CLASS TITLE:AREA FINANCIAL MANAGER - SES

This is work directing, organizing, and administering a field section office examining and auditing, or investigating accounts and financial records of private businesses and financial institutions regulated by the Department of Banking and Finance. The employee(s) in the position(s) allocated to this class exercise(s) independent judgment in formulating or assisting in the formulation of policies and procedures which have significant impact in personnel administration and/or preparation and administration of budgets.

EXAMPLES OF WORK PERFORMED:

  • Directs the activities and reviews the work product of financial examiner/analysts or financial investigators within an assigned geographical area regarding statutes administered by the department.
  • Investigates applicants for new licenses to determine their acceptability and financial status.
  • Investigates complaints against financial and related institutions in determining violations of state statutes and regulations and interviews complainants and persons having problems with financial institutions.
  • Conducts seminars and training sessions regarding rules and regulations governing business conduct.
  • Verifies that all businesses are licensed or registered as required by statutes administered by the department.
  • Submits detailed copies of reports and investigations to the program coordinator, assistant director and division director.
  • Schedules examinations to comply with statutory and department objectives.
  • Coordinates examinations investigations with federal and state agencies.
  • Acts as examiner or investigator-in-charge or assists in the examination or investigation of financial institutions as necessary.
  • Reviews all examination or investigation reports on financial institutions in an assigned area.
  • Drafts transmittals of routine examination reports prepared by field examiners to the institutions involved, analyzes the overall condition of the institutions, and points out problems.
  • Reviews fixed asset proposals and questions of capital adequacy for various banks, trust companies, savings and loan associations and credit unions in the area.
  • Reviews federal law with regard to the banking industry.
  • Oversees initial training of new employees and the continuous on-the-job training of all field employees.
  • Confers with bank officials, their boards, and attorneys regarding the findings of the examination and regulatory problems.
  • Performs related work as required.
