CLASS TITLE:FORESTRY OPERATIONS ADMINISTRATOR

ALLOCATION FACTOR(S)

This is work directing the activities of the Operations section of a Forestry Center. The employee(s) in the position(s) allocated to this class exercise(s) independent judgment in formulating or assisting in the formulation of policies and procedures which have significant impact in personnel administration and/or preparation and administration of budgets.

EXAMPLES OF WORK PERFORMED:

  • Directs the work of employees to ensure maximum use of time and resources.
  • Directs activities of the Operations section responsible for fire suppression, prevention, detection, prescribed burning, law enforcement, public recreation and wildlife areas.
  • Develops and administers operational budgets.
  • Assists in development and enforcement of policies and procedures.
  • Develops and assists in the formulation of both long and short range operational plans.
  • Maintains fire statistics records for review and analyzation of fire control programs, procedures and policies.
  • Develops overall fire prevention plan and ensures implementation of plan.
  • Reviews and recommends federal funding requests received from volunteer firedepartments for fire suppression equipment.
  • Directs all forest management activities in the section.
  • Prepares and implements annual work plans in the Cooperative Forestry Assistance Program.
  • Performs related work as required.

  • Knowledge of forest management principles and techniques.
  • Knowledge of forest conservation principles and practices.
  • Knowledge of forest regulations and codes.
  • Knowledge of forest fire prevention and suppression techniques.

  • Ability to understand and apply applicable rules, regulations, policies and procedures.
  • Ability to evaluate employee performance and develop training programs to improve work performance.

MINIMUM QUALIFICATIONS

  • A bachelor's degree from an accredited college or university with a major in forestry and three years of professional, administrative or supervisory forestry experience; or
  • A master's degree from an accredited college or university with a major in forestry and two years of experience as described above.
  • Experience as described above can substitute on a year-for-year basis for the required college education.
  • In addition to the above, Florida Statute 633 requires that any person employed in this class must:
  • (1)Be a high school graduate or the equivalent, as the term may be determined by the Division of State Fire Marshal of the Department of Insurance.
  • (2)Not have been convicted of a felony or of a misdemeanor involving moral turpitude, as the term is defined by law and must comply with Florida Statute 112.011(2)(b).
  • (3)Have his/her fingerprints on file with the Division of State Fire Marshal or an agency designated by the Division.
  • (4)Have a good moral character as determined by investigation under procedure established by the Division.
  • (5)Be in good physical condition as determined by a medical examination as prescribed by the Division. Such examination may include but need not be limited to provisions of the National Fire Protection Association Pamphlet 1582.
  • (6)Be a nonuser of tobacco or tobacco products for at least 1 year immediately preceding application, as evidenced by the sworn affidavit of the applicant.
