Minutes of the SERVICES COMMITTEE meeting held at the Village Hall, Colnbrook on Tuesday 18th November 2014, commencing at 7.30 pm.

The Chairman invited PCSO Christopher Davies to give his report to the council before the transaction of the business on the Agenda. A copy is attached.

SER/14/29 APOLOGIES FOR ABSENCE

SER/14/30 MINUTES

The minutes of the Services Committee meeting held on Tuesday 21st October 2014 were confirmed as a true record and signed by the chairman.

SER/14/31 DECLARATIONS OF INTREST

There were no declarations.

SER/14/32 PLANNING MATTERS

Cllr Smith declared an interest as he is on the planning committee at the Borough Council, and took no part in the discussions.

The following applications were received for consideration the outcome being;

i)  Ref: P/15834/000, 25, Meadow Brook Close, Colnbrook, Slough, SL3 0PA. Proposal: PROPOSAL FOR LAWFUL DEVELOPMENT CERTIFICATE FOR CONVERSION OF THE EXISTING CONSERVATORY TO A BRICKWORK REAR EXTENSION.

RESOLVED: to leave this to neighbours observations/comments.

ii)  Ref:P/11490/002, Poyle 14 Trading Estate, Horton Road, Colnbrook, Slough. Proposal: APPLICATION FOR PRIOR NOTIFICATION OF DEMOLITION OF EXISTING BUILDING NO'S 1-17 AND ASSOCIATED STRUCTURES.

RESOLVED: No comment at present await for plans of proposals to be submitted.

Members noted the decisions made by the Borough Council on the planning addendum list circulated at the meeting (ref KJJ.Planning.18.11.14)

A query was raised in respect of approval of application P/15853/001, 6 Myrtle Close, Colnbrook, Slough, SL3 0PZ in that this was for construction of a two storey side extension, not one storey as was previously commented upon. The Clerk to check this out with the planning authority.

SER/14/33 A4 Alterations Brands Hill

Cllr Hood informed members that the Acting Head of Transport at SBC, Savio DeCruz, had been invited to attend tonight’s meeting to provide answers to the summary of concerns raised at the full council meeting held on 4th November. Although he had given his apologies he had undertaken to send the answers for the meeting but the Clerk confirmed that these had not been received.

Members looked at the Road Traffic Collision figures for this stretch of road, provided at the meeting by Inspector Cook TVP and requested them for all seasons, not just the summer.

Cllr Jones commented that the whole section of road is now very dangerous especially as people now know it is two lanes going east. People use the two lanes to stream around to the left and speed is an issue with people too close behind. Cllr Laxman agreed with this stating that where there are three lanes there are always accidents and problems.

Cllr Smith said the road layout now exacerbates problems for the village in that village traffic has no priority. The traffic coming in has the priority and people trying to get out of the village are always stuck.

RESOLVED: To write to the Acting Head of Transport at SBC, Savio DeCruz, expressing disappointment that he had not provided the answers promised and chase these up. Also to inform him that the Parish Council had concluded that the A4 Road alterations at Brands Hill, Colnbrook were a complete failure and to request that Slough Borough Council consider re-instating the previous road layout by putting back the bus lay-bys and by removing the third lane.

Subject: Report by PCSO Christopher Davies to the Service Committee meeting held at The Village Hall, Colnbrook on Tuesday 18th November 2014, commencing at 7.30 pm.

1.  Burglary Operation

An operation had been carried out over the last week and there had been four arrests. There had been a Hi Vis presence on foot and bike. With the darker evening setting in crime prevention advice was to use time switches to act as a deterrent. These are available on request from TVP. They had visited Vicarage Road giving check lists out to home owners to see how safe their homes really were.

2.  Automatic number plate recognition

A recent operation with slough using this system had been a success in catching vehicles speeding or without tax or insurance.

3.  Hotel Watch Scheme

This had just been started tackling theft from vehicles and disorder/disruption.

4.  Theft of vehicles and number plates

There has been an increase in this particular crime recently and special security screws were available from the police on request. They were also working with the Hotel watch Scheme to get vans to park within view of CCTV cameras

6.  Travellers Site – Poyle Road

Regular visits were being held and this was going through the Court System with the land owner.

7.  50+ Coffee Morning Village Hall

PCSO to attend to give a talk re doorstep crime and measures of prevention.

8.  Road Traffic Collision Figures London Road

The RTC figures for London Road since the new road layout were circulated. Members asked the PSCO to feed this information back to SBC as the alterations had been a complete failure. They also asked for the rush hour traffic to be monitored along this stretch of the A4.

Questions;

It was confirmed that the abandoned car had now been removed.

Cllr Laxman stated he would be willing to hand out the time switches and screw packs in the pharmacy.

It was commented that vans in Calder Way had been targeted and tools stolen. Inspector Cook said there was a cross boarder initiative to share information with neighbouring police forces and that this had led to quite a few arrests. She asked if the council would alert people not to leave belongings in vehicles and remind residents to leave a light on and lock doors.

Cllr Hood asked if the new CCTV camera had been useful and it was confirmed that problems with ASB at the Nisa store had been down with no reported incidents in the last three months.

Cllr Smith raised the question of the closure of Langley Police Station. Inspector Cook said this was in the long term scheme of things but there would always be a base in Langley as too far from Slough to respond. She confirmed that the front desk facility had already gone as not cost effective to run.
