CLASS TITLE:APPRAISER SPECIALIST

ALLOCATION FACTOR(S)

This is work appraising and reviewing appraisals related to the acquisition, sale, lease easement, and other disposition of real property, excluding multi-ownership projects containing 25 percent or more of environmentally sensitive land and property involving the capitalization of income into a value estimate, title to which will be, or is, vested in the Board of Trustees of the Internal Improvement Trust Fund.

EXAMPLES OF WORK PERFORMED:

  • Performs appraisals related to the sale, lease, easement and other disposition of state real property.
  • Analyzes income approach techniques, estimates functional and/or location obsolescence, and estimates value contribution of component parts of the property.
  • Reviews leases of state lands for mining, agriculture, or other purposes to determine value for appropriate lease fees to be set.
  • Reviews appraisals relating to property acquisitions with title vesting in the Board of Trustees of the Internal Improvement Trust Fund, and those submitted with applications for permits to determine their validity.
  • Assists other interdepartmental and intradepartmental personnel with matters related to appraisals, real property values, exchanges, and acquisitions.
  • Coordinates and arranges for services of fee appraisers engaged to perform appraisals on behalf of the state.
  • Performs related work as required.

  • Knowledge of the principles and techniques of effective communication.
  • Knowledge of the principles and techniques of the appraisal of real estate.
  • Ability to appraise real estate.
  • Ability to understand and apply applicable rules, regulations, policies and procedures relating to the appraisal of real estate.
  • Ability to work independently.
  • Ability to utilize problem-solving techniques.

MINIMUM QUALIFICATIONS

  • A bachelor's degree from an accredited college or university and three years of experience in the appraisal of real estate; or
  • A bachelor's degree from an accredited college or university with a major in real estate and two years of experience as described above.
  • Experience in the sale, acquisition or appraisal of real estate as described above can substitute on a year-for-year basis for the required college education.
