Special Meeting

Mayor LaCascia called the meeting to order at 6:00 p.m.

ROLL CALL – Linda Walker

Present: Mayor Joe LaCascia, Councilor Trudy Block, Councilor Kelly Downing, Councilor Don Kimsey, City Manager Patricia Jackson and City Attorney Thomas Cloud.

Absent: Vice Mayor Mike Blethen.

A quorum was established.

PUBLIC HEARINGS

Ordinance 2012-1296, an Ordinance of the City of Polk City, Florida, amending the final budget; reallocating and re-appropriating monies within the budget for Fiscal Year 2011- 2012; providing for all other items in the budget of expenses to remain unchanged; providing for severability; providing an effective date, second and final reading

Mayor LaCascia read Ordinance 2012-1296 in short title and opened the Public Hearing; there being no questions or comments from the public, Mayor LaCascia closed the Public Hearing.

Councilor Block made a motion to approve Ordinance 2012-1296; the motion was seconded by Councilor Downing.

Roll Call: Councilor Downing-aye, Councilor Block-aye, Mayor LaCascia-aye, Councilor Kimsey-aye

The motion carried.

Legislative Delegation Meeting December 10, 2012, at Polk County Commission Chambers

City Manager Jackson gave a brief description of what the Delegation meeting is about. If there is a concern Polk City would like to take before the Legislative Delegation, they would need to appoint someone to present their concerns to the Delegation.

Councilor Block presented several areas of concern that she would like to see addressed:

·  Repeal of the Business and Communication Taxes. Mayor LaCascia asked why the Legislature would try to take money from the cities; Attorney Cloud gave several reasons why it would happen, but the Legislature would attack the cities resources rather than their own. Brief discussion took place regarding the benefits of the Legislature to do these types of things. Mayor LaCascia asked if it would be beneficial to have someone represent the City at the meeting; Attorney Cloud advised it would be a good opportunity to take concerns to the Polk County Legislative Delegations.

·  Water Situation throughout the State of Florida and the Water Management Districts

·  Sober Homes – homes that have no restrictions and are occupied by those persons who are possibly be rehabilitated around other conventional homes.

·  Synthetic Drugs – Polk County doesn’t really have a problem.

Discussion took place regarding the various items mentioned by Councilor Block; Mayor LaCascia advised he would have no problem with Councilor Block addressing Polk City’s concerns to the Legislative Delegation; Councilor Kimsey noted his appreciation for Councilor Block representing Polk City. It was the consensus of City Council that Councilor Block present Polk City’s concern to the Polk County Legislative Delegation on December 10, 2012.

There being no other business, the meeting adjourned at 6:30 p.m.
