Mayor Usry welcomed all to the September 12, 2013, Regular Council Meeting. The invocation was given by the Mayor followed by the Pledge of Allegiance to the United States Flag.

MINUTES:

The minutes of the August 8, 2013 Regular Council meeting, the August 26, 2013 Special Call meeting, and the August 29, 2013 Called meeting were approved with a motion to do so by Councilmember Belton and seconded by Councilmember Brooks. All were in favor of motion and the minutes were approved.

NEW BUSINESS:

Street closure for Christmas Parade:

The annual Chamber of Commerce Christmas Parade is scheduled for Saturday, December 7, 2013. The parade will be early Saturday evening from 6:30pm until 7:15pm. The Chamber has requested approval for street closure for approximately two (2) hours. The closure would start at Walgreen’s on Highway 17 on the north side of town, to First Baptist headed south. It also includes from First Baptist west along Highway 278 to Mt. Pleasant Road.

Councilmember Belton moved to approve the street closure, followed by a second from Councilmember Lunceford. All were in favor. Motion carried.

Mutual Aid Agreement – City of Thomson and Columbia County:

This agreement is an update of the previous informal agreement between the City of Thomson and Columbia County Fire Services. Both parties agree to furnish aid, with equipment and staff, as well as participating in joint training exercises.

Councilmember Belton moved to approve the Mutual Aid Agreement between the City of Thomson and the Columbia County Fire Departments. Councilmember Brooks seconded the motion. All were in favor. Motion approved.

Façade Grant Application – Wayne Williford:

Mr. Wayne Williford purchased the old Hadaway’s building at the corner of Journal Street and Main Street. He is in the process of renovating the building and has applied for a $7,000 façade grant, plus $500 as an allowance on signage, as permitted by the façade grant policies.

Councilmember Brooks moved to approve the $7,000 façade grant and the $500 sign allowance, totaling $7,500. Councilmember Belton seconded the motion. All were in favor. Motion approved.

A motion was made by Councilmember Lunceford, seconded by Councilmember Belton, to adjourn to executive session to discuss personnel matters at 6:55p.m.

All for. Motion carried.

After the discussion, a motion was made by Councilmember Lunceford, seconded by Councilmember Brooks, to return to regular session at 7:17 p.m.

All for and the motion carried.

There being no further business, the meeting was adjourned at 7:10p.m.
