SABBATICALS

Each year the Faculty Enrichment Committee (FEC) will meet and determine if they desire to open a window for sabbatical applications to be prepared and received. This decision is made no later than the end of the first semester and notice (email) is sent to the Superintendent/President specifying FEC's intent to solicit sabbatical proposals to be submitted for approval for the following academic year.

The Superintendent/President will work through the Vice President of Administrative Services to inform the District Budget Committee and the District Governance Senate of the FEC's intent to submit sabbatical proposals to ensure this request is noted in the District budget development process. The COS Board of Trustees will approve if and how many sabbatical leaves will be included in the following year’s budget by their regularly scheduled Board meeting in February.

FEC will proceed with the process and timeline codified in the FEC Sabbatical Packet and in accordance with the COS/COSTA Master Agreement. FEC will receive all sabbatical proposals and determine approval of final sabbatical leaves no later than March (specific date provided in the FEC Sabbatical Packet). The COS Board of Trustees will determine the number of sabbatical proposals to be funded in the District budget for the following year no later than their regularly scheduled meeting in February. FEC will advance the number of sabbaticals from their approval process consistent with the number leaves approved in the budget by the COS Board of Trustees. The Superintendent/President will prepare these sabbatical leave requests to be ratified by the COS Board on their Consent Agenda no later than their regularly scheduled Board meeting in April.

TheDistrictmaygrantaleaveofabsenceforasabbaticaltoanyacademic employeewhohasrenderedservicetotheDistrictforatleastsixconsecutiveyears precedingthegrantingoftheleave,butnotmorethanonesuchleaveofabsence shall be granted in each six-year period.

The standards of service that shall entitle the employee to the leave of absence are:

1.Afacultymemberwillbecomeeligibleforsabbaticalleaveuponsuccessful completionofthesixth(6th)yearofemploymentatthe College of the Sequoias.

2.Themaximumnumberoffacultyonleaveduringanyonetimeshallbelimited to three (3) percent of thetotal number of contract faculty positionsapproved by theBoardduringthesemesterinwhichapplicationsareevaluatedandrounded up to the next higher integer.

3.ThesabbaticalleaveapplicationshallbereviewedbytheFacultyEnrichment CommitteeandoneadministratordesignatedbytheOfficeof Academic Services. For purposes of sabbatical leaveapplications only, such administrator willhavevotingrightsaspertherulesandguidelinesoftheFacultyEnrichment Committee.Thiscommitteeplusthedesignatedadministratorwillfollowthe establishedprocedureforevaluationofleaverequestsbaseduponestablished criteriapriortosubmittingitsrecommendationstotheSuperintendent/ President. Afterreviewofthecommittee’srecommendations,the Superintendent/PresidentwillforwardtherecommendationstotheBoardof Trustees.

4.Applicants may request one of four types of sabbatical leaves or combinations thereof. They are:

(a)work toward a higher degree;

(b)study and/or research;

(c)curriculum planning; and

(d)travel.

5.Afacultymemberwhoisonafull-yearsabbaticalleavewillbepaidthree- fourths’salarybytheDistrict.Afacultymemberwhois onahalf–year sabbatical leave will be paid full salary by the District. There will beno reduction in employeefringebenefitsorsickleaveaccrualduringthetermofafaculty member’s sabbatical leave.

6.Therecommendationonthe mannerinwhich a sabbaticalleave is to be replacedwillbejointlydeterminedbythefacultymember’sDivisionandthe appropriateVice-President.Thisrecommendationwillbe forwarded tothe BoardofTrusteesthroughtheSuperintendent/President.Intheeventthatthe DivisionandtheappropriateVice-Presidentcannotreachanagreementinthe mannerofsabbaticalleavereplacement,suchwillbedeterminedbythe Superintendent/President. TherecommendationoftheSuperintendent/ Presidentwillbemadeonlyafterajointmeetingaboutthereplacementofa sabbaticalleaverecipientwiththeappropriateDivisionChairandVice- President.TherecommendationoftheSuperintendent/Presidentwillthenbe forwarded to the Board of Trustees.

7.Anyfacultymember,asaconditiontobeinggrantedasabbaticalleave,shall agreeinwritingtorenderaperiodofserviceintheemployoftheBoardofthe Districtfollowinghisorherreturnfromthesabbaticalleavewhichisequalto twicetheperiodoftheleave.“Intheemployofthegoverningboardofthe district”mayincludenontraditionaldutieswhichmaybemutuallyagreed,and suchemploymaybeparttime. Bothpartiesfurtheragreethat“equaltotwice theperiodoftheleave”referstoatimeperiodofemploymentandnota specifiedamountofworktobeperformed.Attheexpirationofthesabbatical leave,thefacultymember,unlesss/heotherwiseagrees,shallbereinstatedin the positionheldbyhimorheratthetimeofthegrantingoftheleaveof absence.

8.Aspertainstothissection,positionmeansthattheschedulingofcourses, rights, privileges,andbenefits,shallcontinueinamannerasifthatfaculty memberhadnottakenasabbaticalleave,andwhichwouldbeconsistentwith the practices of his or her division, and the COSTA Master Agreement.

9.Atleastonemonthpriortothecommencementofasabbaticalleave,the DistrictrequirestheFacultymembertofurnishabondinanamountequalto thesalarytobereceivedduringthesabbaticalleave,orothersecuritysuchas aPromissoryNote,suitabletotheDistrictandindemnifyingtheDistrictagainst alllossesintheeventtheFacultyMemberfailstorenderservicetotheDistrictfortheagreeduponperiodsetforthabovefollowingthereturnoftheFaculty Memberfromthesabbaticalleave.WhenaFacultyMemberhascompleted his/herservicetotheDistrictafterthesabbatical,theDistrictwillreimburse Faculty Member for one–half the cost of the bond.

10.Priortothecommencementofasabbaticalleave,afacultymembershallbe requiredtosigntheSabbaticalLeaveofAbsenceContract.ThisContractis included asAppendix G-1 and Appendix G-2 of the COSTA Master Agreement.
