NOTE: Each position within this classification may perform some or all of these tasks.

Negotiates agreements with public agencies and private sector entities to affect the lease, sale, acquisition, exchange, transfer or management of difficult, complex, and/or sensitive real estate projects utilizing Real Estate Services Division (RESD) policy and procedure manuals and the State Administrative Manual (SAM) in accordance with State and Federal codes and regulations.
Prepares analysis of the condition of title, liens, encumbrances, business, corporate, and partnership filings, market and valuation data, and existing state ownership rights in order to effect the lease, sale, acquisition, exchange, transfer or management of difficult, complex, and/or sensitive real estate projects utilizing RESD policy and procedure manuals and SAM in accordance with State and Federal codes and regulations.
Prepares written recommendations to management, client and control agencies, and the Legislature in order to affect the lease, sale, acquisition, exchange, transfer or management of difficult, complex, and/or sensitive real estate projects utilizing RESD policy and procedure manuals and SAM in accordance with State and Federal codes and regulations.
Plans, coordinates and conducts site visits to evaluate property and assess market conditions in order to effect the lease, sale, acquisition, exchange, transfer or management of difficult, complex, and/or sensitive real estate projects utilizing RESD policy and procedure manuals and SAM in accordance with State and Federal codes and regulations.
Identifies suitable project sites for sale, acquisition, exchange, transfer, or lease by conducting market studies, performing on-site inspections, and evaluating zoning restrictions, political influences, and environmental impacts in accordance with best industry practices, RESD policy and procedure manuals, SAM and various State and Federal codes and regulations.
Meets with public and private sector representatives to resolve difficult, complex, and/or sensitive issues and activities in order to affect the lease, sale, acquisition, exchange, transfer or management of real property utilizing RESD policy and procedure manuals and SAM in accordance with State and Federal codes and regulations.
Participates in City Council, Board of Supervisors, and/or other public meetings to resolve difficult and complex issues related to the acquisition, sale, exchange, transfer, lease, or management of real property as required by specific project needs.
Establishes and maintains effective communication and good working relationships with all stakeholders utilizing interpersonal skills in order to effectively and efficiently accomplish project goals.
Recommends new and/or revised real estate policies and procedures to management for the purpose of improving processes and documents involved in the acquisition, sale, lease, development, transfer, or management of real property by analyzing and interpreting RESD policy and procedure manuals, SAM, and various State and Federal codes and regulations.
Conducts due diligence research and analysis of real estate records and data including title reports, appraisals, appraisal reviews, contracts, and other documents in order to discover and cure issues affecting the State’s use and enjoyment of state-owned lad, leasehold, and easement interests necessary to effect the approval of interim financing, bond funding, capital outlay construction/renovation, acquisition, sale, exchange, lease, or transfer of state land or land rights by the State Public Works Board as directed by management.
Conducts and/or attends project meetings to keep stakeholders and management informed, resolve issues, and keep the project on task in accordance with established policies and procedures.
Provides technical expertise for the purpose of providing advice and assistance to both the external and internal clients on real estate issues in accordance with RESD policy and procedure manuals, SAM, and various State and Federal codes and regulations.
Performs analysis of Rental Revenue and Delinquency Reports utilizing information from ABMS, OFS Accounting and client agencies in order to effectively manage state assets in accordance with RESD policy and procedure manuals, SAM, and various State and Federal codes and regulations.
Drafts proposed language and obtains advice from legal counsel in the development of creative, complex language by providing real estate expertise and code and statute references to be used in legal documents such as leases and Interagency Agreements between state agencies in order to effect appropriate contract documents that adequately protect the State by applying sound business practice and real estate industry standards and various State and Federal codes and regulations.
Acts as back-up for the Unit Supervisor in his/her absence by attending meetings, representing the Unit, reporting urgent matters to management and briefing the Unit Supervisor upon his/her return.
Resolves tenant/landlord conflicts by interpreting and enforcing the terms of the lease through verbal and written communication in accordance with RESD policy and procedure manuals, SAM, and various State and Federal codes and regulations.

Manages and enforces the terms and conditions of leases, agreements, and occupancy documents in accordance with RESD policy and procedure manuals, SAM, and various State and Federal codes and regulations.

Performs peer review of lease packages and other real estate documents prepared by other staff to ensure completeness and accuracy and to make sure all documents are in compliance with State and Federal codes and regulations, RESD policy and procedures manuals, and SAM.

Prepares bid packages and Requests for Information/Proposals for leases of office space and/or modular trailer units and other real estate transactions to affect the lease, sale, acquisition, exchange, transfer or management of real property in accordance with RESD policy and procedure manuals, SAM, and various State and Federal codes and regulations.
Conducts training classes to educate clients on DGS real estate processes in accordance with RESD policy and procedure manuals, SAM, and various State and Federal codes and regulations following direction received from management.
Meets with space planners, client agencies, and/or Project Directors to define and monitor project scope, schedule and budget to ensure program requirements are met in accordance with RESD policy and procedure manuals, SAM, and various State and Federal codes and regulations.
Identifies and evaluates various acquisition options such as lease-purchase, lease with an option to purchase, use of assignable option, straight long-term leases by applying real estate knowledge, market trends and indicators, and financial assessment tools (i.e., cost benefit analyses, discounted cash flow, break-even analyses, etc.) in accordance with best industry practices, RESD policy and procedure manuals, SAM, and various State and Federal codes and regulations.
Completes appraisals of complex and non-complex real property rights to determine the fair market value for use in the lease, sale, acquisition, exchange, transfer or management of difficult, complex, and/or sensitive real estate projects by determining the Highest and Best Use and analyzing all three approaches to value in accordance with RESD policy and procedure manuals, SAM, the Uniform Standards of Professional Appraisal Practice (USPAP), the Federal Relocation Assistance Act, and State and Federal codes and regulations.
Collects and analyzes information in order to complete Entitlement Reports and Relocation Assistance Plans (RAP) to ensure replacement housing and real estate consultation is available for people dislocated by state projects in accordance with RESD policy and procedure manuals, SAM, the Federal Relocation Assistance Act, and State and Federal codes and regulations.
Assists higher level Real Estate Officers in the development and enforcement of a portfolio management plan in order to obtain maximum utilization of State-owned facilities in accordance with best industry practices, RESD policy and procedure manuals, SAM, and various State and Federal codes and regulations.
Prepares clear and concise correspondence, reports, and/or documents in conjunction with Real Estate projects to ensure correct information is obtained and policies and procedures are followed utilizing RESD policy and procedure manuals, SAM, personal knowledge, personal computer, various computer software in accordance with State and Federal codes and regulations.
Acts as a mentor/trainer to newly appointed Real Estate Officers to ensure proper policies and procedures are followed using personal knowledge, computer software, RESD policy and procedure manuals, SAM, State and Federal codes and regulations, under the direction of the unit supervisor.
Assists in the preparation of bill analysis for proposed legislation to determine impact on Real Estate projects by reviewing the proposal and RESD policies and procedures utilizing personal knowledge, current practice, internet, current industry trends, etc. as directed.
