CLASS TITLE:EXAMINATION DEVELOPMENT SPECIALIST

This is work developing and evaluating examinations for licensure, job selection, or certification for the Department of Business and Professional Regulation or the Department of Health.

  • Conducts job analysis surveys.
  • Produces an examination content outline and item specifications.
  • Conducts item writing and review workshops with content experts.
  • Writes, edits, reviews, and revises examination items and constructs examinations.
  • Conducts test validation studies.
  • Establishes minimum qualifying scores.
  • Conducts pilot testing of new examination items.
  • Conducts research related to examination issues and development.
  • Analyzes state statutes, regulations, and policy statements to identify changes affecting exam questions or pre-licensing curricula.
  • Consults with Board members and content area specialists to determine test content format and scoring.
  • Selects, provides for examiner standardization, and evaluates examiners for practical examinations.
  • Responds to examination challenges by candidates.
  • Provides expert testimony on examination characteristics as required for hearings and legislative committees.
  • Prepares reports and correspondence as required by the Boards, agency personnel, or legislative committees.
  • Serves in a liaison capacity with professional testing services and national examination councils.
  • Selects examination monitors and draws up contracts.
  • Performs related work as required.

KNOWLEDGE, SKILLS AND ABILITIES:

  • Knowledge of basic testing techniques and application of classical measurement theory.
  • Knowledge of examination validation and reliability principles and methods.
  • Knowledge of basic statistics.
  • Knowledge of basic methods of sampling and data collection.
  • Knowledge of item writing and editing techniques.
  • Knowledge of job analysis procedures.
  • Knowledge of the principles and techniques of effective communication.
  • Ability to understand and use statistical data relating to examination construction, validation and reliability.
  • Ability to conduct job analysis.
  • Ability to understand and apply agency rules, regulations, policies and procedures relating to examination development.
  • Ability to plan, organize and coordinate test development or test revision projects.
  • Ability to prepare reports relating to examination development or administration.
  • Ability to organize data into a logical format.

MINIMUM QUALIFICATIONS

  • A bachelor's degree from an accredited college or university which includes two courses in testing and measurement (psychometrics), two courses in statistics, and two years professional experience in examination development, psychometrics, quantitative research, statistics, or instructional design; or
  • A master's degree from an accredited college or university in education, statistics, or one of the behavioral sciences, and one year of professional experience as described above; or
  • A doctorate from an accredited college or university in education, statistics, or one of the behavioral sciences.
  • Professional experience as described above can substitute on a year-for-year basis for the required college education.
