JOB SUMMARY
  • Responsible for the efficient and timely completion of all servicing, fabrication, installation and repair of Council plant and equipment, bushfire trucks, radio equipment and miscellaneous small plant items, in both the workshop and field.
  • Responsible for the fabrication, installation and repair of Council’s water filtration plant and supply system, sewerage pump stations, air conditioning systems, swimming pool, airport, village pumping stations and Ward Oval the fabrication.
  • Assist with RMS Registration Inspections
JOB RESPONSIBILITIES

  • The position is part of the Engineering Department. This Department is responsible for the management of the following areas:-

- Parks, gardens and sporting fields;

- Town streets, footpaths, street trees, urban drainage systems and street furniture;

- Cobar and village cemeteries;

- Water reticulation and sewerage collection systems in Cobar and villages;

- Water filtration and sewerage treatment plants;

- Classified and Shire roads, bridges and traffic facilities;

- Bushfire control;

- Workshop and depot facilities at Cobar and Euabalong;

- Garbage collection services staff;

- Engineering administration services.

  • As a member of this Department the person may be directed to carry out such duties that are within the limits of the employee’s skill, competence and training, to assist the Department in meeting its overall objectives.
  • Management reserves the right to transfer staff internally to undertake duties as work programmes dictate required staff levels. Wages/Salaries payable following such a transfer shall be in accordance with the NSW Local Government (State) Award and shall be at least equal to the entry level of the positions Band/Level/Grade or higher dependent on the employee’s individual skill level. Council has proposed this modification in order to be flexible towards undertaking work programmes and to all for covering absences of other employees absent on sick, annual or long service leave.
SPECIFIC ACCOUNTABILITIES

1SERVICE AND REPAIR ALL COUNCIL PLANT

1.1Carry out all servicing, repairs, fabrications and installations on Council’s Plant.

1.2Carry out all services and repairs within given time frames.

1.3All works performed are to meet quality standards as per trade requirements, manufacturers’ specifications, requirements of the Motor Traffic Act, Council’s Code for the Operation of Plant and Vehicles and the relevant guidelines of the WorkCover Authority and the workplace health and safety legislation.

1.4All works performed must be as per work methods established in trade practice.

1.5Works completed to a high standard and in accordance with safe work practices.

1.6Participate with the Leading Hand Plant Mechanic and other Workshop staff as part of a team in the completion of repairs, fabrication and installation of Council’s Plant.

1.7Liaise with other staff to maximise productivity.

1.8Timely attention to and reporting of matters requiring corrective action.

1.9Be available for a reasonable amount of overtime as required by constraints of projects and for other emergency work, including weekends.

  1. SUPERVISION OF APPRENTICES
  2. Supervise and direct the activities of the apprentices.
  3. Ensure apprentices are provided with adequate experiences in, and are trained in the correct practices of their trade.
  4. Ensure apprentices are instructed in work practices which meet all safety and trade requirements.

  2. Keep and maintain a written diary of daily works performed and incidents that may lead to public liability claims, workers compensation claims, litigation or adverse public perception of Council.
  3. Complete appropriate records accurately, detailing works performed.
  4. Complete timesheets and other documentation in a timely and accurate manner and forward to Supervisor.
  1. GENERAL DUTIES
  2. Operate plant, vehicles and equipment in accordance with the Motor Traffic Act, Council’s Code for the Operation of Plant & Vehicles, relevant guidelines of the WorkCover Authority and the workplace health and safety legislation.
  3. Operation, servicing, routine maintenance and fuelling completed to requirements.
  4. Complete defect and accident reports in a timely and accurate manner.

  2. Ensure all work is performed in accordance with the requirements of Council’s workplace health and safety policy and procedures.
  3. Ensure all work is performed in accordance with the site-specific risk assessments, SWMS (Safe Work Method Statements) and SOPs (StandardOperating Procedures).
  4. Take reasonable care for own health and safety as well as health and safety of others by adhering to safe working procedures including verbal instructions given by supervisors.
  5. Report all identified hazards, accidents/incidents and near misses to manager/supervisor by actively monitoring the workplace to determine presence of hazards and initiate actions to rectify/eliminate the hazard.
  6. Use and maintain all safety equipment and personal protective equipment in accordance with relevant standards.
  7. Commitment to workplace health and safety, and promote a risk assessment approach to all activities performed by Council by participating in risk assessment process and attending toolbox and other meetings relating to workplace health and safety requirements.
  8. Have a sound understanding of workplace health and safety requirements associated with employment duties by attending workplace health and safety training sessions.
SELECTION CRITERIA

ESSENTIAL CRITERIA

  • Certificate III in Heavy Commercial Vehicle Mechanical Technology or equivalent trade qualification
  • Minimum three (3) years post trade experience in a workshop environment
  • Motor Vehicle Repairer Licence (Heavy Vehicle, Motor Mechanic)
  • Possess a class C Motor Vehicle Driver’s Licence
  • Experience in the repair, servicing, fabrication and installation of road-making plant, trucks, motor vehicles, and hydraulic pumps and systems
  • Effective oral and written communication skills and an ability to liaise effectively with other Council staff
  • Knowledge of and experience in workplace health and safety practices
  • Knowledge of Equal Employment Opportunity principles
  • Capable of working with minimum of supervision

DESIRABLE CRITERIA

  • Possess a relevant post trade qualification
  • Possess WorkCover Certification (or internal Certificate of Competency) in the operation of a Vehicle Loading Crane (CV), and Forklift (LF)
  • Class HC Motor Vehicle Driver’s License
  • Experience, training and/or trade qualification in air conditioning systems, spray painting, welding, fitting and machining, caravan construction and repair, two way radios and networks, LPG facilities, and water and sewerage pumps and systems
  • Demonstrated experience in the supervision of staff and apprentices
  • Possess RMS Motor Vehicle Inspector Certificate
  • Sound computer skills
CONDITIONS OF EMPLOYMENT

SALARY

The position has been evaluated as being in the range Band 2 Level 2 in accordance with the NSW Local Government (State) Award and its successors.

HOURS

Outdoor staff work a 38 hour week based on a nine-day fortnight.

MEDICAL CERTIFICATE

Prior to commencement with Council, it will be necessary to undergo a pre-employment medical examination, including drug and alcohol screening.

SMOKE FREE WORK ENVIRONMENT

Council operates a smoke free environment in Council offices, vehicles, etc.

PERFORMANCE AND DEVELOPMENT REVIEW

A Performance and Development Review will be undertaken on a yearly basis utilising performance indicators detailed above and will include formulation of a career path and training plan. Any salary increments awarded will be effective the first full pay period in July following review.
