Minutes of a meeting of Meifod Community Council, held on Monday, 25th July, 2016, in the Village Hall, Meifod.
Present:
Cllrs. A. Williams(in the Chair), Mrs E. Jones, Mrs R.H. Jones, J. Williams, G. Owen, J. Wilkinson and T.A. Hughes.
- Apologies for absence: Cllr. W. Evans.
- Minutes of the last meeting: Proposed by Cllr. G. Owen and seconded by Cllr. J. Williams that they be signed by the Chairman. All agreed.
- Matters arising from the Minutes:
a) Item 5a - Reception at the Royal Welsh Show was attended by the Chairman.
b)Item 6a – has been given consent.
c)Item 6b and 6c – further information has been requested by the Planning Officer.
- Correspondence:
a) Letter from Helen Jakubovic, 8 Pentre Clawdd, Meifod – advising that they are to upgrade the fence alongside the footpath which runs between Pentre Barog and Pentre Clawdd, and requesting comments. Members agreed that the proposed works would not affect the public and would make walking along the footpath a lot easier, especially in wet weather.
b)Meifod Recreation Ass. – letter thanking for the donation of £100.00 towards the staging of the Queen’s 90th Birthday celebrations.
c)Email from Susan Blunden, 1 Maesyllan, Meifod, expressing her concern about the recently reported rise in racist and xenophobic incidents and crimes, and requesting the support of the Community Council in publicly condemning these attacks and behaviours. All members present agreed that support for this should be noted.
d)North Montgomeryshire Local Council Forum – Local Government re-organisation and Boundary Changes. Email seeking the views of Town and Community Councils. Members agreed that this matter is of concern - how these changes will affect this community, but that we should await the details from the Boundary Commission before making any further comments.
e)Email from Llanfair Caereinion Town Council regarding the future of their Library, which is under threat from the PCC budget cuts, and seeking support, ideas and possible financial contributions from councils who’s residents use the Library. Following discussion, it was agreed that we are unable to commit to any financial contribution at this stage. Members felt unsure as to how many residents in the Meifod community used the library in Llanfair, and a similar request had also been received from Llanfyllin Town Council. Clerk to advise of this, and to suggest that a relocation to the High School could be an alternative to closure?
f)Copy of letter to be sent by Llansantffraid Community Council to B.E.I.S. (replacement to DECC), who are now looking at the original decision. Proposed by Cllr. Mrs E. Jones and seconded by Cllr. Mrs R.H.Jones that a response be sent from this Council. All agreed.
- Planning:
Cllr. Mrs E. Jones does not vote on planning issues.
a) P2016/0696 – The Old Nursery, Meifod. Section 191 application for lawful development certificate for the occupation of dwelling.
Members advised that a dwelling had been on this site for some considerable time, but no planning permission had been in place, hence the Section 191 application.
Proposed by Cllr. G. Owen and seconded by Cllr. J. Wilkinson that this be supported. All agreed.
b) P2016/0650 – Lower Hall, Meifod. Erection of a livestock building.
Cllr. Mrs E. Jones declared an interest.
Chairman reported that he did not see any problems with the site – the building will be well screened.
Proposed by Cllr. G. Owen and seconded by Cllr. Mrs R.H. Jones that this be supported. All agreed.
c) P2016/0671 – Caebardd Sawmill, Pentrebeirdd – erection of an agricultural building.
Chairman reported that there were no problems with the application site, in his opinion. It was well screened and not visible from any position.
Proposed by Cllr. J. Wilkinson and seconded by Cllr. Mrs R.H. Jones that this be supported. All agreed.
- Finance:
a) Invoice from Severn Trent Water for the period 19th January – 15th June, 2016 = £1853.53. Clerk reported that attempts were being made to obtain a reduction in the amount due, but this bill would have to be paid. Proposed by Cllr. G. Owen and seconded by Cllr. J. Wilkinson that this be paid, and it was suggested that Aon Insurance be contacted to see if a claim could be made. All agreed.
b)Invoice from Mary Ronnie for the upkeep of the toilets for the period 22nd June – 19th July, 2016 = £108.00. Proposed by Cllr. J. Williams and seconded by Cllr. Mrs E. Jones that this be paid. All agreed.
c)Invoice from Steve Adams for the supply of toilet cleaner and toilet rolls = £51.00 + VAT£10.20 = £61.20. Proposed by Cllr. J. Wilkinson and seconded by Cllr. T.A. Hughes that this be paid. All agreed.
- Meifod Toilets:
Mr Nigel Baldwin attended the meeting and the lease for the public toilets at Meifod was discussed. It was clarified that three months notice would have to be given to Powys C.C. if the Community Council made the decision to cease the running of them. Proposed by Cllr. Mrs R.H. Jones and seconded by Cllr. J. Wilkinson that the lease be signed by the Chairman and Vice-Chairman. All agreed.
- Highways and Footpaths:
Clerk requested to find out when the grass cutting of the roads around Cwmnantymeichiaid/Bwlchycibau will be cut.
- Councillor vacancies:
Clerk advised members that Cllr Peter Mace had resigned as a member of Meifod Community Council with immediate effect, on ill health grounds. A notice had been erected, advising that ten members of the electorate could request an election. This notice expired on the 21st July, 2016.
A further notice had now been erected, advising that there were two vacancies on Meifod Community Council, which will be filled by co-option, and any interested persons should apply, in writing, to the Clerk, by the 26th August, 2016.
- Any other business:
a) Assistance provided by Mr Nigel Baldwin with regard to Meifod Toilets – Proposed by Cllr. J. Wilkinson and seconded by Cllr. Mrs R.H. Jones that a book token to the value of £20.00 be purchased, as a token of the appreciation of the Council. All agreed.
