CLASS TITLE:CONSTRUCTION PROJECTS CONSULTANT II

ALLOCATION FACTOR(S)

This is work maintaining complete responsibility and administrative control of construction projects from the bidding phase through completion and occupancy.

EXAMPLES OF WORK PERFORMED:

  • Prepares reports and makes recommendations relative to construction procedures.
  • Establishes bid dates, officiates at bid openings, and recommends awarding of contracts.
  • Provides on-the-site resolution of construction problems.
  • Approves and initiates change orders and substitutions of materials, equipment, and workmanship.
  • Conducts routine site, substantial completion, and final inspection of building projects.
  • Chairs preconstruction and construction conferences with architects, engineers, contractors, user agency representatives, and others.
  • Approves requisitions and payments to architects, engineers, contractors, and other contributing parties.
  • Ensures fulfillment of contractual obligations to the state by architects, engineers, and construction contractors.
  • Performs related work as required.

  • Knowledge of the principles, techniques, materials and equipment used in building construction.
  • Knowledge of engineering design, construction, production and/or operations.
  • Ability to develop various reports.
  • Ability to plan, organize and coordinate building construction program activities.
  • Ability to design and implement engineering contracts.
  • Ability to analyze and interpret engineering data.
  • Ability to apply engineering quantitative techniques.
  • Ability to monitor and inspect building projects.
  • Ability to communicate engineering information effectively.
  • Ability to solve problems relating to engineering.
  • Ability to establish and maintain effective working relationships with others.
  • Ability to understand and apply applicable rules, regulations, policies and procedures.

MINIMUM QUALIFICATIONS

  • A bachelor's degree from a college or university with a major in civil, construction, mechanical or architectural engineering or architecture and four years of experience in the field of building construction.
  • A master's degree from a college or university in one of the areas described above and three years of experience in the field of building construction.
  • Experience in the field of building construction can substitute on a year-for-year basis for the required college education.
