Clarification on Title III Consortia

  1. Consortia Application process:
  2. Member counties will individually complete theappropriate Title III components of their counties’ 5 Year Strategic Plans
  3. In addition, a Memorandum of Understanding for Consortium (MOU) between member counties should be completed

  2. Identify Consortium Lead (fiscal agent)
  3. List member counties
  4. Total number of LEP students
  5. Total amount of award
  1. Allocation Process
  2. The state will review both individual county plan components and MOU agreement
  3. Allocations will be made to consortium Lead (fiscal agent)
  4. The Lead county will be invoiced by member counties for their appropriate allocation
  1. AMAOs
  2. Process for determining met AMAOs
  3. For accountability purposes the state will determine AMAO status based on data aggregated at the consortium level
  4. For technical assistance purposes the state will also determine AMAO status for each county member
  5. Notification of meeting/not meeting AMAOs
  6. The state will notify each consortia lead and all member counties of failure to make AMAO status
  7. Accountability Measures for not meeting AMAOs
  8. Year 1 (and every year thereafter) –Consortia members must notify parents of participating children of the consortium’s failure to meet AMAOs. However, individual district status (met AMAOs) may also be included in the letter.
  9. Two Consecutive Years- The state will provide technical assistance to the consortium district that failed to make AMAOs to develop a plan that specifically address the factors that prevented the district from achieving the objectives
  10. Four Consecutive Years – the state will require the district to modify the curriculum, ESL program, and method of instruction, or will determine if funding should continue and require the district to replace educational personnel.
  1. Monitoring of Consortia
  2. Using the state’s Consolidated Monitoring process, all consortia members will be monitored on an individual basis once every three years
  3. Consortia leads will also be monitored through the consolidated process

  2. Other state governance for intermediate agencies (RESAs) serving as fiscal agents is applicable.
