CLASS TITLE:RIGHT-OF-WAY ADMINISTRATOR II
ALLOCATION FACTOR(S)
This is eminent domain work managing one of the following areas: (1) statewide functions of appraising, acquisition, utilities and relocation; (2) statewide functions of outdoor advertising, property management, records and funds management and management systems; (3) statewide functions of quality assessment and compliance review; or (4) assisting the Administrator of Right-of-Way Operations in appraising, acquisition, relocation and property management programs in a district; (5) directing district appraisal review activities. The employee(s) in the position(s) allocated to this class exercise(s) independent judgment in formulating or assisting in the formulation of policies and procedures which have significant impact in personnel administration and/or preparation and administration of budgets.
EXAMPLES OF WORK PERFORMED:

- Assists in the programming of right-of-way acquisition and in the conducting of land economic studies.
- Performs continuing research into the methods and procedures for appraisal and acquisition of real and personal property or in the management of state owned lands, records and funds, utilities and outdoor advertising control.
- Participates in conferences with federal, state, and local governmental officials, administrative officials of the agency, and the general public.
- Participates in formulating right-of-way policies and procedures.
- Supervises major phases of the district right-of-way program such as acquisition, relocation assistance, property management or staff and fee appraisals.
- Administers the appointment of private appraisers.
- Interprets applicable rules, policies, procedures and regulations for concerned parties.
- Serves as liaison on matters concerning district right-of-way activities.
- Performs related work as required.

MINIMUM QUALIFICATIONS
- A bachelor's degree from an accredited college or university and six years of professional or technical experience in right-of-way administration, land management, abstract and title work, property management, or the sale, acquisition or appraisal of real estate; or
- Successful completion of the Department of Transportation's three year Right-of-Way Appraisal Training Program and one year of professional or technical experience as described above; or
- Successful completion of the Department of Transportation's two year Right-of-Way Specialist training program and four years of professional or technical experience as described above.
- A master's degree from an accredited college or university in real estate or business can substitute for one year of the required experience.
- A doctorate from an accredited college or university in real estate or business can substitute for two years of the required experience.
- A high school diploma or its equivalent and professional or technical experience as described above can substitute on a year-for-year basis for the required college education.
