JOB DESCRIPTION

Job Title: Head of Estates/Clerk of Works

Department: Works

Reports to: Junior Bursar

Purpose of role: The Trinity College site, contains a substantial and intensively used group of buildings of considerable architectural distinction constructed over a period spanning some 600 years. The buildings house the living accommodation of students and fellows, together with dining, recreational, studying and support facilities. The Head of Estates (Clerk of Works) will lead and manage the College Works Department to deliver an excellent, efficient, customer focussed planned and reactive maintenance service to meet the needs of the College.

Responsibilities:

·  Lead, manage and develop a team of qualified tradesman to ensure that they have the capability and capacity to meet the department’s planned and reactive work programme.

·  Undertake a full analysis of departmental performance and organisation, processes/systems and culture, identifying areas for improvement and implement a change programme.

·  Review policies currently in use and advise on best practice for improvements, where appropriate.

·  Lead the preparation and management of annual budgets for planned and reactive maintenance keeping College stakeholders informed of progress against costs.

·  Ensure the budget and costs of the works department are managed effectively

·  Lead and manage a planned maintenance programme of the College premises, ensuring work carried out is in accordance with agreed standards and to buildings and health and safety regulations.

·  Lead and manage a reactive maintenance service ensuring work is carried out is accordance with agreed standards and to buildings and H&S regulations.

·  Manage external buildings contractors on planned and reactive maintenance to ensure that they meet the agreed contractual terms in terms of cost, time and quality of work.

·  Maintain an up-to-date knowledge of developments in the Construction Industry and buildings health and safety legislation to ensure that the Works Department are complaint in their approach to maintenance and Capital projects.

·  Manage stakeholders communications by keeping them informed and updated about progress with reactive and planned maintenance.

·  Develop and implement a health and safety culture ensuring that all work carried out by internal staff and external contractors in carried out in accordance with buildings health and safety approved standards.

·  Develop and implement a sustainable forward planned and reactive work strategy and plan to meet the College’s needs.

·  Develop and ensure key performance indicators are in place and ensure that targets are delivered.

PERSON SPECIFICATION

Experience and knowledge

Essential

·  Significant general management experience

·  Proven track record in leading and managing a team to deliver against objectives

·  Experience of leading and managing change effectively

·  Experience of managing financial budgets and costs

·  Experience of contract management

·  Management Qualification

Desirable

·  Experience of Estates Management (highly desirable)

·  HNC/HND in a building discipline

·  Chartered member of a relevant buildings trade

·  Recognised Project Management Qualification (e.g. Prince 2)

·  Health and safety qualification

Employment Details

Rate of Pay: Circa £65,000 per annum

Hours: Nominal hours of 39 per week

Contract term: 2 years fixed term contract

Holiday: 25 working days plus 8 public holidays (pro rata for part -time post holders).

Housing allowance: Upon successful completion of the probationary period staff are normally eligible to receive the housing allowance currently set at £850 pa (pro rata for part time staff) which is paid quarterly.

Meals: Free lunch is provided for staff whose duties cover this period.

Pension scheme: A pension scheme, which complies with the requirements of the Occupational and Personal Pension Schemes Regulations for auto-enrolment, is available and all staff will become members unless they choose to opt out.

Private Health Care: The College provides free health care currently through membership of BUPA. Membership of a dental care scheme is also available. Staff are able to join the schemes after successful completion of their probationary period, subject to certain limitations. This is a taxable benefit.

Gym: Membership of the College gym is available for a modest fee. Inductions are compulsory.

Sports & Social Club: The Trinity College Staff Sports and Social Club, run by a committee of staff, offer regular outings to places of interest, and organises functions including a Christmas event.
