CALL TO ORDER: The meeting was called to order at 7:00pm by President Fetterman and followed with the Pledge of Allegiance.

ROLL CALL: Commissioners LESHINSKIE, RUMBERGER, WELSH, ZALAR AND FETTERMAN. Attorney ROVITO and Secretary SLABY.

CITIZEN INPUT: There was none.

MINUTES: Rumberger/Welsh motion to accept the minutes from the Coal Township Commissioners’ Regular Meeting of March 2, 2017. ON THE QUESTION: ROLL CALL: Leshinskie (YES), Rumberger (YES), Welsh (YES), Zalar (YES) and Fetterman (YES). Motion carried 5-0.

BILLS: Zalar/Leshinskie motion to approve the bills from March 3, 2017 to April 6, 2017, as listed on the Bill List, and pay as funds become available. ON THE QUESTION: ROLL CALL: Leshinskie (YES), Rumberger (YES), Welsh (YES), Zalar (YES) and Fetterman (YES). Motion carried 5-0.

February 28, 2017, Primary Account Balances:

Zalar/Rumberger motion to accept the Financial Report, as read, subject to audit. ON THE QUESTION: ROLL CALL: Leshinskie (YES), Rumberger (YES), Welsh (YES), Zalar (YES) and Fetterman (YES). Motion carried 5-0.

FROM: Northumberland County Tax Claims Bureau

We received a copy of the Judicial Sale list for the summer 2017 sale.

FROM: Shamokin-Coal Township Public Library

We received notice of Kitty Klebasko’s resignation as a Coal Township representative to the Library Board and a request for a replacement to fulfill her unexpired term. Rumberger/Zalar motion to appoint Craig Fetterman, Jr. to fulfill the remainder of this term on the Library Board, which expires May, 2019. ON THE QUESTION: President Fetterman noted that he will not be abstaining from this vote which involves his son because this is a non-paying position and as such is not an ethics violation. ROLL CALL: Leshinskie (YES), Rumberger (YES), Welsh (YES), Zalar (YES) and Fetterman (YES). Motion carried 5-0.

COMMITTEE AND DEPARTMENT REPORTS

President Fetterman announced that on Monday, April 10th the Spring Code Enforcement sweep will begin. He stated that patrols will be done street by street, but at times some violations cannot be seen from the street, so he asked residents to call in any complaints of violations that cannot be seen from the street by calling the Coal Township Police Department between the hours of 8am and 4pm Monday thru Friday at 570-644-0333. He noted that police officers or the code enforcement officer will need permission to go on your property in order to view the neighbor’s possible violations. He noted that if the complaint is legitimate then the person would be fined, but for people to please be understanding that the police and code officer don’t have magic wands, but will do the best they can to a get a problem cleaned up.

Commissioner Rumberger gave the routine monthly Police and Fire Department reports.

Commissioner Welsh gave the routine monthly Street Department report and thanked the workers for doing a good job during mid-March snow storm that dropped about 2 feet of snow.

Commissioner Zalar asked for additional volunteers for the Arch Street Playground Project and noted that we will beginning with it soon.

Commissioner Leshinskie had no report.

President Fetterman gave the routine monthly Recycling Center report.

NEW BUSINESS:

Part-Time Police Officer Advertisement

Rumberger/Welsh motion to authorize the publication of an advertisement seeking additional part-time police officer applications. ON THE QUESTION: ROLL CALL: Leshinskie (YES), Rumberger (YES), Welsh (YES), Zalar (YES) and Fetterman (YES). Motion carried 5-0.

Ordinance 526 – Zoning Amendment

Welsh/Leshinskie motion to authorize the advertisement of the Board’s intent to consider proposed Ordinance 526 at its next monthly meeting. This proposed ordinance would 1) amend the Township Zoning Ordinance by re-zoning from R-1 to C-P/M-1 the currently uninhabited area on the north side of SR61 from approximately the Anthra Plaza east to the Kulpmont and Mount Carmel Township lines and 2) amend the definition of a non-confirming lot to make the regulations less strict. ON THE QUESTION: ROLL CALL: Leshinskie (YES), Rumberger (YES), Welsh (YES), Zalar (YES) and Fetterman (YES). Motion carried 5-0.

Ordinance 527 – Amendment to Ch. 264 – Logging

Zalar/Leshinskie motion to authorize the advertisement of the Board’s intent to consider proposed Ordinance 527 at its next monthly meeting. This proposed amendment would lessen the regulations on logging within Township limits by making all bonding at the discretion of the Township rather than a requirement by the Township and also ensure that all foresters/forest technicians and operators have the standard insurances of that profession. ON THE QUESTION: ROLL CALL: Leshinskie (YES), Rumberger (YES), Welsh (YES), Zalar (YES) and Fetterman (YES). Motion carried 5-0.

PERSONS TO BE HEARD:

Annamae Kanuchok – 1678 Tioga Street

Ms. Kanuchok mentioned that the Shamokin-Coal Township Public Library’s open house would be the following Tuesday from 3pm to 5pm and all are welcomed to attend.

Mike Cobin – 2351 Stetler Drive

Mr. Cobin commended the Street Department for its job during last month’s snow storm, but also complained about his driveway being plowed shut.
