JOB DESCRIPTION

Job Title:Chief Executive Officer

Hours:37 hours per week (including occasion weekends and evenings)

Salary:Target based salary

Responsible to:Colchester Mind Board. Direct line manager Chair of the Board

Location:7 Oxford Road, ColchesterCO3 3HN

Leave:27 days p.a.

Main Aims of Post:

Leading strategic planning and policy development with the Board of Trustees.

Act as the outwardly facing face of Colchester Mind.

Financial control of a large and complex budget.

Ensuring that all fundraising opportunities are realised through the successful tendering for grants,contracts and fundraisingapplications from the statutory and non statutory sector.

Increase revenue through the development of new and innovative services.

Engage with potential partners at a strategic level to maximise opportunities for Colchester Mind.

Ensure that emerging policy is translated into practice through service improvement methodology and practice.

Develop and maintain stakeholder engagement with the statutory, private and third sector organisations.

Develop emerging relationships with non NHS and Social Care partners to increase opportunities and further develop the organisation.

Oversee the operational management of the organisation.

Manage the quality assurance and financial arrangements within Colchester Mind to ensure that the organisation is operating at its optimum capacity.

Main Responsibilities and Duties:

Strategic Management

Develop the vision of the organisation inpartnership with the Board and through the translation into and management of Colchester Mind services.

Act as the principle lead in developing and maintaining relationships with senior key stakeholders.

Provide timely and relevant information to the Board of Trustees that will inform and shape their understanding and knowledge of emerging practice and the governance of Colchester Mind.

Attend and provide reports to the Board on a bi- monthly basis, or more regularly as required.

Ensure service user involvement is optimised.

Develop and implement Colchester Mind’s policies and procedures, revising them as necessary.

Research and investigate areas in which Colchester Mind may develop new services

Development and Image

Take measures to raise awareness of Mind within the community and to further the work of the organisation

Consult and involve service users in the development and planning of Mind's services

Work proactively to shape Mind’s objectives and their delivery to ensure they are accessible and relevant to the public and external bodies from a diversity perspective.

Undertake development work on new projects or initiatives as directed by the Board, whether as part of Mind’s activities or jointly with other organisations.

Seek to secure sponsorship and fundraising opportunities from local stakeholders.

Review and report to the Board the capacity and development needs of the core management team.

People Management

Lead on the recruitment process for new staff and volunteers as appropriate

Manage the individual performance and review process within Colchester Mind.

Directly manage the core management team.

Develop the management skills of team leaders.

Ensure all staff and volunteers have the appropriate training and development opportunities to maximise their potential.

Manage the development of a robust training programme to ensure that mandatory and non mandatory training and development is current and meets statutory requirements.

Operational and Financial Management

Producing and managing budgets, agreed by the Treasurer, in partnership with the Board of Trustees.

Planning and implementation of the provision of new services

Identify sources of funding from statutory and nonstatutory sources

Lead onthe preparation of funding applications with Project Managers for new and/or existing work

Manage the compliance of quality assurance standards within the organisation; Quality Management in Mind, ISO 9001:2009, Investors in People and Mindful Employer.

Oversee the monitoring and evaluation for successful grants

Act as investigating officer for internal or external complaints, grievances or disciplinary situations within Colchester Mind in accordance with its procedures.

Being responsible for Health and Safety within the organisation

Assess and inform the Board of emerging capacity or financial constraints in a timely and informative approach.

Other

To attend strategic and local meetings and workshops as requested by the Board.

To receive regular supervision and undertake any relevant training as appropriate

To work in accordance with all Colchester Mind’s policies and procedures

Duties may vary from time to time and the post holder may be required to carry out other duties in consultation with the Board.

The post willrequire the post holder be flexible in their approach and will include weekend and evening working on occasion.

PERSON SPECIFICATION:

Skills & Abilities

1. Excellent strategist and able to convey visionary thinking into clear plans which can be clearly understood and executed.

2. High level interpersonal skills linked in with emotional intelligence and an understanding of how to get the best out of a team with regards to enhancing delivery of Mind’s activity.

3. A highly skilled people manager who can lead a positive motivated culture working with a variety of staff.

4. Leads by example, both in directing staff, conveying expectation and instruction but also engaging them with the mission of the organisation.

5. Demonstrable ability quickly to establish personal credibility, and to develop and maintain effective working relationships with groups and individuals with differing perspectives and agendas.

6. Clear and effective communicator, written, verbal and digital, both on a one to one and with groups.

7. Communicates complex information and directives to external audiences including the NHS, commissioners, government e.g. in ensuring information and key messages are not only effectively conveyed but that the audience is fully informed and involved.

8. Relates well to people at a personal level, with appropriate networking, diplomatic and negotiating skills. A particular emphasis on working with people with experience of mental distress as equals in our work.

9. Excellent self management skills – able to design and cascade objectives by understanding their strategic direction and operational implications.

10. Ability to manage professional teams of five or more staff some of whom were peripatetic workers, geographically dispersed, leading to clear and measurable outcomes.

11. Able to lead and inspire staff and client groups through setting personal examples of high standards of performance and delivery.

Knowledge

1. Understanding and knowledge of mental distress, either directly or indirectly, personally or professionally.

2. Broad knowledge and understanding of local and regional national health and social care policy, from a consumer and provider perspective.

3. Understanding of what Managing Diversity and Equal Opportunities means and how it should be incorporated into this post.

4. Leads and directs activity to encourage teams to value diversity within Mind.

Experience

1. Experience and a positive track record of leading teams.

2. Experience of ensuring an organisation’ objectives are being supported and actually delivered by both wider team and individual activity. Able to link these outcomes into strategic development.

3. Understanding of the voluntary sector, either in a professional or personal capacity.

4. Experience of policy analysis and developing and successfully implementing national policies.

5.. Experience of leading on joint ventures, particularly featuring service user involvement, with a diverse and potentially conflicting range of interest groups and stakeholders.

6. Experience of financial management and business planning; able to plan, develop, and manage budgets including forecasting, monitoring and regular reporting.

Desirable Criteria

1. Direct or indirect experience of mental distress.

2. Knowledge and experience of grant making and grant management.

3. Knowledge of local/regional systems of government.
