CLASS TITLE:HUMAN SERVICES PROGRAM CONSULTANT II

ALLOCATION FACTOR(S)

This is work planning the programs and services office in a developmental services institution, planning a district vocational rehabilitation office, or planning a specialized public health care program in a county health department.

  • Directs the quality and quantity of work in professional and volunteer services including psychology, social service, education and training.
  • Initiates and develops policy material.
  • Makes administrative decisions on program policy and its application and interpretation.
  • Plans programs to establish long and short-term goals.
  • Interprets and administers contracts.
  • Monitors budget in assigned program area.
  • Provides technical assistance to district staff on the administration of specialized service programs and ensures conformity with statewide policies, procedures and standards.
  • Coordinates with public and private agencies to permit integrated service delivery.
  • Promotes or assists in promoting the development of community resources to address program needs.
  • Performs related work as required.

MINIMUM QUALIFICATIONS

  • A bachelor's degree from a college or university and four years of professional experience in health, social, economic or rehabilitative programs.
  • A master's degree from a college or university in public administration, counseling, psychology, rehabilitation or social work can substitute for one year of the required general experience.
  • A doctorate from a college or university in public administration, counseling, psychology, rehabilitation or social work can substitute for two years of the required experience.
  • Professional experience as described above can substitute on a year-for-year basis for the required college education.
