CLASS TITLE:MEDICAID COST REIMBURSEMENT PLANNING ADMINISTRATOR - SES

ALLOCATION FACTOR(S)

This is supervisory work in the Program Analysis Office of the Office of the Deputy Assistant Secretary for Medicaid, Department of Health and Rehabilitative Services, directing, developing and coordinating the activities related to the development of Medicaid cost reimbursement plans and methodologies. The primary duty of the employee(s) in the position(s) allocated to this class is to spend a major portion of the time communicating with, motivating, training and evaluating employees, planning and directing their work; and having the authority to hire, transfer, suspend, layoff, recall, promote, discharge, assign, reward or discipline subordinate employees or to effectively recommend such actions.

  • Motivates employees to improve the quality and quantity of work performed.
  • Plans work loads, work flows, deadlines, work objectives and time utilization with employees.
  • Evaluates employees through establishing evaluation criteria and responsibilities and meeting regularly with employees to ensure the established criteria are met.
  • Trains employees in methods for performing an effective and efficient job.
  • Communicates on a regular basis with employees both individually and in staff meetings.
  • Directs the work of employees to ensure best use of time and resources.
  • Develops long range plans for reviewing and revising Medicaid cost reimbursement plans and methodologies.
  • Directs and coordinates the development of Medicaid cost reimbursement objectives, goals and priorities.
  • Analyzes Medicaid cost reimbursement methodologies for all Medicaid services to determine the effect on provider participation, quality of care, efficiency, economy, and compliance with federal and state laws, rules and regulations.
  • Develops and conducts special research studies, surveys and projects.
  • Conceptualizes new approaches to Medicaid cost reimbursement.
  • Develops alternative cost reimbursement strategies for each Medicaid service.
  • Directs and coordinates the design and implementation of various cost reporting and data collection techniques.
  • Performs complex statistical and financial analyses of Medicaid provider costs.
  • Represents the Department in local, state and federal meetings, conferences, workshops and seminars related to Medicaid cost reimbursement.
  • Delivers speeches and presents programs to provider groups, provider associations and other local, state and national associations and organizations.
  • Directs the development of Medicaid cost reimbursement manuals, guidelines and procedures.
  • Provides leadership in the development and implementation of training and education programs.
  • Serves as the principal liaison with the state health planning agency, health systems agencies, and other agencies in coordinating Medicaid cost reimbursement planning and statewide health planning.
  • Performs related work as required.
