CIVIL DEFENCE OFFICER
Qualifications
1.Character
Each candidate must be of good character.
2.Health
Each candidate must be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service.
3.Education etc.
Each candidate must:-
(a) have attained a good standard of general education;
(b) have ability in an administrative capacity, and
(c) have good organising ability.
(d) possess a Class B driving licence
Experience in Civil Defence will be an asset.

CIVIL DEFENCE OFFICER
Particulars of Office
1.The office is whole-time, permanent and pensionable.
(i)Persons who become pensionable officers of a local authority who are liable to pay the Class A rate of PRSI contribution will be required in respect of theirsuperannuation to contribute to the local authority at the rate of 1.5% of their pensionable remuneration plus 3.5% of net pensionable remuneration (i.e. pensionable remuneration less twice the annual rate of social insurance old age contributory pension payable at the maximum rate to a person with no adult dependant or qualified children).
(ii)Persons who become pensionable officers of a local authority who are liable to pay the Class D rate of PRSI contribution will be required in respect of
their superannuation to contribute to the local authority at the rate of 5%of their pensionable remuneration.
(iii)All persons who become pensionable officers of a local authority will berequired in respect of the Local Government (Spouses and ChildrensContributory Pension) Scheme to contribute to the local authority at therate of 1.5% of their pensionable remuneration in accordance with the termsof the Scheme.
2 Salary €44,849 - €55,031 (includes 2 Long Service Increments)
The salary shall be fully inclusive and shall be as determined from time to time. The salary scale, may increase or decrease in accordance with amendments at National level. Entry above the minimum point for the above post is possible only for certain existing public sector employees. Holders of the office shall pay to the local authority any fees or other monies (other than their inclusive salary) payable to or received by them by virtue of their office or in respect of any services which they are required by or under any enactment to perform.
- Duties
The duties of the office are as follows:
(a)To develop the Civil Defence organisation and response in Louth, in compliance with statutory requirements. This will require out of hours work, in addition to normal office hours.
(b)To formulate such Civil Defence Plans as are required of the local authority to comply with its statutory responsibilities.
(c)To co-ordinate the arrangements necessary for the implementation of the Civil Defence Plans, including the development of an operational control organisation at county and lower levels.
(d)To review periodically the Civil Defence Plans and the arrangements for their implementation.
(e)To arrange for the organisation, formation, recruiting, training, maintenance and equipping of services for the purpose of Civil Defence.
(f)To give instruction and advice to members of the public in relation to Civil Defence including measures to protect themselves against radioactive fall-out.
(g)To improve the profile of Louth Civil Defence within the principal emergency response agencies, and among the public.
(h)To manage the Civil Defence stores in relation to the care, custody, storage, maintenance, issue and control of Civil Defence uniforms, vehicles and equipment.
(i)To draw up and implement a Civil Defence training programme and manage the attendance by Civil Defence at emergency callouts.
(j)To maintain adequate records in the manner required.
(k)Such other Civil Defence duties appropriate to the office as the CountyManger may assign, including emergency duties and duties in relation to the area of any other local authority.
4.The hours and days of attendance for duty shall be as determined from time to time by the CountyManager.
5.Residence
Holders of the office shall reside in the district in which their duties are to be
performed or within a reasonable distance thereof as determined by the local
authority.
6.Health
For the purpose of satisfying the requirements as to health it may be necessary forthe successful candidate, before he/she is appointed, to undergo at his/herexpense a medical examination by a qualified medical practitioner to be nominatedby the local authority. On taking up appointment the expense of the medicalexamination will be refunded to the candidate.
7. Probation
Where a person, who is not already a permanent officer of a local authority, is appointed, the following provisions shall apply:
(a) there will be a probationary period of 9 months from date of employment,
(b)the Manager may at his or her discretion extend this period,
(c)you shall cease to hold office at end of the period of probation unless during this period the Manager has certified that your service is satisfactory.
8.Retirement
There is no mandatory retirement age for new entrants to the public service as defined in the Public Service Superannuation (Miscellaneous Provisions) Act 2004.
Anyone who is not a new entrant to the public service, as defined in the Public Service Superannuation (Miscellaneous Provisions) Act 2004, is subject to a compulsory retirement age of 65 years.
9. Recruitment
Pursuant to Article 8 of the Local Government (Appointment of Officers) Regulations, 1974 the Minister has given directions as follows:-
(i) Selection shall be by means of a competition based on an interview conducted by or on behalf of the local authority.
(ii) A panel may be formed on the basis of such interview. Candidates whose names are on a panel and who satisfy the local authority that they possess the qualifications declared for the office and that they are otherwise suitable for appointment may within the life of the panel be appointed as appropriate vacancies arise. The life of the panel will not be more than one year, unless extended. Candidates may be shortlisted on the basis of information supplied on their application form.
10.Driving Licence
Candidates shall hold a full driving licence for Class B vehicles and shall, if
required, drive a motor car in the course of his/her duties and for that purpose
provide and maintain a car to the satisfaction of the Council.
11.Period for Acceptance of Offer
The local authority shall require persons to whom appointments are offered to
take up such appointments within a period of not more than one month and if theyfail to take up the appointment within such period or any longer periodsuch as the local authority in its absolute discretion may determine, the local authority shallnot appoint them.
