CLASS TITLE:CONSTRUCTION PROJECTS CONSULTANT I

ALLOCATION FACTOR(S)

This is work coordinating all phases of force account construction projects or assisting in the administration and control of fixed capital outlay construction projects or programs.

EXAMPLES OF WORK PERFORMED:

  • Acts as resource coordinator to user agencies in construction matters.
  • Reviews and approves drawings and specifications, cost estimates, and bids.
  • Ensures bidders' compliance with construction specifications.
  • Prepares evaluative reports relative to all aspects of force account construction projects.
  • Recommends and implements policies and procedures for the effective management of force account construction projects.
  • Conducts routine site, substantial completion, and final inspection of projects.
  • Assists in approving requisitions and payments to architects, engineers, contractors, and other contributing parties.
  • Assists in ensuring fulfillment of contractual obligations by architects, engineers, and contractors.
  • Acts as the Building Code Administrator when required.
  • Performs related work as required.

  • Knowledge of the principles, techniques, materials and equipment used in building construction.
  • Knowledge of engineering design, construction, production and/or operations.
  • Ability to develop various reports.
  • Ability to plan, organize and coordinate building construction program activities.
  • Ability to design and implement engineering contracts.
  • Ability to analyze and interpret engineering data.
  • Ability to apply engineering quantitative techniques.
  • Ability to monitor and inspect building projects.
  • Ability to communicate engineering information effectively.
  • Ability to solve problems relating to engineering.
  • Ability to establish and maintain effective working relationships with others.
  • Ability to understand and apply applicable rules, regulations, policies and procedures.

MINIMUM QUALIFICATIONS

  • A bachelor's degree from a college or university with a major in civil, construction, electrical, mechanical or architectural engineering or architecture and three years of experience in the field of building construction; or
  • A master's degree from a college or university in one of the areas described above and two years of experience in the field of building construction.
  • Experience in the field of building construction can substitute on a year-for-year basis for the required college education.
