1.JobSummary

This job description and person specification below are only an outline of the tasks, responsibilities and outcomes required of the role. The Project Manager will carry out any other duties as may reasonably be required by the Director.

The Office of London CCGs manages the business of the London Clinical Commissioning Council (LCCC) including supporting all meetings, associated networks, work and projects arising from the Council. The LCCC exists for the 32 London CCGs to manage their collective business as efficiently and effectively as possible. The networks bring together CCG leaders to plan, decide collaborative priorities, exchange information and manage the relationship with other bodies acting on a London wide basis. This includes London wide Chairs, Chief Officers and Chief Financial Officers groups and supporting short lifeteams.

The Project Manager will provide strategic, engagement and professional expertise to London CCGs and the emerging STPs to enable them to work together and to work in partnership with other organisations including the NHS England (London) around the Lead Provider Framework procurement project. The Project Manager is required to work with autonomy and flexibility to respond to fast changing priorities, identifying opportunities, taking decisions and enacting them. The post holder will define current processesaround the Lead Provider Framework procurement project, facilitate discussions and advise colleagues as to how best practice might be adopted in the definition of future processes, document those processes as they are agreed and oversee their delivery.

The Project Manager will work in collaboration with the Director of the Office of London CCGs. Results will be delivered through strong relationships across multiple organisational boundaries.

Responsibilities

Specific responsibilities will include

  • Present highly complex information about the project to a wide range of stakeholders in formalsettings.
  • Commit to working and engaging constructively with internal and external stakeholders on a range of contentiousissues.
  • Nurture key relationships and maintain networks internally and externally, including nationalnetworks.
  • Support collaborative working across CCGs and STPs in London and NHS England(London).

Strategic Analysis and Liaison

  • Undertake analysis and prepare briefings for the LCCC on keyissues around the Lead Provider Framework.
  • Take responsibility for leading the development of the Lead Provider Framework procurement project. To seek agreementforthe implementation of these plans from CCGs and other agencies and oversee the implementation of these plans.

Communication and engagement across the CCG collaborative

  • Be a first port of call for people from London CCGs to discuss the Lead Provider Framework procurement project and resolve conflicts effectively.

Support to London CCGs

  • Provide oversight and support to the Lead Provider Framework procurement project as required and ensure CCGs are appraised of issues as and when theyarise.
  • Work with CCGs and STPs on the Lead Provider Framework procurement project.
  • Be the mechanism through which CCGs / STPs can build consensus and have a common voice on Lead Provider Framework procurement project keyissues.

Programme management

  • Provide a programme management resource to London CCGs for Lead Provider Framework procurement project
  • Provide a conduit through which CCGs and can work with NHS England (London) to co-produce the strategy and direction forLondon around the Lead Provider Framework procurement project.

Advice and negotiation

  • To offer impartial and non-judgmental advice on Lead Provider Framework procurement project and conflict of interestresolution.
  • Fostering the sense of shared purpose with joint responsibility for ensuring that the Lead Provider Framework procurement project develops in a systematicway.
  • Help resolve inter CCG tensions and negotiation of mutually acceptablesolutions.

5.Confidentiality

All NHS Lambeth staff and contractors working for the organisation have both a common-law duty and a statutory duty of confidentiality to protect patient (and indeed any personally identifiable) information and only use it for the purposes for which it was intended. The disclosure and use of confidential patient information needs to be both lawful and ethical.

6.InformationGovernance

NHS Lambeth staff must keep up-to-date with the requirements of Information Governance and must follow organisational policies and procedures to ensure that the organisation’ information is dealt with legally, securely, efficiently and effectively. Staff must appropriately manage all the Information they handle during the course of their employment with NHS Lambeth, making the information available for sharing in a controlled manner, subject to statutory requirements and the organisation’s Information Governance Policy, and formal Information Sharingarrangements.

7.DataProtection

The organisation is registered as a data controller under the Data Protection Act 1998 .All the personal information we hold, obtain, record, use and share as an organisation is governed by this Act. As an employee of NHS Lambeth you have a legal responsibility for all personal information you handle and must not at any time use the personal data in a way incompatible with the guidelines stipulated in this act. If you are in any doubt regarding what you should or should not do in connection with the Data Protection Act then you must contact your Line Manager.

8.RecordsManagement

As an employee of the organisation, you have a legal responsibility for all records you work with e.g. patient records, financial records, personal, administrative etc... that you gather or use as part of your work within the organisation. The records may be held in a variety of formats such as paper, electronic, microfiche, audio and video tapes etc. You must consult your manager if you have any doubt as to the correct management of the records with which you work.
