Confirmation of Minutes of the July Monthly Meeting of the Navan Electoral Area Committee held on 11th July, 2012 at 9.30am in the Council Chamber, Navan Town Council, Townhall, Navan, Co Meath.

The Minutes of the July Monthly Meeting of the Navan Electoral Area Committee held on the 11th July 2012 at 9.30am in the Council Chamber, Townhall, Watergate St, Navan, Co Meath, were adopted on the proposal of Cllr T. Reilly, seconded by Cllr F. Deane.

To consider matters in respect of Protocol Committee in relation to

Planning (in committee)

The Members considered matters in accordance with the Protocol Committee in relation to Planning ( in committee ).

Correspondence & Matters raised by the Area Manager.

The A/Area Engineer informed the Members of the changes proposed to the Council’s Roads Schedule.

The A/Senior Executive Officer advised the Members that as a result of amendments to the Roads Schedule in the context of the altered boundary a number of statutory processes would be initiated in respect of same.

Having received a report, to then consider the disposal of land comprising of 89m2 situated in the Townland of Balreask Old, Navan, Co Meath by way of freehold ( in fee simple ) with consideration and subject to conditions to Sandra Wall and Simon Wharmby and if thought fit to recommend the disposal of same to Meath Co Council (any such disposal shall be in accordance with Section 183 Local Government Act 2001)

Having received a report from the A/Senior Executive Officer, it was agreed by the Members to dispose of land comprising of 89m2 situated in the Townland of Balreask Old, Navan, Co Meath by way of freehold ( in fee simple ) with consideration and subject to conditions to Sandra Wall and Simon Wharmby, as presented and to recommend the disposal of same to Meath Co Council (any such disposal shall be in accordance with Section 183 Local Government Act 2001)

To receive a report in relation to the proposed review of the Road Traffic (Special Speed Limit) Bye-Laws.

The Members received and noted a report from the Transportation Section in relation to the proposed review of the Road Traffic (Special Speed Limit ) Bye-Laws.

A lengthy discussion ensued. On the proposal of Cllr S Cassells, seconded by Cllr T Reilly it was agreed by the Members to place the said Road Traffic (Special Speed Limit) Bye-Laws as presented and to recommend same to the Full Council.

In accordance with Section 11 of the Roads Act 1993 and Section 180 of the Planning & Development Act 2000 as amended, to consider the making of a declaration that the roads within Laganara View, Kentstown, Navan, Co Meath are declared to be public roads and furthermore that the said estate is taken in the charge of the Council.

The A/Senior Executive Officer asked that the matter be deferred until the next Meeting of the Navan Electoral Area Committee.

On the proposal of Cllr C Ni Shluain, seconded by Cllr S Jamal it was agreed by the Members to proceed as requested by the A/Senior Executive Officer.

To receive an update in respect of Liscarton Cow Plot

The Members received and noted an update in respect of the Liscarton Cow Plot which was delivered to them by the A/Senior Executive Officer.

Each of the Members acknowledged the work of the A/Senior Executive Officer in brining matters to a resolution since he became involved in same.

Notice of Question – Cllr. Francis Deane

What is the current situation regarding pipe replacements on the Athlumney/Kentstown Road?

The Members received and noted a response from the Water Services Section in respect of same.

Notice of Question – Cllr Suzanne Jamal

Can the Manager give the Members an update in respect of the current position with Greenstar, in particular the effect that the recent announcementmay have, on the Knockharley Community Fund ?

The Members received and noted a response from the Area Manager in respect of same.

Notice of Question – Cllr. Tommy Reilly

Can the Manager inform this Council, when appropriate parking facilities will be carried out at St. Finian’s Terrace ?

The Members received and noted a response from the Area Manager in respect of same.

Cllr Reilly expressed his disappointment with the content of the response.

Notices of Motion

Notice of Motion – Cllr. Francis Deane

“To erect appropriate signage for St. Mary’s Church, Kentstown off the R153 on the Kentstown School Road. This follows complaints by the patrons of the above Church regarding difficulties encountered by funeral attendees from outside this area.”

This Notice of Motion was proposed by Cllr F Deane and seconded by Cllr C Ni Shluain.

Responding the A/Area Engineer advised that an application in accordance with Section 254 Planning & Development Act 2000 as amended could be made in respect of same.

Notice of Motion – Cllr. Francis Deane

“To erect signage on the N3 Dublin Road which will direct road users to the Springfield Glen Estate.”

This Notice of Motion was proposed by Cllr F Deane and seconded by Cllr C Ni Shluain.

Responding the A/Area Engineer advised the Members of the process in accordance with Section 254 Planning & Development Act 2000 as amended.

Notice of Motion – Cllr. Tommy Reilly

“Calling on this Council to seek funding from the N.T.A. for traffic safety works at BoyerstownNationalSchool.”

This Notice of Motion was proposed by Cllr T Reilly and seconded by Cllr S Cassells.

The Members noted that the Sustainable Transportation Section were making an application in respect of same.

Notice of Motion – Cllr. Tommy Reilly

“Calling on this Council to seek a report from the E.P.A. on the green star facility at Knockarley to ensure that we haven’t another Basketstown on our hands in Meath County Council.”

This Notice of Motion was proposed by Cllr T Reilly and seconded by Cllr S Cassells.

The Members noted a response from the Area Manager.

Notice of Motion – Cllr. Jim Holloway

“Meath County Council will resurface County Road L34101 at Kilberry/Demailestown.”

This Notice of Motion was proposed by Cllr J Holloway and seconded by Cllr F Deane.

The Members were advised that there were no funds available at present to carry out of the work but consideration could be given to same as part of compilation of next years roadworks programme.

Notice of Motion – Cllr. Jim Holloway

“Considering the very much increased traffic volumes on Boyne Road at Peak

Time Traffic together with installation of traffic safety measures on theKentstown Road, Meath County Council in conjunction with Navan Town Council will

compile report on traffic congestion at what is known as the Finger Post and put in place measure to ease the movement of traffic from off the Boyne Road on the Kentstown Road”

This Notice of Motion was proposed by Cllr J Holloway and seconded by Cllr F Deane.

It was agreed that this would be examined in the context of the overall traffic analysis which was being carried out by Iarnroid Eireann.

  • Tree pruning required at Abbeygrove
  • Pothole repairs required at various locations
  • On the proposal of Cllr F Deane, seconded by Cllr J Reilly it was agreed by the Members to hold all future NEAC Meetings at 4.30pm.
