HELPRINGHAM PARISH COUNCIL

NOTESOF THE PARISH COUNCILMEETING HELD WEDNESDAY, 11 NOVEMBER,2015 IN HELPRINGHAM MEMORIAL HALL

Present: Cllr G Hotchkin (Chairman), Cllr A Bourne, Cllr J Frizzell, Cllr P Johnson, Cllr M Robinson, Cllr R Spencer, Cllr W Watts and (Cllr S Tarry and Cllr S Ogden (District)– left after item 5)and the Clerk, Mrs P Ireland.

Public Speaking Time – Two members of the public were present. Two requests were made: 1.To allow The Green to be used for the purposes of a Carol Service in December and 2. To allow a Christmas Tree to be placed there for the duration of the Christmas season either with or without lights. The latter more likely to be during 2016.

  1. Signing of the minutes:

The minutes of the meeting held on 14 October, 2015 were signed as a true and accurate record of that meeting.

  1. Reports from Visiting Representatives:
  • Mobile home on land to east of Pear Tree Farm –The caravan still in situ but NKDC Enforcement Officers to take further action to ensure the removal of the caravan. If NKDC remove the caravan the owner would be charged.
  • Footpath Sweeping – No planned programme. The Clerk to contact NKDC to request that n inspection is made of the following footpaths – The Green, south side of High Street, East Street/Hale Road junction and the north side of Station Road.
  • Update on School Lane houses – All properties now let. Concern over traffic movement.
  • NK Well-Being Event - Cllrs had heard through a third party that an event was planned for the Green on 14th November. The Clerk to find out more detail as no permission had been granted.
  1. Police Matters:

PSCO Welby-Everard had submitted a report.Cllr Johnson reported that a mobility scooter had

been stolen.

  1. To discuss the possibility of having a Christmas Tree on the Green – Further to public speaking time, it was agreed that the Council would fully support a Carol Service on the Green. The Clerk to approach Came & Co to find out the cost of insurance cover for a village Christmas Tree.

  • Hump back bridge sign on Burton Road now secured.
  1. To decide whether to extend the grounds maintenance contract:
  • This had been awarded for one year, initially. The Clerk had spoken with the current contractor who was willing to continue. All in agreement that the contract be offered for a second year.
  1. To approve 2016 meeting dates:

All in favour of circulated dates.

  1. Cemetery Matters:
  • CllrBourne gave a report of concerns regarding a proposed memorial stone. Usual procedure when booking had not been observed by the monumental mason and confusion had subsequently arisen. Cllr Bourne to monitor the situation.

  • Letter from HAVCS – Acknowledgement of donation and notification of their AGM.
  • Proposed Council Tax Support Scheme 2016-17 – Details on the NKDC Website
  • Consultation on Lincolnshire Admissions Arrangements for September 2017 – Consultation documents available on the LCC website.
  • CallConnect Free bus service – during November and December to selected market towns
  • Fraud Fighting Force–Scheme introduced by LCC.
  1. Update on Outstanding Matters:
  • Pruning of yew tree and removal of noticeboard in High Street Cemetery –Ongoing
