CLASS TITLE:REVENUE SPECIALIST II

ALLOCATION FACTOR(S)

This is professional work (1) resolving difficult, unusual or questionable issues in the review and processing of tax documents; (2) collecting delinquent tax or child support payments owed from underpayment, improper payment, or nonpayment; and (3) conferring with clients or their authorized representatives by telephone, correspondence or in person to determine the amount of delinquent taxes, penalties and interest or to ensure financial and medical support on behalf of children.

EXAMPLES OF WORK PERFORMED:

  • Contacts clients to obtain payments of fees, taxes, penalty, and interest by field visit and telephone.
  • Contacts and corresponds with clients and/or their personal representative to obtain information and resolve discrepancies on tax returns, licensing and registration applications in order to make final determinations.
  • Resolves clients inquiries regarding tax liabilities determined through departmental billings, final audit assessments and returned items.
  • Reviews the questionable or difficult tax returns or licensing and registration applications where additional research and comprehensive analysis is necessary to make final determinations.
  • Identifies property to be sold to effect collection through review of assets by physical inventory and examines courthouse records to determine what property may be levied upon to collect delinquent taxes.
  • Analyzes and evaluates cases to determine the potential for reimbursement of state funds by responsible parents or other sources.
  • Locates, contacts and interviews parents to determine their ability and potential for providing support payments.
  • Researches, secures and evaluates financial information regarding wages, property, and unearned income from Internal Revenue Service, Social Security Administration, Department of Defense, Labor and Employment Security, Department of Motor Vehicles and other state and federal agencies, and private records for the purpose of securing support from responsible parents.
  • Authorizes and coordinates income deductions, IRS Intercept, unemployment compensation intercept, liens against real and personal property, garnishments, and other collective mechanisms.
  • Serves an agency representative in court proceedings for the purpose of establishing and enforcing support orders.
  • Corrects or recommends corrective action on erroneous billings.
  • Compromises or recommends compromise of penalty and/or interest.
  • Prepares documents for filing of legal action.
  • Makes recommendations to improve the quality of policies, procedures, and processes.
  • Evaluates core processes and develops recommendations to improve efficiency and effectiveness of those processes.
  • Makes recommendations to improve the quality of policies, procedures and processes.
  • Performs related work as required.

KNOWLEDGE, SKILLS AND ABILITIES:

MINIMUM QUALIFICATIONS

  • A high school diploma or its equivalent and three years of experience in clerical accounting, financial collections, retail credit, business operations, insurance claims adjustments, debit insurance, processing tax transactions, reviewing and evaluating documents for compliance purposes, or experience in a collections administration program.
  • College education from an accredited institution can substitute at the rate of 30 semester or 45 quarter hours for each year of the required experience.
