Position Description

Major Function and Purpose

To perform skilled manual and equipment operation tasks in maintenance and construction of streets, parks, cemetery and utilities. Performs garbage collection services. Operates light equipment regularly and heavy equipment on occasion.

Supervision Received

This position serves under the direction of the Public Works Director.

Specific Duties and Responsibilities

Sows grass seed or plants trees, shrubs, or flowers, according to instructions and planned design of landscaped area. Applies herbicide, fertilizer or mulch to designated area, prunes trees and shrubs; grubs and weeds around bushes, trees and flower beds; mows lawns and sport fields; pick up and cart away paper and rubbish; repairs and paints benches, tables and other park components. Cleaning of public restrooms.

Maintains and repairs streets, sidewalks and storm drains; repairs and replaces traffic and street signs and pavement markings; operates dump truck, street sweeper and small related equipment; performs snow and ice removal and control. Cleans storm grates and assist in storm drainage system cleaning (Vac truck).

Mow, weed and maintain the cemetery grounds; use hand equipment to open and close grave sites; assist with burial services as required; pick up and cart away debris.

Collects and disposes of refuse and garbage by lifting and emptying refuse containers into a waste collection truck; delivers materials to landfill or transfer stations. Alternates between driving the collection truck and emptying refuse containers; keeps records of total waste collected.

Maintains, repairs and assists in the installation of water and sewer lines and services under supervision; assist in unclogging storm and sewer lines; operates trucks, tractor and small related equipment; enters and works in confined spaces; maintains, repairs and operates fire hydrants; operate sewer jet; reads utility meters and assists with the disconnection procedure on overdue accounts; repairs and replaces manhole lids; assist in operating the vac truck; wash down at the sewer treatment plant under the supervision of the plant operator/supervisor.

Performs other duties as requested by the supervisor and/or City Administrator.

Other Job Functions

Based on the ability, skills and training of the employee other job functions may include: carpentry work, concrete work and light plumbing and minor electrical work.

Minimum Qualifications

High school diploma or GED equivalent.

Valid Washington State Driver’s License with Class B or better Endorsement alongwith Air Brakes endorsement.

Flaggers Certification or acquire within 6 months of employment

Ability to work effectively with diverse groups and individuals, including developers, contractors, public agencies, appointed officials, city staff and the general public.

Current First Aid and CPR Certification or acquire within 6 months of employment.

Desirable Knowledge, Skills and Abilities

Considerable knowledge of materials used in underground utility installation.

Working knowledge of the operation, maintenance and repair of specialized maintenance equipment and tools.

Ability to utilize communications equipment necessary to perform required duties.

Ability to develop and sustain positive working relationships with all City staff, vendors and contractors.

Ability to coordinate various activities and projects with changing priorities.

Ability to successfully complete various required training classes and obtain certificates necessary for functional skills performance, maintenance and improvement (i.e. flaggers and basic first aid certification).

Ability to effectively use oral and written communication in the performance of inspections and written reports.
