to be managed appropriately.

Emergency Personnel

The first responder in an emergency situation during an athletic practice or competition is typically a member of the sports medicine staff, such as a certified athletic trainer. However, the first responder may also be a coach or another member of the school personnel.

The emergency team may consist of physicians, emergency medical technicians, certified athletic trainers, athletic training student, coaches, managers, and possibly bystanders. Roles of these individuals will vary depending on different factors such as team size, athletic venue, preference of the head athletic trainer, etc.

Emergency Communication

Communication is a key to a quick, efficient emergency response. There should be a pre-established phone tree to ensure all relevant parties are notified. Access to a working telephone line or other device, either fixed or mobile, should be assured. There should also be back-up communication in effect in case there is a failure of the primary communication. At every athletic venue, home and away, it is important to know the location of a workable telephone.

Emergency Equipment

All necessary emergency equipment should be at the site and quickly accessible. Personnel should be familiar with function and operation of each type of emergency equipment. The equipment should be checked on a regular basis to ensure good condition and equipment used should be rehearsed by all emergency personnel. Coaches should take note of the closest AED to their practice and game locations.

Non-Medical Emergencies

For the non-medical emergencies (fire, bomb threats, violent or criminal behavior, etc.) refer to the school emergency action plan checklist and follow instructions.

Athletic Injury Protocol

Should an injury occur the following steps will be taken:

Non-emergency injuries: the athletic trainer will make an evaluation and determination of the proper treatment to be given for that athlete. Should the athletic trainer not be on site at time of injury the coach will administer basic first aid principals and refer to the athletic trainer for further evaluation.

Emergency injuries: athletic trainer is on site he will stabilize the athlete and have a nearby person activate EMS to the scene.

Should an emergency situation arise the following steps are to be taken.

  1. Activate EMS and call 9-1-1
  2. Instruct EMS to report to Packer Park Baseball field and we have an athlete in need of emergency medical treatment.
  3. Provide the following to EMS:

Name, address (343 Darbyshire Rd), phone number of caller

Number of victims and the condition of the victim

First aid that has been given

Specific directions to the scene

Any other information as requested by the dispatcher

  1. Provide appropriate medical care until EMS arrives and the scene has been turned over to emergency personnel.
  2. Assist in any manner needed until the athlete is on his way to hospital.
  3. A coach should contact the parent/ guardian and inform them of the situation and ask them to meet at the hospital.

  1. Activate EMS and call 9-1-1
  2. Instruct EMS to report to the high school basketball gym and that we have an athlete in need of emergency medical treatment.
  3. Provide the following to EMS:

  2. Instruct EMS to report to the high school football practice field which is located behind the field house and achievement center and we have an athlete in need of emergency medical treatment.
  3. Provide the following to EMS:

Emergency Codes and Procedures

CODE RED: Lockdown – Shut and lock all doors and windows. Keep all students

out of the hallways. Use the color coded cards to inform personnel of the situation in your classroom.

CODE YELLOW: Same as Code Red, only used as a Practice Drill.

CODE GREEN: “DEAL”-Drop Everything And Leave-

CODE BLUE: Code Blue is the term used when a person is found in one of the

following emergency situations:

  1. Unconscious
  2. Seizure
  3. Cardiac Arrest

When a person is found in one of the above conditions, please follow the guidelines below:

  • Designate someone call 911.
  • Ask if any personnel are first responders
  • Seek assistance
  • Notify AD

In the event that an emergency condition arises before or after school:

  • Call 911 with location of victim
  • Send someone to the nearest AED and to bring the AED.
  • AED’s are located in the following areas:
  • Main Office
  • Nurse’s Office in Guidance
  • Field House: Training Room
  • Gym
  • Others are located at Packer Park and Mack Tharpe Stadium.
  • Have someone meet EMS so they can be directed to the site.

It is better to be safe than sorry, so call 911 FIRST!

EMERGENCY RESPONSE PROCEDURES

FIRST ALERT AND INITIAL ACTION

1. Assess and confirm the type of situation with which you are dealing.

2. Notify the HEAD COACH immediately.

3. Attend to the needs of students.

4. Emergency personnel and law enforcement will provide direction and guidance upon their arrival.

Evacuation Protocol

During an evacuation it is important that the following be done:

  1. Remain calm and proceed in an orderly manner.
  1. Be observant and aware of anything new or different on the area as you evacuate.
  1. Be prepared to provide student information to emergency personnel, especially specific medical information.
  1. Do not lose sight of your primary objective; to remove your students from an area of danger to an area of safety. Follow instructions but be prepared to think for yourself.
  1. No one is to re-enter the building for any reason, unless authorized by administrator and emergency personnel.
  1. Primary objective is to remove students and staff safely away from projected area of danger as much as possible to maintain safety, security, and order.
  1. Be sure students are not near any drive entrance to the property or in any parking/driving area. Students need to remain clear from emergency vehicles.

In case of evacuation due to possible explosion, keep students low to ground and instruct them to cover their heads with hands, coats, etc. Evacuation area should be a minimum of 1000 feet from the building or possible explosive source.

In case of fire evacuation, keep students in evacuation area until instructed otherwise.

In case of evacuation due to chemical/toxic spill, staff and students will evacuate upwind of the spill unless instructed otherwise. DO NOT evacuate to a low area (ex. Football field, ditch).

In case of evacuation due to gunman, hostage, or other related emergency situation, it is most imperative that students and staff evacuate very quietly and follow any specific instructions. Students should be taught the communication hand signals.

In case of bus evacuation, detailed instructions are included in the Emergency & Rescue Procedures guide for bus drivers. Transportation director, Christine Page will insure that practice drills will be held during bus transportation.

BUS ACCIDENT

Each school should maintain a bus folder for each bus serving the school. This folder should contain rosters, including an emergency telephone number for each student assigned to ride the bus.

Bus drivers should have designated procedures for handling emergency situations. The following protocol is intended to outline steps to be taken by school personnel should an accident occur.

In the event of a Bus Accident

Staff at the scene

  • Call 911, if warranted
  • Call principal
  • School staff at the scene of a bus accident will help to implement basic first aid until emergency medical services and/law enforcement arrives and takes charge of the emergency
  • School staff at the scene of a school bus accident will move all uninjured students to a safe distance from the accident
  • The names of all injured students and the location to which they may be taken for medical treatment will be provided to the school

Head Coach, Team

  • Notify District Support Team, Central Office
  • Ascertain the names of any injured students and the nearest location of any medical treatment facility
  • Parents/guardians of all students on the bus will be notified as quickly as accurate information is available
  • Designated school staff representative will proceed to any medical treatment facility to which an injured student has been taken to assist parents and to provide support to students, as appropriate
  • Complete appropriate documentation

Bomb Threat

Upon notification of a bomb threat, explosion, or suspicious package

Faculty/Staff Responsibilities:

  • Follow Evacuation Protocol.
  • Do not lock classroom doors.
  • Take roll book and color-coded cards to evacuation site.
  • Ensure that book bags and purses are dropped. Book bags, purses, and cell phones should be left in the classroom.
  • Look for unusual or suspicious boxes, packages, devices, or noises in classroom and hallway when evacuating. Do not touch anything that looks suspicious.
  • Report suspicious items to an administrator or a law enforcement officer.
  • Take the evacuation kits to the evacuation site.
  • Take a back up disk of school records to the evacuation site.
  • Maintain order en route to the evacuation site. Classes must sit together. Remain with and monitor the students in your group until the situation is resolved.
  • Special needs students with mobility challenges will be assisted to evacuation site and monitored there.
  • At site, check roll and hold up the appropriate color-coded card.
  • First-aid responders attend to the injured.
  • Turn off gas and/or utilities.
  • Take school attendance records to the evacuation site.
  • Faculty and staff without specified assignments or students are to assist teachers in the evacuation and in the monitoring of students after arriving at the site. All staff/faculty report to the evacuation site for further assignments.

If an explosion occurs prior to evacuation, seek cover under desks and tables if possible. Cover head with hands and take a kneeling, face down position on the floor. Stay in this position until flying debris ceases.

Conclusion

The importance of being properly prepared when athletic emergencies arise cannot be stressed enough. An athlete’s survival may hinge on the training and preparation of athletic healthcare providers. It is prudent to invest athletic department “ownership” in the emergency action plan by involving the athletic administration and sport coaches as well as sports medicine personnel. The emergency action plan should be reviewed at least once a year with all athletic personnel and local emergency response teams. Through development and implementation of the emergency plan Colquitt County Athletics help ensure that the athlete will have the best care provided when an emergency situation does arise.
