The Department of Human Services (DHS) has completed the evaluation of the aboveRFP-NK-2013-022 and we regret to inform you that your bid to provide Juvenile Justice Mental Health Study services for DHS has not been approved for funding.
The State of Michigan appreciates the time and effort put forth in responding to this solicitation. The existence of competition is essential to the process of equitable public purchasing decisions and assures the State the most value for its expenditures.

PROCEDURES TO APPEAL CONTRACT AWARD RECOMMENDATIONS

  1. Appeals of contract award recommendations must be made within 10 days of the date of notification that your bid was not recommended for funding. Appeals received by DHS more than10 days after the date of notification will not be considered.
  1. Submit a formal written appeal to the Director, Office of Contracts and Purchasing, Department of Human Services, Suite 1201 Grand Tower Bldg., 235 South Grand Avenue, P.O. Box 30037, Lansing, Michigan48909.
  1. The letter of protest should include:
  1. ITB or RFP number and issuing office;
  1. Clear and complete statement of the facts which constitute an error in the contract award recommendation;
  1. DHS requests that you send a copy of the appeal to the issuing office.
  1. The Director of the Office of Contracts and Purchasing will investigate the appeal and provide you with a written decision as soon as possible after receiving your letter. The decision is final.
