Definition: Under Executive Direction, plans, organizes and administers all activities related to the budgetary, accounting, fiscal reporting, revenue disbursement, grant administration and related functions of the Court; analyzes, evaluates, recommends and implements procedural and fiscal control and reporting improvements to the Courts Executive Officer; acts as the Court’s budgetary and fiscal liaison with the State of California and other funded agencies, provides supervision to accounting staff directly or through subordinate senior staff. This classification is unrepresented and is at-will.

Essential Duty Sample:Acts as the Court’s primary budget officer, developing and coordinating the collection of data, coordinating judicial management, and participation in budget development in accordance with applicable laws, requirements, and professional accounting and reporting practices. Monitors the Courts fiscal condition, on an on-going basis, recommending and taking corrective action for budget variances; preparing long range projections and fiscal plans to support effective Court operation. Prepares quarterly, mid-year, annual year-end budget projections and other estimates as needed for AOC, Judicial Council, Court executive management and other Court staff. Assists executive management, judicial officers and other Court staff in determining fiscal impact of legislation; make recommendations on financial and budgetary matters. Responds to questions and provide information and financial data to management and other agencies or sources; research and analyze financial and budgeting issues. Coordinates, conducts and/or supervises periodic audits of the Courts fiscal operations, acts as the Courts liaison with internal and external auditors, prepares reports for Court management and State and local government, as required. Controls Court expenditures for compliance with State and local government disbursement standards. Prepares and implements fiscal policies and procedures consistent with state guidelines. Evaluates current and new programs, staff additions and deletions, and other Court issues by providing information for, or performing, cost-benefit analysis. Meets deadlines for reports, projects, and other information involving Court administration, state information requests and requests from other agencies. Manages projects, preventive maintenance, responsive repairs and planned activities to ensure minimal interruption of services and/or impact on Court operations. Oversees procurement methods, purchasing processing, contracts administration, and compliance monitoring.Responsible for reviewing and negotiating contracts and grants. Reviews and recommends changes to improve terms, conditions and procedures. Provides oversight for activities involving the collection and distribution of court fines, fees, and forfeitures. Utilizes a personal computer and work processing, spreadsheet and financial software to generate financial reports and data. Supervises fiscal, procurement, and collection staff including interviewing, work product assessment, work assignment, discipline, including the development of correction plans to change problem behavior, writing performance evaluations, prepare personnel data forms, status changes and other personnel related materials for fiscal staff, train and orientate new employees in unit operations and performance expectations.Attends staff and other work-related meetings, workshops, seminars, and other continuing education opportunities to implement financial policies. Performs other fiscal duties that may be delegated by the Court Executive Officer.Serves as a representative of the Court in meetings by displaying courtesy, tact, consideration and discretion in all interactions with members of the Court, county administration, state and other public agencies.

EMPLOYMENT STANDARDS

Education / Experience: The combination of education and experience listed as follows is qualifying:Education: Graduation from an accredited college or university with a Bachelor’s degree in accounting, economics, public administration or related field.Experience: Five years of financial accounting and budgetary experience in a public or governmental agency, with at least three years managing finance or accounting department and supervising employees.MBA, or licensed as a CPA is highly desirable. Prior lead or supervisoryexperience in a governmental agency is desirable.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of: Accounting principles, theories and procedures. Governmental budgeting and financial operation Laws and rules regulating and impacting fiscal operations. Working knowledge of auditing standards and procedures. Basic cost accounting practices and procedures. Principles of management and supervision. THE EMPLOYMENT PROCESS

The Court will further evaluate these documents determine whether or not to conduct interviews. If interviews are needed, the Court will select for interview only those candidates it deems may best meet the needs of the Court. Not all applicants will receive an interview. It is therefore important to realize that the preparation of the entire application and supplemental questions are very important to the selection process. Oral Interview: Selected candidates may be interviewed to determine their relative knowledge, ability, and skill levels in job related areas.

Appointment:Managers serve at-will at the discretion of the Court Executive Officer who may appoint without a competitive rating process.

Condition of Employment: Candidates selected may be required to pass a pre-employment physical and/or psychological examination which is given at no cost to the candidate. A reference check and/or background investigation may also be conducted.

Driver’s License: For positions requiring the operation of a motor vehicle, candidates referred for a hiring interview may be required to provide a DMV report and meet the Court’s driving standards.

Immigration Law: Prior to employment, applicants will be required to provide proof of identity and authorization to work in the United States.

COMPENSATION

Salary ranges have 5 steps with approximately 5% between steps. Starting salaries are normally at the first step with achievement of the second step after 6 months satisfactory service. Twelve months of satisfactory service are required between each of the remaining salary steps. Candidates granted advanced step appointments are required to perform twelve months of satisfactory service before consideration for the next salary step increase.

The information listed below is a general summary of benefits. The Court has a variety of benefit options available which may differ between bargaining units. Some management positions are granted 5 additional days of vacation.

Vacation:11 days initially; 16 days after 3 years; 20 days after 8 years; 25 days after 11 years;

300 hour accrual limitation.

Holidays:13 holidays per year + 2 floating holidays.

Sick Leave:12 days annually with unlimited accumulation.

Insurance: A medical PPO plan, dental and vision coverage are available. Dependent coverage is also available. Life insurance coverage of $10,000 is provided. All positions are eligible for long-term and/or State disability insurance. Additional supplemental life and long-term disability insurance may be purchased by the employee.

Retirement: The retirement plan is a defined benefit plan administered pursuant to the 1937 Act County Employees Retirement Act and integrated with Social Security. In addition to ordinary retirement benefits, the plan provides disability and death benefits. Retirement contributions are made by both the Tulare County Superior Court and the employee. The Tulare County Superior Court has reciprocity with the State of California, contracting PERS agencies, State Teachers’ Retirement System, and all County 1937 Act Retirement Systems.
