1.  APOLOGIES FOR ABSENCE

Apologies for absence were submitted on behalf of Councillors Connor, Hulmes and Warmisham and M. Connor and P. Greenham.

2.  AREA CO-ORDINATOR

The Chairman cordially welcomed Allan Reid, Development Services Directorate, the new Neighbourhood Co-ordinator for the Area to his first meeting of the Kersal, Pendleton and Charlestown Community Committee.

She reported that John Townsend had been replaced due to his commitments within the Housing Directorate and the implementation of the Arms Length Management Organisations (ALMO)

RESOLVED: THAT John Townsend be thanked for the work which he undertook whilst the Area Co-ordinator for Kersal, Pendleton and Charlestown.

3.  MINUTES OF PROCEEDINGS

The minutes of the meeting held on 23rd October, 2001, were signed by the Chairman as a correct record.

4.  PLANNING ISSUES – AREA PLAN

David Evans submitted a report of the Director of Development Services, a) summarising the consultation process undertaken on the Area Plan in Kersal, Pendleton and Charlestown, b) providing details of the responses received as a result of that consultation and c) making proposals for changes to the draft Area Plan.

Discussion ensued in relation to –

·  the consultation process; and

·  the next stage to be followed in the adoption and implementation of the Area Plan.

RESOLVED: THAT Cabinet be recommended to approve and adopt the changes highlighted in the report now submitted to the Area Plan for Kersal, Pendleton and Charlestown.

5.  SCRUTINY – REVIEW OF SERVICES

Councillor Miller indicated that one of the roles of the Community Committee was to scrutinise the services provided by Council Directorates within the Service Delivery Area.

Discussion ensued in relation to the way in which this scrutiny role should be undertaken.

RESOLVED: (1) THAT Housing be examined at the January meeting of this Community Committee.

(2) THAT Community Representatives wishing to raise queries with representatives of Housing Services contact Councillor Miller in order for suitable questions to be formulated.

6.  BUDGET SUB-COMMITTEE

The minutes of the meeting held on 23rd October, 2001, were noted.

Councillor Miller a) provided an update report relating to decisions taken at the meeting of the Budget Sub-Committee held on 27th November, 2001 and b) indicated that further applications had been received since the Agenda for the meeting had been distributed and that there was a need to deal with the applications promptly.

RESOLVED: THAT a Special Meeting of the Budget Sub-Committee be held in December, 2001, to consider the outstanding applications for funding.

7.  INFORMATION SHARING

a)  St. Thomas’ Church Tombola

Lee Craven provided details of the event to be held at St. Thomas’ Church on Saturday, 1st December, 2001, indicating that should anyone have items to be included in the raffle, they should contact him at the Church by Friday, 30th November, 2001.

b)  CLES Consulting

Nicola Steuer provided an update report in relation to the work that CLES were currently undertaking within the Service Delivery Area.

8.  DATE AND TIME OF NEXT MEETING

RESOLVED: THAT the next meeting of this Committee be held on Tuesday, 22nd January, 2002, at St. George’s Day Centre, Cromwell Road, Salford, commencing at 6.30p.m.
