HunterCollege’sAnnualSecurityReport(ASR)includesstatisticsforthepreviousthreeyearsconcerningreportedcrimesthatoccurredoncampus;incertainoff-campusbuildingsownedorcontrolledbyHunterCollege;andonpublicpropertywithin,orimmediatelyadjacenttoandaccessiblefromthecampus.Thereportalsoincludesinstitutionalpoliciesconcerningcampussecurity,suchaspoliciesconcerningalcoholanddruguse,crimeprevention,thereportingofcrimes,includingcrimesinvolvingsexualmisconduct,andemergencyandevacuationprocedures.ThereportisavailableinhardcopyatthemainPublicSafetyofficeintheWestBuildingontheB-1level,RoomB-122;alsointheHumanResourcesofficeonthe15thflooroftheEastBuilding;atthereceptionareaoftheDeanofStudentsonthe11thflooroftheEastBuilding;oron-linebyaccessing
HunterCollege,locatedintheheartofbustlingManhattan,isthelargestcollegeintheCityUniversityofNewYork(CUNY)system.Foundedin1870,itisalsooneoftheoldestpubliccollegesinthecountry.Currently,23,000studentsattendHunter,pursuingbothundergraduateandgraduatedegreesinmorethan170differentprogramsofstudy.
Thecollege,acomponentofTheCityUniversityofNewYork,(CUNY)offersinadditiontothemyriadacademicofferingsinitsprestigiousSchoolofArtsandSciences,HunterCollegeoffersawidebreadthofprogramswithinitspreeminentSchoolsofEducation,Nursing,SocialWork,andHealthProfessions.In2011,theCUNYSchoolofPublicHealthatHunterCollegeopeneditsdoors,officiallymakingHunteraPhD-grantinginstitution.Already,studentscanenrollinseveralCUNYdoctoralprogramsbasedatHunter,aswellasparticipateinanumberofacceleratedandadvancedcertificateprograms.Hunterisalsothehomeofworld-renownedresearchcenters,includingtheCenterforStudyofGeneStructureandFunction,theCenterforPuertoRicanStudies(CENTRO),locatedattheSilbermanSchoolofSocialWork.
Themaincampusislocatedat695ParkAvenue,inManhattan,aboroughofNewYorkCitywithapopulationofapproximately1,635,956.Thecampusissituatedona4 acresiteand comprisedoffour (4)buildingslocated onorcontiguous tothe main campus.In July2011HunteropenedtheSilberman SchoolofSocialWorkat21803rdAvenue,Manhattan;HunterCampusHighSchoolislocatedat71East94thStreet;TheBrookdaleCampus,425East25thStreetalsocontainsHunter’sdormitory;andtheRooseveltHouseat47-49East65thStreetinManhattan.HunterhasmoveditsMasterofFineArtsprogramto205HudsonStreet,inthe
Tribecaareadowntown.NewadditionstotheHuntercommunityareParliamoItalianoonEast65thStreetandtheBakerTheatreHallonEast67thStreet.
Thecollegeenrollsapproximately23,000degreeprogramstudentswhoattenddayandeveningclasses.Inaddition,thecollege,throughtheOfficeofContinuingEducationservesinexcessoftwentythousandmulti-culturalindividualsduringtheacademicyear.
Thecollegeemploysapproximately1751full-timefaculty/staffand1829part-time/adjunctstaffmembers.
Crime Reporting Procedure
Faculty,staff,students,andotherswhomaybeoncampusoronthecontiguousgeographicperimeterofthecampusareencouragedtopromptlyreportanypastcrime,attemptedcrime,oractualcriminalactivitytotheDepartmentofPublicSafety.Thedepartmentwillexpeditiouslyrespondtotheconditionreportedtoinvestigateandmakenecessarynotificationstothelocalpoliceprecinct.Criminalactivities,aswellasotheremergencies,canbereportedby:

2.UsingtheEmergencyAssistancecallboxesknownas“Talk-A-Phone”locatedatvarioussitesthroughoutthecampus.Theyaresilverwallmountedboxeslocatednearelevators,stairwells,andinrestroomswithintheMainandBrookdalecampuses.
3.ReportingtheinformationtoanymemberoftheDepartmentofPublicSafetyorinpersonatthePublicSafetyOfficelocatedinWestBuilding,B-1LevelroomB-122.
4.Allcounselorsare stronglyencouragedwhentheydeemit appropriatetoinformthepersonstheyarecounselingofanyprocedures toreportcrimesonavoluntary,confidentialbasisforinclusionintheannualdisclosureofcrimestatistics.
5.VictimsorwitnessesmayreportcrimestopersonsdesignatedasCampusSecurityAuthorities,(seepage#3),whowillthenforwardonlythereportofthecrime–withoutdivulgingthenameofvictimorwitness–totheDepartmentofPublicSafetyforinclusionintheannualcrimereport.
The Collegerecognizestheimportanceofconfidentialitytovictimsandwitnessesofcrimes. Forthepurposes ofprovidingcrimestatisticspursuanttothe Clery Act in the College’s annual crime report, victim and witness information will not be included. However, complete
confidentialitycannotbeguaranteedinallothercontexts.TheCollegereservestherighttonotifythepolicewhenitbelievesthatsuchreportingisnecessaryfortheprotectionoftheCollegecommunity.Inmanycases,however,thatnotificationwillbedonewithoutdivulgingthevictim’sidentityandwillbedoneonlyforthepurposeofprovidingacampus-widesafetyalert.
6.TheHunterCollegeDepartmentofPublicsafetywebsiteallowspersonstoreportcrimes,orsuspiciousactivitiesbyusingthe“silentwitness”formunder Reporting..Intheeventthatthesituationyouobserveorareinvolvedinisofanextremeorlife-threateningnature,call911,theNewYorkCityPoliceDepartment’semergencyphonenumber.Ifyoumakea911call,pleasealsonotifytheDepartmentofPublicSafety. Theywillalsorespondtoassistanddirectthepoliceandotheremergencypersonneltothereportedemergency.Calling911whenusingalandlinetelephonefrominthecollegeyouhavetodial9first,sothatwouldbe9-1-911.
HateCrimeandBias-RelatedIncidents
Biasorhatecrimesarecrimesmotivatedbytheperpetrator'sbiasorattitudeagainstanindividualvictimorgroupbasedonperceivedoractualpersonalcharacteristics,suchastheirrace,color,creed,nationalorigin,ethnicity,ancestry,religion,age,sex,sexualorientation,gender,genderidentity,disabilityoralienage.Bias-relatedincidentsarebehaviorswhichconstituteanexpressionofhostilityagainstthepersonorpropertyofanotherbecauseofthetargetedperson'srace,color,creed,nationalorigin,ethnicity,ancestry,religion,age,sex,sexualorientation,gender,genderidentity,disabilityoralienage.AccordingtoNewYorkPenalLawSection485,apersoncommitsahatecrimewhenheorshecommitsaspecifiedcriminaloffenseandeither:
(1)intentionallyselectsthepersonagainstwhomtheoffenseiscommittedorintendedtobecommittedinwholeorinsubstantialpartbecauseofabelieforperceptionregardingtherace,color,nationalorigin,ancestry,gender,religion,religiouspractice,age,disabilityorsexualorientationofaperson,regardlessofwhetherthebelieforperceptioniscorrect,or
(2)intentionallycommitstheactoractsconstitutingtheoffenseinwholeorinsubstantialpartbecauseofabelieforperceptionregardingtherace,color,nationalorigin,ancestry,gender,religion,religiouspractice,age,disabilityorsexualorientationofaperson,regardlessofwhetherthebelieforperceptioniscorrect.
Examplesofhatecrimesmayinclude,butarenotlimitedto:threateningphonecalls,hatemail(includingelectronicmail),physicalassaults,vandalism,destructionofproperty,andfirebombings.
Penaltiesforbias-relatedcrimesareveryseriousandrangefromfinestoimprisonmentforlengthyperiods,dependingonthenatureoftheunderlyingcriminaloffense,theuseofviolenceorpreviousconvictionoftheoffender.Students,stafforfacultywhocommitbiascrimesarealsosubjecttoUniversitydisciplinaryproceduresandarangeofsanctionsuptoandincludingsuspension,expulsionorterminationofemployment.Inordertoeffectivelyhandleincidentsofbiasrelatedcrimesandpreventfutureoccurrencesofsuchcrimes,victimsorwitnessesofahatecrimeareencouragedtoimmediatelyreportincidentsinthemannerdescribedabove.VictimsofbiascrimecanalsoavailthemselvesofcounselingandsupportservicesthroughtheOfficeofStudentServices.
Investigation of Violent Felony Offenses
InaccordancewithNewYorkStateEducationLaw,theCollegemaintainsaplanfortheinvestigationofviolentfelonies,whichincludescoordinationwithappropriatelawenforcementagents.Inaddition,incompliancewithNewYorkStateLawandsubjecttoapplicablefederallaw,including,butnotlimitedto,thefederalCampusSexualAssaultVictims’BillofRights underTitle20U.S.Code1092(f)whichgivesthevictim ofasexualoffensetherighttodecidewhetherornottoreport,theCollegewillnotifytheappropriatelawenforcementagencywithin24hoursofreceivingareportofaviolentfelony.
Daily Crime Log
HunterCollege’sdailycrimelogismaintainedbythePublicSafetyDepartment.Allreportablecriminalincidents,whethertheyareCleryclassifiedornot,arelogged-providedthattheyhaveoccurredinthereportablegeography(Oncampusandpublicpropertyimmediatelyadjacenttothecampus).Itincludesthefollowinginformation:1)datecrimewasreported,2)dateandtimeoftheincident,3)thenatureofthecrime,4)thegenerallocationofthecrime,5)thedisposition,ifknownand6),specialnotes.ThelogiskeptatthePublicSafetyCentralCommunications,B-1LeveloftheWestBuilding.EachHuntercampusmaintainsacrimelogattheirrespectivepublicsafetyoffices.Itisavailableforinspectionduringregularbusinesshours.Thelogisinhardcopyformat.Thelogisupdatedlessthantwobusinessdaysafterthelatestreportcomesin.Ifnoreportsaremadeduring30calendardays,itisautomaticallyupdated.Inaddition,theHunterCollegecrimelogiscanalsobeviewedonthePublicSafetywebsiteatIfyouwishtoreviewentriesasfarbackasseven(7)calendar years pleasemakeanappointmentwiththeOfficeofPublicSafety,WestBuilding,B-1Level,roomB-122.Orcalltheofficeat(212)772-4521. Public Safety and Security Services
HunterCollege’smaincampus grounds,thecontiguousgeographic perimeterofthe maincampus,andother satellitecampussites, arepatrolledona 24-hourbasisbyPublicSafetyOfficers,CampusSecurityAssistantsandcontractsecurityguards.PublicSafetyOfficersareswornlawenforcement/NYSPeaceOfficersunderCriminalProcedureLaw2.10subsection79andhavethepowertomakearrestsincompliancewithNewYorkStateproceduallawforPeaceOfficers.CampusSecurityAssistantsandcontractsecurityguardsholdvalidNewYorkStateguardlicenses.
AtHunter College, incidents of a criminalnature that are reported to a Campus Peace Officerarereferred via the complainant to the NYPDwhen appropriate.TheCityUniversityofNewYorkandHunterCollegehaveMemorandumsofUnderstandingwiththeNYPDforemergency,non-emergencyandinvestigativeresponse.Thedepartmentconsistsof58PeaceOfficersandSupervisorsassignedtopatrolthecampuses.AdditionallytheDepartmenthaseight(8)NYStatelicensedEmergencyMedicaltechnicians(EMT’s).
Also,thecollegeemploys48CampusSecurityAssistantswhoareassignedtopatrolandfixedposts.CampusSecurityAssistantsarelicensedasNYSLicensedSecurityGuardsanddonothavearrestpowers(outsideofthepowersofaprivatecitizen).HunterCollege’sPublicSafetydoesnotprovide“CampusEscorts”sinceitisahighrisecampuswithskywalksbetweenbuildings.
ThePublicSafetyDepartmentalsooverseestheelectronicintrusionalarmsystemthatprotectsvariousbuildingsaswellasthefirealarmresponsesystem.SupplementingthesecampussecuritysystemsareEmergencyHelpCallButtonsthathavebeeninstalledinadministrativeofficesandEmergencyAssistanceCallBoxesthatareconspicuouslylocatedoncampusgrounds.TheDepartmentalsomaintainsandobservesclosedcircuittelevisionmonitorslocatedateachcampus.ThemaincampusemploysaclassEfirealarmsystemthatincorporatesapublicaddresssystem.

TheHunterCollegeDepartmentofPublicSafetydoesnotmonitororprovidesecurityatanyoff-campusevents;orforanyoff-campusorganizationsand/orresidencesnotownedbyHunterCollege.InformationisobtainedfromthelocalNYPDprecinctsthatpatroltheperipheryofthecampusgrounds.Thelocalpoliceprecinct(s)responsibleforthecompilingandanalyzingofrelatedcrimestatisticsare:19thPrecinct,153East67thStreet,Manhattan;13thPrecinct,230East21stStreet,Manhattan;25thPrecinct,120East119thStreet,Manhattan,andthe10thPrecinct,230West20thStreet,Manhattan.Statisticsfromthelocalprecinctarerequestedviaformallettereachyearandareincludedinthisreportwhenprovided.
HunterCollegedoesnothaveanyrecognizedoff-campusstudentorganizationsoroffcampushousingfacilities. Hunter College has no off-campus recognized student organizations with off-campus locations,Hunter does not monitor or use local police to monitor the activities of student organizations off-campus

ThedecisiontoissueTimelyWarningsismadebythePublicSafetyDirectorinconsultationwiththeVicePresidentofAdministration,andVicePresidentofStudent Affairs.Timelywarningnoticeswillbeissuedassoonaspracticalwiththegoalofpreventingasimilaroccurrence.Theidentityofvictimsandwitnesseswillnot be includedin the timelywarning notice. Whenit is appropriate,Hunter Collegewill issue immediatenotification of security issues via thepublic addresssystem(ofthefiresafetysystem–onlyofpresentdanger),electronicmail,orpostnoticesasneeded.TheissuanceofatimelywarningisultimatelythedecisionofthePublicSafetyDepartment.Dependingonthetimesensitivityoftheincident,theissuanceoftheTimelywarningmaybemadeoutsideoftheCrisisManagementCommitteeframework.Asnotedabove,HunterCollegeisaparticipantintheCUNYAlertsystem.OperatedundertheauspicesoftheNewYorkStateEmergencyManagementOffice,CUNYAlert allowssubscriberstoreceivemessagesofimportregardingsafetyviaemail,celland landline,textmessageorinanycombinationthereof.Signing-upisaseasy.Thesenotificationsareissuedwhenthecampusoperationsareadverselyaffectedbyman-madeornaturalincidents.Intheeventthatacrimeisreported,includeingbutnotlimitedtothoselistedintheCleryAct,withintheClerygeography(OnCampus,Publicproperty,andNon-Campusproperty)thatinthejudgementoftheDirectorofPublicsafety,andwhentimepermitsalongwithconsultationwiththeproperauthoritiesconstitutesaseriousorcontinuingthreatacampuswidetimelywarningwillbeissued.AccesstheUniversitywebsiteat

EMERGENCYRESPONSEEVACUATIONFIREDRILLTESTS
Thecollegeconductsevacuationandfiredrillsthree(3)timesperyear.Duringthesedrills,buildingoccupantsarefamiliarizedwithcampusevacuationprocedures.Eachbuilding has assignedfire/evacuationfloorwardens,deputyfloorwardensandsearcherswhoprovidetraininganddirection tothecollegecommunityduringdrills andactualemergency events.Allfire drillsandevacuationsareconductedbyFire Safety Directorsthatarecertifiedandlicensed by theNewYorkCity FireDepartment.

PUBLICATION OF EMERGENCY PROCEDURES
Hunter College develops, reviews, and revises campus policies regarding emergency preparedness, emergency response and evacuation procedures, and campus community notifications. The policies are contained within the Student Handbook and are maintained in the Hunter College Public Safety Department.The Public Safety Office is located in the Main Campus, West Building B-122.
Note on all emergency notifications: When in the considered opinion of college, university or civil authorities, dissemination of information on a given emergency may hinder or cause additional harm, such notification may be delayed until such time that it is safe to do so.
PUBLIC SAFETY/SECURITY AWARENESS AND CRIME PREVENTION PROGRAMS
The Department of Public Safety issues safety alert bulletins when deemed necessary and provides Timely Warning Notices, via e-mail, to the campus community when serious crimes occur in areas on or near the campus. The department maintains a working relationship with the New York City police precinct, which is responsible for responding to criminal incidents on the campus and the surrounding area. All persons reporting crimes to the Department of Public Safety are encouraged to promptly report the incident to the local police precinct concerned.
All incoming students receive information about campus crime prevention programs, CUNY’s Sexual Misconduct Policy and awareness and prevention of sexual misconduct ( as defined in CUNY’s Policy On Sexual Misconduct)-during initial orientation –the third week of August each year. There is an additional training session held in September as Professional Development Time. This is a mandatory training/awareness session.
Along with the Office of the Vice President of Administration and Finance, Campus Facilities, and Physical Plant Services, the Director of Public Safety conducts on-going reviews of campus grounds and facilities. Special emphasis is placed on the need to ensure safe accessibility to buildings with special attention to landscape hazards as well as inadequate lighting.
All public safety personnel, while on patrol, report potential safety and security hazards as well as entry door problems and elevator malfunctions. Building engineers and cleaners report health and safety issues during the course of normal work assignments.

SECURITY CONSIDERATIONS USED IN THE MAINTENANCE OF CAMPUS FACILITIES
The Hunter College Facilities Department maintains all campus buildings building. Hunter College’s Public Safety Department maintains the school’s fire alarm/suppression system, access control and CCTV system, fire command and public address system. Any conditions, which appear unsafe, should be directly reported to any Public Safety officer, as soon as possible. The facility at the Main and Brookdale campuses are served by an emergency communications response system called “Talk-A-Lert” system which are wall mounted silver boxes located in rest rooms, elevator lobbies and stairwells. Public Safety monitors these boxes on a continuous basis. Public Safety/Security Officers patrol the building and grounds several times a tour, every tour, each day of the year. Hunter utilizes a computerized card access system as a means of access tosensitive parts of the building. When activated, authorized cards are touched to wall mounted card readers to open doors. All Public Safety staff carries mobile radios programmed through a repeater to enhance effectiveness. Additionally, a special mobile radio located at the front Public Safety desk can communicate with any of the other CUNY campuses, as well as the central office. repair/service. The Public Safety Director and Deputy Director monitor police transmissions via a special mobile radio unit.

10.The unlawful manufacture,distribution,dispensation,possession, oruseofillegal drugs or other controlledsubstances by University students oremployeesonUniversity/collegepremises,oraspartofanyUniversity/collegeactivitiesisprohibited.EmployeesoftheUniversitymustalsonotifytheCollegePersonnelDirectorofanycriminaldrugstatuteconvictionforaviolationoccurringintheworkplacenotlaterthanfive(5)daysaftersuchconviction.
11.Theunlawfulpossession,use,ordistributionofalcoholbystudentsoremployeesonUniversity/collegepremisesoraspartofanyUniversity/collegeactivitiesisprohibited.
PENALTIES
1.AnystudentengaginginanymannerofconductprohibitedundersubstantiveBylaws,includingtheHendersonRulesshallbesubjecttothefollowingrangeofsanctionsashereafterdefinedintheattachedAppendix:admonition,warning,censure,disciplinaryprobation,restitution,suspension,expulsions,ejection,and/orarrestbythecivilauthorities.
Admonition: An oral statement to the offender that he/she has violated university rules.
Warning: Notice to the offender, orally or in writing, that continuation or repetition of the wrongful conduct, within a period of the time stated the warning, may cause far more severe disciplinary action.
Censure: Written reprimand for violation of specified regulation, including the possibility of more severe disciplinary sanction in the event of conviction for the violation of any University regulation within a period stated in the letter of reprimand.
Disciplinary Probation: Exclusion from participation in privileges or extracurricular University activities as set forth in the notice of disciplinary probation for a specified period of time.
Restitution: Reimbursement for damage to or misappropriation of property. Reimbursement may take the form of appropriate service to repair or otherwise compensate for damages.
Suspension: Exclusion from classes and other privileges or activities as set forth in the notice of suspension for a definite period of time. This may include suspension from a residence hall. To the extent there are conditions placed on return to classes or privileges or activities, these will be set forth in the decision of the student disciplinary panel or in any resolution agreement that is reached.
Expulsion: Termination of student status for an indefinite period. This may include expulsion from a residence hall. The conditions of readmission, if any is permitted, shall in the order of expulsion.
2.Anytenuredornon-tenuredfacultymember,orothermemberoftheinstructionalstaff,ormemberoftheclassifiedstaffengaginginanymannerinconductprohibitedundertheBylaws,theapplicableemploymentcontractand/orsubstantiveRules1-11shallbesubjecttothefollowingrangeofpenalties:warning,censure,restitution,finenotexceedingthosepermittedbylaworbytheBylawsofTheCityUniversityofNewYorkorsuspensionwith/withoutpaypendingahearingbeforeanappropriatecollege authority,dismissalafterahearing,ejection,and/orarrestbythecivilauthorities, and,forengagingin anymannerinconductprohibitedundersubstantiverule10,may,inthealternative,berequiredtoparticipatesatisfactorilyinanappropriatelylicenseddrugtreatmentorrehabilitationprogram.Atenuredornon-tenuredfacultymember,orothermemberoftheinstructionalstaff,ormemberoftheclassifiedstaffchargedwithengaginginanymannerinconductprohibitedundersubstantiveRules1-11shallbeentitledtobetreatedinaccordancewithapplicableprovisionsoftheEducationLaw,ortheCivilServiceLaw,ortheapplicablecollectivebargainingagreement,ortheBylawsorwrittenpoliciesofTheCityUniversityofNewYork.
3.Anyvisitor,licensee,orinvitee,engaginginanymannerinconductprohibitedundertheBylaws,includingtheHendersonRules1-11.shallbesubjecttoejection,and/orarrestbythecivilauthorities.
4.AnyorganizationwhichauthorizedtheconductprohibitedundertheBylaws,includingtheHendersonRules1-11shallhaveitspermissiontooperateoncampusrescinded.
Penalties1-4shallbeinadditiontoanyotherpenaltyprovidedbylaworTheCityUniversityTrustees.
ADDITIONALCOLLEGERULES
1.AnystudentviolatinganylaworregulationestablishedbytheCollege,University,City,State,orFederalGovernment(includingtheuseofdrugs),shallbesubjecttotheformaldisciplinaryproceduresasoutlinedinArticles15.3to15.5oftheBoardofHigherEducationBylawsandSanctionsaslistedintheBoardofHigherEducationBylawsandArticle129AoftheEducationLaw(CUNYHendersonRules).Theinitiationofdisciplinaryproceduresrequiresnoticetothestudentpursuantto15.3ofCUNY’sBylaws.Inemergencyorextraordinarycircumstances,immediatesuspensioncanbeeffectuatedpendingahearingwithinseven(7)schooldays.
2.AllotherpersonswhoviolateNewYorkStateorFederallawsincludingthosethatgoverngamblingactivities,theuseofalcohol,andthepossession,distribution,orconsumptionofanycontrolledsubstancewillbesubjecttoarrest.
UniversityPolicy Relating to Drugs andAlcohol
THECITYUNIVERSITYOFNEWYORKPOLICYONDRUGSANDALCOHOL
TheCityUniversityofNewYork(CUNY)isaninstitutioncommittedtopromotingthephysical,intellectual,andsocialdevelopmentofallindividuals.Assuch,CUNYseekstopreventtheabuseofdrugsandalcohol,whichcanadverselyimpactperformanceandthreatenthehealthandsafetyofstudents,employees,theirfamilies,andthegeneralpublic.CUNYcomplieswithallfederal,state,andlocallawsconcerningtheunlawfulpossession,use,anddistributionofdrugsandalcohol.FederallawrequiresthatCUNYadoptandimplementaprogramtopreventtheuseofillicitdrugsandabuseofalcoholbystudentsandemployees.Aspartofitsprogram,CUNYhasadoptedapolicy,whichsetsforth(1)thestandardsofconductthatstudentsandemployeesareexpectedtofollow;(2)CUNYsanctionsfortheviolationofthispolicy;and(3)responsibilitiesoftheCUNYcolleges/unitsinenforcingthispolicy.CUNY’spolicyalso(1)setsforththeprocedures fordisseminatingthepolicy,aswellasinformationaboutthehealthrisksofillegaldrugandalcoholuse,criminalsanctionsforsuchuse,andavailablecounseling,treatment,orrehabilitationprograms,tostudentsandemployees;and(2)requireseachcollegetoconductabiennialreviewofdrugandalcoholuseandpreventiononitscampus.ThispolicyappliestoallCUNYstudents,employeesandvisitorswhentheyareonCUNYproperty,includingCUNYresidencehalls,aswell aswhentheyareengagedinanyCUNYsponsoredactivitiesoffcampus.Thepolicycanbefoundat
HUNTERCOLLEGEALCOHOLPOLICY
TheCollegepermitstheconsumptionofalcoholunderthefollowingrulesandinaccordancewithNewYorkStateandCitylawandregulations,andUniversitypolicies.Thispolicypertainstofaculty,staff, studentsandvisitors.Theterm“College,”whenusedtoidentifyalocationincludesallHunter Collegebuildings/campusesandthesurroundinggrounds,includingouradjacentsidewalk.
a.HunterCollegerequiresthataNewYorkStateLiquorAuthorityTemporaryBeerandWinePermit(TBWP)beobtainedwhenalcoholisservedatanyevent.Pleasenote:NewYorkStateLiquorAuthorityrequires15businessdaysnotificationforapplicationprocessing.(Moreinformationisavailableat
b.Whenalcoholisserved,otherfoodandnon-alcoholicbeveragessuchaswater,juiceorsoftdrinks,mustalsobeservedinequalorgreaterproportions.Highlycaffeinatedenergydrinksarenotasuitablealternativeandwillnotbecountedtowardstheproportionofnon-alcoholicbeveragesthatmustbeserved.UnderSection 64-aoftheAlcoholic BeverageControlLaw, the types of foodsinclude “salads, soups, sandwiches,finger foods. Pretzels andpotato chips do not meet theminimumrequirementsforfood.”(NYSLiquorAuthority,ApplicationforAlcoholicBeverageControl.)
c.Alcohol mayonlybe served orconsumedduringeventsthat aresponsored byafaculty/administrator/staffmemberorbyaregistered studentorganization.Onlyonestudent-organizedeventservingalcoholmaybeheldatthecollegeonthesameday.
d.Allstudentevents orgatherings where alcoholic beverageswill be consumedmust beregistered atthe Office ofCentral Reservations,West Building andPublicSafety,alsointheWestBuilding.Theregistrationand/orreservationoffacilitiesmustbemadeatleasttwenty-one(21)businessdayspriortotheevent.
e.Alcoholmayonlybeservedorconsumedonweekdaysfrom5p.m.to10p.m.
f.AlcoholmayonlybeservedorconsumedintheareasdesignatedbyPublicSafetyandtheOfficeofCentralReservation’s.
g.OnlybeerandwinemaybeservedatHuntercampuses.Mixeddrinksarenotpermitted.
h.Beerandwinemustalwaysbedispensedfromoriginalretailorwholesalecontainers.
i.Onlyfunds collected byorallocatedtoa registered studentorganizationcanbe usedto purchase alcoholforstudentevents.The informal collectionofmoney foralcoholicbeveragesthatwillbeconsumedinthecollegeisprohibited.
j.Advertisementforeventsmaynotpromotetheabuseofalcohol.
k.DrinkingcontestsorgamesareprohibitedatHunter.
m.HunterCollegereservestherightatanytimetolimittheamountofalcoholpurchasedand/orservedatanyevent.
n.HunterCollegePublicSafetyreservestherighttopreventindividualswhoappearintoxicatedfromenteringorleavingthecollege.
o.ViolationofthealcoholpolicymayleadtothesuspensionofprivilegestouseHunterfacilitiesforthesponsoringstudentorganization(s)and/ortheindividualstudent organizers ofthe eventin question.Violatorsare alsosubject to disciplinaryaction by appropriate HunterCollege and/or Universityofficials andmayalsobereferredtocivilauthorities.(AccordingtotheSection130oftheAlcoholBeverageControllaw,violationsofNYSAlcoholBeverageControllawsareunclassifiedmisdemeanorsandsubjecttocriminalproceedings.)
p.ExceptionstothispolicymayonlybemadebytheVicePresidentofAdministrationalongwiththeVicePresidentofStudentAffairsorher/hisdesignee.
CUNYSTANDARDSOFCONDUCT
Theunlawfulmanufacture,distribution,dispensation,possession,oruseofdrugsoralcoholbyanyone,onCUNYproperty(includingCUNYresidencehalls–BrookdaleCampus),inCUNYbusesorvans,oratCUNY-sponsoredactivities,areprohibited.Inaddition,CUNYemployeesareprohibitedfromillegallyproviding drugsoralcoholto CUNY students. Finally, nostudentmaypossessor consume alcoholic beveragesinanyCUNY residencehall, regardless of whetherthestudent is oflawful age.For purposes ofthis policy,a CUNYresidencehallmeans aresidence hall owned and/or operatedbyCUNY,oroperated bya private
managementcompanyonCUNY’sbehalf.Finally,nostudent maypossessorconsumealcoholicbeveragesinanyCUNYresidencehall(Brookdale),regardlessofwhetherthestudentisoflawfulage.Inordertomakeinformedchoicesabouttheuseofdrugsandalcohol,CUNYstudentsandemployeesareexpectedtofamiliarizethemselveswiththeinformationprovidedbyCUNYaboutthephysiological,psychological,andsocialconsequencesofsubstanceabuse.
CUNYSANCTIONS
EmployeesandstudentswhoviolatethispolicyaresubjecttosanctionsunderUniversitypolicies,proceduresandcollectivebargainingagreements,asdescribedbelow.Employeesandstudentsshouldbeawarethat,inadditiontotheseCUNYsanctions,theUniversitywillcontactappropriatelawenforcementagenciesiftheybelievethataviolationofthepolicyshouldalsobetreatedasacriminalmatter.However, students should also be aware of CUNY’s Drug/Alcohol Use Amnesty Policy, described below.
