Job Description

Class Title / PUBLIC WORKS DIRECTOR
General Statement of Duties

Public Works Director will plan, manage, oversee and direct the operations and services of the Public Works Department which would include the sewer treatment plant and collection system, water well pumps, treatment and distribution, streets, storm water system, city buildings and facilities, park and equipment maintenance and environmental affairs; Coordinates activities with other City Officials, departments, outside agencies and organizations.

Classification Summary

Public Works Director is responsible for determining major departmental policies, for planning long-term programs, for resolving difficult administrative problems, and for managing the department budget; Under general direction from the Mayor, and City Council; plans, organizes, conducts, and directs the operation and maintenance of the City sewer treatment plant and collection facilities, the water system, and coordinates and supervises the activities relating to the maintenance of the irrigation system, storm drains, city park, streets, sidewalks, and public facilities. Provides complex operational, environmental, administrative and technical assistance to subordinate staff and the Mayor and City Council.

The Public Works Director is appointed by the Mayor, confirmed by the City Council and works under the direct supervision of the Mayor.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Take full responsibility for all Public Works Department activities and services including activities associated with the operation and maintenance of the City water and sewer system, roads, parks, and landscaping, storm drains, public facilities, capital projects construction, and environmental affairs.
  • Develop, recommend, implement and maintain Public Works Department goals, objectives, policies and priorities for appropriate service areas; ensures that established goals and priorities are achieved;
  • Plan, direct and coordinate the Public Works Department work plan through appropriate department staff; assigns work activities and responsibilities to appropriate department personnel; reviews and evaluates work methods and procedures; identifies and resolves problems and/or issues;
  • Coordinate capital improvement projects with the Mayor, City Council, and engineer or contractor, as needed;
  • Oversee the training, and evaluation program for all Public Works personnel; Provide or coordinates staff training;
  • Monitor the condition of the City’s infrastructure, including streets, sidewalks, curbs, gutters, buildings, equipment, storm drains, water facilities, sewer collection and treatment plant, parks landscape and other related facilities and equipment for maintenance, repair, and replacement;
  • Manage and coordinate the development of the Public Works Department’s budget; Monitors expenditures; advises Mayor and City Council on budget matters;
  • Coordinate departmental activities with other organizations; Attend City Council Meetings;
  • Attend and participate in professional meetings as necessary; Stays current on issues relative to the field of public works and relative service delivery responsibilities; responds to and resolves sensitive and complex community and organizational inquiries and complaints;
  • Complete training and obtain necessary certifications as required by DEQ, including, but not limited to, water, wastewater and collections systems. Also to complete necessary training requirements to maintain certifications.

Required Knowledge, Skills and Abilities
  • Modern principles, practices and techniques of public work administration, personnel management, supervision, and organization and operation;
  • Method and techniques of supervision, training and motivation; technical and administrative phases of street maintenance, facilities maintenance, park and landscape maintenance, capital projects and public utilities;
  • Applicable federal, state, and local laws, codes and regulations;
  • Principle and practice of budget administration; occupational hazard and standard safety practices;
  • Ability to interpret and prepare complex technical operating and analytical data;
  • Ability to develop long-term plans and programs to make major policy decisions on complex technical and administrative problems;
  • Produce written documents with clearly-organized thoughts with proper sentence construction, punctuation, and grammar;
  • Knowledge of modern computer technology and its application in a municipal public work setting;
  • Ability to complete training and to obtain Idaho State Certifications for Small System Water Operator, Class II Wastewater and Collection System Operator, or certifications at higher levels as may be required by DEQ.

Acceptable Experience and Training
  • Graduation from high school or possession of a GED;
  • Related experience in a supervisory or administrative capacity in the field of program planning, development and administration;
  • General experience or general knowledge of plumbing, maintenance and repair procedures, and small equipment operation and maintenance;
  • Offers of employment are made contingent upon satisfactory evaluation of the results of a background investigation;

Required Special Qualifications
  • Possession of a valid State of Idaho Driver’s License.

Essential Physical Abilities
  • Sufficient clarity of speech and hearing or other communication capabilities, with or without reasonable accommodation, which permits the employee to communicate effectively;
  • Sufficient vision or other powers of observation, with or without reasonable accommodation, which permits the employee to review type written documents in both electronic and hard copy form;
  • Sufficient manual dexterity with or without reasonable accommodation, which permits the employee to operate a personal computer and related office equipment;
  • Sufficient physical strength, ability and coordination to work in small confined areas, negotiate uneven terrain and walk spaces, and must be able to lift 100 pounds of weight, if necessary.
