  • Developed and direct the Center for Employee Health Studies within the School of Public Health. The Center works in the domains of Health and Demand Management, Workers’ Compensation Quality and Performance, Organizational Health and Productivity, and Employment-Based Health Research

Vice President, Consumer Health Advisers, Inc 2007 - 2011

  • Responsible for Business Development for Consumer Health Advisers, Inc.CHA provided an integrated electronic medical home to self-funded employers seeking to develop employees’ consumer-based skills and tools improving health self-management and financial decision-making. Contributedto market development, infrastructure and management.

Assistant Director, Illinois Department of Public Health 2003 –2007

Oversight of agency strategic initiatives process development of performance measures, and for internal and external initiatives including:

  • Chair,Illinois Electronic Health Records Taskforce. Developed and chaired the Taskforce through to its final report to the Legislature on the implementation of Electronic Health Records in Illinois.
  • Chair, Health Information Privacy and Security Collaborative (HISPC)Partnered with the State’s Quality Improvement Organization to win and execute a federal contract (AHRQ) on the Health Information Privacy and Security Collaborative to identify and address policy and operational barriers to electronic health records, and chaired the Steering Committee.
  • Co-chair,Illinois Accreditation Development Project. Robert Wood Johnson funded grant as part of five-state learning collaborative to transform Illinois’ current mandatory certification process for Local Health Departments to a performance-based accreditation process, funded for piloting.
  • Office of the Governor’s Special Advocates for Prescription Drugs: Tasked to develop Illinois’ drug importation program enabling uninsured and under-insured residents of Illinois safe, affordable access to brand name prescription drugs for maintenance conditions first from Canada, Europe (Great Britain and Ireland), Australia and New Zealand. The I-SaveRx Program was joined by four other states.
  • Executive Committee, NEDSS Development.Oversaw the development and implementation of the Illinois National Electronic Disease Surveillance System (I-NEDSS), through development of Version 6.0, addressing intra-agency and systemic impediments to both development and integration with Chicago’s development.
  • Statutory responsibility for the Administrative Hearings Review (administrative law hearings process over regulatory cases in environment and long term care). Implemented changes improving the administration and timeliness in reducing times to regulatory decisions, fines and case backlog.

Principal, Health Management Associates 2000 – 2003

Opened and developed the Chicago Office of this Michigan-based health policy consulting firm. Responsible for the development of a professional consulting staff of six, business development.Engagements included:

  • Indiana Office of Medicaid Policy and Planning: Development of disease and case management program and RFP for competitive selection based on data analyses of the State’s high cost and chronic Medicaid residents.
  • CookCounty: Feasibility and RFP development for an EPO based on CookCountyHospital for Risk Management and the Bureau of Health Services

WellPoint Health Networks: Lead consultant on policy analysis for national corporate office (CA)

  • Will County: Benefits analysis, design and collective bargaining support
  • The Rockford Health Council:Developed community based coverage plan for the working uninsured; commissioned and managed actuarial subcontractor.
  • The Delaware Health Care Commission: Developed actuarial framework for modeling state policy options for covering the uninsured. Managed the actuarial contractor in developing the pricing model for projecting alternative strategies.
  • American Federation of Teachers/National Education Association (Development of a National Prescription Drug Carve-out Model). Feasibility study and three-dimensional pricing model to project savingsof a national drug program.
  • Robert Wood Johnson Foundation: National evaluation of Covering Kids Program – SCHIP.
  • The Iowa Department of Personnel: Workers’ Compensation Bureau; consulted on outsourced program performance metricsand provided subsequent external review.
  • Lake County, IL (Benefit renewal negotiations; increased fundingof FQHCs)
  • OPEIU: Actuarial analyses: MI union seeking to fund retiree medical benefits

Government Practice Leader, Chicago Region,Segal Company 1998 - 2000

Responsible for development, growth and quality of the Public Sector consulting in the upper Midwest region of this national actuarial and benefits consulting firm.

  • Focused principally on health care data analytics, plan design, and evaluation of administrative programs, and Medicare Risk.
  • Clients included the Cities of St. Louis, MO and Gary, IN, IL Counties of Will and Cook, the State of Iowa, and major FQHC health system (Access Community Health Network).
  • Led the analysis and competitive outsourcing of Iowa/s Workers’ Compprogram.
  • Medicare Risk feasibility assessment and projections for Blue Cross of Maine.
  • Developed the analytic methodology for aggregated health plan purchasing by the coalition of the seven public agencies and authorities serving Chicago
  • Developed and managed the cooperative affiliation between The Segal Company and Health Management Associates, a health policy consulting firm.

Dopkeen & Associates 1996 - 1998

  • Managed independent consulting practice focused on data analysis and quality of large employer health and benefit plans for public and corporate clients. Clients included Humana of Illinois, Will County, IL and Heitman Financial.
  • Developed and Directed the Risk Management Department for WillCounty, IL. Director (contractual) managing employee benefits, medical plans, workers’ compensation, property and casualty and aspects of Human Resources for the County’s Board and Executive.
  • Led forensic audit and evaluation of WillCounty property and casualty program, leading to prosecution and reengineering of property and casualty insurances.
  • Served on the Advisory Board of Directors of developing Trials Management Organization (TMO) conducting demographically balanced studies.

Senior Consultant, The Hay Group 1993 - 1996

Based in Chicago’s Health Care Industry, Public Sectorand Benefits/Actuarial practices.

  • Led public sector health care collective bargaining practice, developed data analytic applications and coordinated capitation collaboration between provider and actuarial practices. Clients: Chicago Public Schools (43,000 employees), CookCounty (26,000), KaneCounty (1,000), WillCounty (1,500) andChicago Housing Authority (Labor plans: 3,000).
  • Successfully negotiated severity-adjusted outcomes based purchasing of high cost surgical procedures with the Chicago Teachers Union.
  • Consulted on state health care reform initiatives for the City of Chicago’s Health Care Reform Taskforce and for Humana.
  • Developed for the Health Industry Practice client applicationsof quality data for health care providers, payors and employers.
  • Used severity-adjusted outcomes as the basis for physician long-term incentive compensation for an integrated health system.

Principal, William M. Mercer, Inc. 1988 - 1993

  • Chicago, Illinois. Health and Welfare Practice: Principal in1991, Associate 1989. Developed modeling to support consulting applications in Health and Welfare Plans, Retiree Medicaland Long Term Care.
  • Leadership position in development of human resources policy consulting based on retiree medical valuations (including American National Bank, Arthur Andersen, and Municipality of Anchorage, Alaska).
  • Developed for Eagle Industries an alternative methodology for rapid projection of the direct costs and FAS liabilities of retiree medical benefits for decisions during due diligence in low-tech corporate acquisitions. Standard 1989 retiree medical actuarial studies were six (6) weeks. These valuations were certified and the first in the nation booked in acquisitions..
  • Lead consultant and project manager for the Project to project actual costs and retiree medical FAS liabilities of three alternative Long Term Care plan designs for the Automakers (Ford, GM and Chrysler jointly) in preparation for national collective-bargaining. Developed methodology for integrating retiree medical projection methods with an existing stochastic model projecting Long Term Care.
  • Developed an innovative cost adjustment methodology to establish plan sponsor requirements under Medicare Catastrophic Maintenance of Effort provisions (1989).
  • Developed public sector health care and collective bargaining practice based on data-driven analyses and a collaborative negotiating model. Clients: included City of Chicago (41,000 employees), and Chicago Public Schools (43,000).
  • Introduced the use of medical outcomes measurement into Mercer’s consulting, and forged strategic relationship with a developer of medical outcomes technology.

Deputy Commissioner, Boston Department of Health & Hospitals 1977- 1984

Administrative Services (1980-1984). Asst. Deputy Commissioner, Support Services, BostonCityHospital (1977 - 1980).Responsibilities at the BostonCityHospital included:

  • Directed Operations, Patient Services, Quality Assurance and Planning.
  • Championed organizational and systemic changes, and development of enterprise systems conversion
  • Developed performance standards for the Hospital with the City’s Medicaid HMO.
  • Represented BCH on free care issues within the Council of Teaching Hospitals.

Special Asst. to Commissioner, BostonDept. of Parks and Recreation 1976 -1977

  • Directed analysis, systems and organizational development.
  • Planned, obtained City bonding approval, and acquisition of 100% fleet replacement
  • Won competitive research grant from National Science Foundation and published policy research and guide to combating vandalism.

Policy Analyst, Mayor's Office of Public Service. 1974 -1976

  • Designed and executed complex organizational change and systems development projects (Elections, Parks, Public Works) leading to greater efficiencies and improved service delivery in municipal agencies.
  • Recruited, trained and directed the Community Development Block Grant program evaluation staff (federal grant funds)
