REGULAR ROAD & BRIDGE MEETING

Meeting called to order by David Shook @ 7:00 p.m.

Perry Olson made a motion to approve July 15, 2014 Agenda. David Shook seconded, all in favor, motion carried.

2. Informal Informational Training Session – Hydraulic and Electrical Systems

Members discussed the training session, and all are interested in going.

3. Future Options of Chloride Treatment for Roads

Members discussed the need to try and have treatments done earlier in the year, which would be more beneficial. The biggest obstacle to providing the treatments to all the roads that need repair is the funds needed. Once Nowthen reaches the 5,000 limit on population, both State and Federal funds could be available. Right now, there just isn’t enough funding to take care of all the roads as needed. There are plans to take some roads back to gravel, and the City may need to do the same to others.

Further discussion followed regarding the possibility of residents being assessed for dust control. The idea of a mailing to residents of the areas needing dust control to obtain their views and/or willingness to pay their portion of the costs was discussed..

Joe stated that he would like overlay, all we’ve done is crack seal and pot hole; if we

don’t get overlays, we’re going to lose the roads we have.

Motion made by Perry Olson to recommend to the City Council that a mailing be done to residents in December 2014 or January 2015 as to their views on the costs and willingness to pay a portion of the roads for needed dust control. Seconded by Al Viall. All in favor, motion carried.

5. Old Business

Bill Schulz brought up the need for driveways on blacktop roads to have minimum of 25’ of driveway in before any digging can be done. There can be a lot of damage done during construction to the sides of the roads, which the City ends up paying for. He suggested that there be discussion with the Building Inspector to have this built in to the driveway permits, before construction begins, so that a driveway (enough to provide protection) would be in.

Motion made by Bill to discuss this issue with the Building Inspector, Seconded by Al Viall. All in favor, motion carried.
