Dear Headteacher

I am writing to you to ensure we have clarity on the funding mechanisms for referrals to off-site Primary phase inclusion provision and to ensure we have transitional arrangements in place as we transfer some of the funding responsibilities to referring schools.

Schools Forum agreed that from 1st September 2018 the funding mechanisms for off-site support will change. This means that from the 1st of September schools will be required to pay some of the cost of referrals to the Bradford Behaviour Hub (BBH) (you may know these as the Primary Behaviour Centres),which comprises of the four offsite inclusion provisions of: Willow, based at Beckfoot Heaton Primary Academy; Phoenix, based at Carrwood Primary School; Silver Birch, based at Long Lee Primary School and; Horizons, based at Holybrook Primary Academy.

The High Needs Block (HNB) will continue to support the place funding at £10,000 per place per annum, but the additional cost of the place will cease to be paid for by the HNB and has to be funded directly to the school supporting the pupil by the referring school at the start of the placement.

In line with the continuum of provision being developed across the District for those pupils without an Education, Health and Care Plan (EHCP) but requiring additional support and assessment the programme of support and cost of a place in one of the provisions is:

4 week extension request to placement for reintegration / 1,200
Additional 14 week assessment place / 4,200

The referral mechanism is remaining the same with the referral form accessed from Bradford Schools Online, Behaviour Support Service for pupils at range 3 of Bradford’s Social, Emotional and Mental Health (SEMH) Ranges Guidance.

I enclose the BBH offer with this letter to provide you with a brief overview of what support you can access for your SEMH pupils.
