CLASS TITLE:SENIOR INVESTMENT SPECIALIST - TREASURER

ALLOCATION FACTOR(S)

This is work in the Department of Insurance implementing the investment policies of the State Treasurer by placing funds in investment vehicles.

EXAMPLES OF WORK PERFORMED:

  • Analyzes economic and money market data.
  • Uses judgment in choosing investments for State of Florida funds.
  • Audits the performance of investment banks and brokers.
  • Coordinates the securities lending function of the State Treasurer.
  • Coordinates the credit analysis function of the State Treasurer.
  • Trains employees in methods for performing an effective and efficient job.
  • Assembles the latest possible information on activity occurring in each treasury checking account since the previous day's reports and also the probability of major disbursements being made by one or more agencies on that date.
  • Makes decisions as to amounts to be transferred among treasury accounts and also amounts that are to be withdrawn from or added to the investment portfolio.
  • Initiates wire transfers of funds among checking account banks in accordance with computations based on treasury receipts and disbursements.
  • Confers with bank investment specialists as to money market conditions; and in case of liquidation, advises bank of issues in the portfolio that can best be dispensed with in view of yield and/or maturity dates.
  • Authorizes the bank to sell securities.
  • Confers with bank investment specialists and advises bank as to desirable maturity dates for securities to be purchased and chooses from among available issues offering the highest yield.
  • Confers frequently with supervisor concerning trends in the money market and the economy in general in order to agree on a means for adjusting the treasury's investment posture to conform to current conditions.
  • Performs related work as required.

MINIMUM QUALIFICATIONS

  • A bachelor's degree from an accredited college or university with a major course of study in business administration, accounting, or finance and two years of professional experience in banking or financial analysis.
  • Professional experience as described above can substitute on a year-for-year basis for the required college education.
