MINUTES OF THE REGULAR COUNCIL MEETING
TUESDAY JULY 16, 2013

7:00 P.M.
The City Council of the City of Plainville met in regular session with Council President Alan Dinkel presiding. The meeting was called to order at 7:00 p.m. Council Members present were: Suzie Lidstrom, Shelly Haas and Quentin Meyers. Mayor Kelli Hansen and Councilman Jim Mesecher were absent.
All present stood for the flag salute.
Meyers moved to approve the July 2, 2013 regular council meeting minutes. Haas seconded the motion. The motion passed.
City Attorney Jerry Smetana discussed the need for appointing a public officer and an enforcing officer.
Lidstrom moved to appoint Chief of Police Troy Rudman as the Public Officer and Enforcing Officer for the city. Haas seconded the motion. The motion passed.
Plainville residents were here to discuss problems with skunks coming into their yard. The Council and Jerry Smetana discussed different options to get the skunk issue taken care of. There was discussion on changing the ordinance for public health and safety, to include skunks.
Dale Owings with Penco Engineering was here to submit estimates on additional work that the council looked at during the special meeting street tour. There was discussion on the brick streets, and what it looked like underneath the concrete. Owings submitted pictures of brick exposed on Meridian Street, and a summary of total estimates.
Lidstrom moved that if in the event Family Dollar starts meaningful construction of a retail store within 6 months from July 16, 2013, in block 9 of Griffins Third Addition to the City of Plainville, Kansas, that the City make the alterations to the alley and alley electrical utilities in the block as outlined to the City in the statement of estimated costs dated June 19th, 2013, that was prepared by Penco Engineering at the cost of the city not to exceed the written estimated total project costs. Haas seconded the motion. The motion unanimously passed.
Swimming Pool Manager, Taylor Hixon reported to the Council:
· Hixon discussed the broken basketball goal at the pool. Council asked Public Works Supervisor, Jerry Hageman to price getting a new one for the pool.
· Asked for a phone for the pool that will allow people to call their parents cell phones. The phone that is at the pool will not allow any numbers that are not local.
Hageman mentioned that there was an extra cell phone that was left when the city got the new phones from Nex-Tech. The pool will be able to use the phone for the rest of the season, and then we will look into other options for next summer.
· Hixon asked the Council when they would like the pool to close this year. Several of the life guards will be leaving for college soon and will not be able to manage the pool. Council decided the last day will be Sunday, August 18th, 2013.
The Council praised the Managers and Lifeguards for doing a wonderful job and making it a wonderful season for Plainville residents.
Chief of Police, Troy Rudman, reported to the Council:
· Rudman submitted report.
· Thanked Council for the raises on behalf of the Police Department.
City Clerk, Tammie Fisher, reported to Council:
· Thanked Council for raises for the people in the office.
· Talked to Tom Carpenter about the 2014 budget. He is working on it now.
Public Works Supervisor, Jerry Hageman, reported to Council:
· Submitted written report to council.
· Hageman discussed new water line for Jerry Staab Jr.
· Kansas Department of Health and Environment sent a letter stating that the City’s Discharge Monitoring Report was not consistently meeting permit limits. The KDHE has been in contact with the Kansas Rural Water Association to provide technical assistance to help communities to achieve consistent compliance with their permit requirements. KRWA come out last week to discuss different options to help meet DMR goals.
· Discussion on allowing Midco Diving & Marine Services come and clean our 2 water reservoirs and booster station.
· Hageman said the chat and oil for the street will be around the same amount as last year. We will be getting two loads. This will seal the streets.
· Assistant City Clerk and I had training on the new laser light for the water meters. We will be able to determine how much water a household or business uses per hour if necessary for the last 90 days. We can also see if and when someone turns on their own water. The training was informative.
· Council asked about the dumpsters that were purchased from the Purplewave Auction. Hageman said some were damaged and would not be able to be sold, but for the most part they were usable. Council would like to cover up the former owners name on the dumpsters. Stickers were suggested. Hageman will look into it and report back to the council.
Lidstrom moved to allow Midco Diving and Marine Services to clean two water reservoirs and the booster station with funds coming out of the water fund. Haas seconded the motion. The motion passed.
Meyers moved to allow Hageman to purchase chat and oil for the 2013 street sealing project, with funds to come out of the street and special highway accounts. Haas seconded the motion. The motion passed.
Resident Ernest McElfish was here to ask the council if he could do a curb cut on his property at 2nd and Madison. His address is 301 South Madison. Council discussed driveway and sidewalks with him. Council did not see any problems approving curb cut.
Haas moved to pay bills in the amount of $48,276.89. Meyers seconded the motion. The motion passed.
Council member Shelly Haas requested to continue the city building tours once a month. Council requested City Clerk, Tammie Fisher to talk to Fire Chief, Craig Wise about touring the firehouse at the August 20th, 2013 meeting.
Meyers moved to adjourn. Haas seconded the motion. The motion passed. The meeting was adjourned at 9:45p.m.
