MEMBERS PRESENT: President James Marsh, Vice-President Louis Tate, Councilwoman Stephanie Brilhart, Councilwoman Brietta Mighells-St Clair, Councilman John Hughmanic, Police Chief Joe Douglas.

MEMBERS ABSENT: Councilman John Buterbaugh, Councilman Joseph Krolick,Manager-Secretary Rob Barto,

and Mayor Dennis Clawson.

APPROVAL OF THE AGENDA: Motion was made by Louis Tate and seconded by John Hughmanic to approve the agenda. The aye vote on the motion was unanimous. Motion carried.

MINUTES OF THE PREVIOUS MEETING: Motion was made by Louis Tate and seconded by John Hughmanic to approve the minutes of the previous meeting. The aye vote on the motion was unanimous. Motion carried.

APPROVAL OF THE FUND BALANCE REPORT: Motion was made by Louis Tate and seconded by John Hughmanic to approve the Fund Balance Report. The aye vote on the motion was unanimous. Motion carried.

PRESENTATION OF BILLS: Motion was made by Louis Tate and seconded by Stephanie Brilhart to authorize payment of bills for February 2016. Roll Call Vote – 5-0. Motion carried.

PUBLIC PARTICIPATION: Fred Julock – Snow Removal Ordinance & Questions on Zoning.

MAYOR’S & POLICE REPORTS:

Stephanie Brilhart presented the monthly report of revenues on Parking Meters and Fines.

The police report was presented by Chief Joe Douglas.

Motion was made by Louis Tate and seconded by John Hughmanic to accept the Mayors and Police Reports

for the month. The aye vote on the motion was unanimous. Motion carried.

MANAGERS REPORT: Rob Barto – Manager

None

OLD BUSINESS:

COMMITTEE REPORTS

FINANCE COMMITTEE: John Buterbaugh – Chairman

None

MUNICIPAL COMMITTEE: Stephanie Brilhart – Chairwoman

Motion was made by Stephanie Brilhart and seconded by Louis Tateto retain Anita Johnston as a full-time,

hourly employee at $16/hr with no medical benefits. Benefits were denied by the employee and are included

in her hourly rate per the Borough Personnel Policy. Roll Call Vote – 5-0. Motion carried.

POLICE COMMITTEE: None

PROPERTY COMMITTEE: None

PARKS & RECREATION COMMITTEE: John Hughmanic – Chairman

Get the field ready for Baseball when the weather gets better.

STREET COMMITTEE: Louis Tate – Chairman

Have Jody start street sweeping.

Garbage flying around town; to be discussed further at committee meeting.
