The Parish Council Meeting was held on Wednesday 8 December 2010, in the Village Hall, Leziate at 7.30pm.

MINUTES

The circulated Minutes were approved and signed as a true record of the Parish Council Meeting on 10th November 201, with the inclusion of not in Matters Arising (vi), line 6, proposed by Cllr. Ray Barnett and seconded by Cllr. T. Crane.

MATTERS ARISING

(i) The Big Conversation

The Parish Council debated not only the document issued on the NCC website but also the letter received from NCC asking if the Parish Council would take on certain roles such as gritting, FP maintenance etc either in a voluntary role or for a small fee. After much debate it was felt that it was not feasible for the Parish Council to take on these extra responsibilities because of the scale of size and cost, it was felt that this is a misguided approach from the NCC and the reasoning for it are flawed. It was felt it would be impossible to find volunteers for these roles and concerns were expressed about the training and supervision of any people taking on these roles.

CORRESPONDENCE

Correspondence had been received as follows:-

Came and Co Insurance Company – To grit or not to grit, this led to discussion re gritting of village hall drive etc. It was agreed if the Highways dept would fill the grit bin we should place one in the village hall car park.

FINANCE

(i) Propose and second approval of Payment of invoices

Payment of invoices, as attached, was proposed by Cllr. Simpson seconded by Cllr. T. Crane.

Agreed unanimously.

The cheques were duly signed.

(ii) Propose and second approval of monthly statement

Approval of monthly statement, as attached, was proposed by Cllr. R. Barnett and seconded by Cllr. M. Simpson. Agreed unanimously

(iii) Precept/Budget 2011/12

After discussion it was agreed to keep the precept the same as last year, this and the proposed budget, as attached, was proposed by; Cllr. T. Crane and seconded by Cllr. Solly.

PLANNING

(i) Notification of decisions by Borough Council:-

None received

(ii) Planning to consider:-

None received

(iii) Planning Decisions made during the month:-

None made.

REPORTS FROM WARDENS

Borough Council:- Not present..

County Council: Not present

Trees: Cllr. Simpson reported the weather has been kind and hopes that the winter weather does not damage the summer foliage. Cllr. Simpson will cut down the stinging nettles.

Footpaths: Cllrs. R. Barnett, T Crane and Eayres reported that the paths are fine but a little icy.

Fen & Brand’s Wood: - Cllr. Simpson has not been able to visit these areas.

Bus Shelters:. No comments.

Highways: -Cllr. Solly reported the following.

  • Meeting with Jon Barnard has been postponed, due to the weather, until early 2011.
  • Weather is taking its toll on the roads and there is little money available.
  • “ new grit bins have been placed.
  • Cllr. Solly will insist on regular meetings to assess work.
  • Rangers from Highways will be contacting us early in 2011 to see what work we have for them.

Play Area:-Cllr. T. Crane reported that the moles are still at the play area. Cllr. Barnett has a new contact for mole catching and it was agreed to give our contractor a couple of months to see if he can get on top of the problem.

Village Hall:- Cllr. R. Crane was not present, but Cllr. T. Crane reported that the race night was not well supported due to the snowy weather but they raised £100.

December 11th is the social night all Councillors are invited .

SNAP:

Cllr. Crane reported that Bawsey still being a priority for SNAP.

The PCSO was waiting for Cllr. Barnett to inform him when there was a special event at the school to visit and advise on the parking. Cllr. Barnett will do this but there will not be an event until Easter.

The closure of Sandy Lane was discussed but it has been agreed that a steering committee is going to meet to discuss this further. .

Leziate home watch has signed up to be a no cold calling zone

Encouragement was given for parishioners to sign up to direct notification system.
