PLEDGE

The City Council meeting was opened with the Pledge of Allegiance led by Mayor Crum.

CALL TO ORDER

The regular meeting of the City Council was called to order at 7:00 P.M. by Mayor Crum.

ROLL CALL

The following Aldermen were present for Roll Call: Alderman Little, Conlin, Neumann, Neuhaus, and Bradford.

Also present were Clerk Worent, Public Works Director Ghidina, Police Chief Elliott, Fire Chief Fortier, Attorney Josh Hermann, and Deputy Clerk Ratliff.

Absent: Treasurer Babb, Alderman Sanders, Attorney Tibbs, and Office Manager Minson.

PRESENTATION OF JOURNAL OF PROCEEDINGS

Alderman Bradford made a motion, seconded by Alderman Neuhaus to approve the regular minutes of August 14, 2017. Roll Call Vote: Ayes- Alderman Bradford, Neuhaus, Neumann, Conlin, and Little. Nays- None. Motion passed.

Alderman Bradford made a motion, seconded by Alderman Neumann to approve the executive minutes of August 14, 2017, with correction. Roll Call Vote: Ayes- Alderman Bradford, Neumann, Little, Neuhaus, and Conlin. Nays- None. Motion passed.

REPORTS OF CITY OFFICIALS

Mayor

Mayor Crum expressed approval of the lower dollar amount of bills to be paid.

Mayor Crum will be out of town this weekend. In his absence, Alderman Bradford will be Mayor Pro Tem.

Clerk

Clerk Worent reminded new council members that OMA training is required.

Treasurer

Absent. No report from Treasurer Babb.

Attorney

Attorney Tibbs was absent. No report from Attorney Herman.

Communications

Boy Scout Drake Mathias sent a thank you card expressing his thanks and appreciation for help with the dog park he has established. The official dedication will be Sunday, September 3rd from 1:00 to 2:00 p.m. at Independence Park.

CITIZENS WISHING TO ADDRESS THE COUNCIL

Planning Committee Representatives Tony Bartlett, Charles Schneider, and Krystal DePew were in attendance. Tony spoke on the rental registration program. He asked for any questions or concerns regarding the administrative portion, interpretation, and fee structure of the program. Lieutenant Hall has offered the police department as an option for enforcement. The goal is upkeep of property, maintaining property values, and safety at the properties. Discussed building and electrical inspectors being part of the program.

REPORTS OF STANDING COMMITTEES:

Water and Sewer – Alderman Bradford

Public Works Director Ghidina will be off Friday, September 1st through September 4th.

There were no issues arising from the IEPA inspection that was conducted.

A $4,500.00 quote was obtained from Gasvoda & Associates for valves at the water. A second quote of $3,000.00 was received from Dillon.

Law Enforcement – Alderman Neumann

At the last meeting, a resident requested a posted speed limit sign or a sign stating children at play be installed on Kaskaskia Road. Extra police patrol has been at Kaskaskia since that last meeting. No speeding issues were reported. 28 mph was the highest clocked speed. The resident requesting this will be contacted.

Streets – Alderman Sanders

In Alderman Sander’s absence, Public Works Director reported that Street Foreman Dan Brooks is out this week, due to additional surgery. Scott Little returned to work today.

Backhoe repairs are done. The backhoe is fully operational.

Pubilc Buildings / Parks

Signs are up at the dog part and dirt around the fence is in place.

Garage doors for the fire department have been installed.

Bridgeway Church has requested use of the Council Chambers on Wednesday evenings, for an indefinite time period. Council consensus was to allow this. A form will be created for the responsible church member to fill out when the council chambers key is checked out. Bridgway will be notified.

Fire – Alderman Little

The new doors at the fire station are different colors. Discussed painting them white to distinguish the doors from the brown exterior, or putting reflector tape on the doors. This will be brought up next committee meeting.

The annual North Pekin McDonald’s fundraiser was successful.

The air packs have not been serviced yet. They were not able to combine with North Pekin and get them serviced at the same time.

Engines 312 and 313 have been serviced by Lusk, but not tested.

Radios have been re-programmed, at no charge.

Planning – Alderman Neuhaus

September Planning Commission will meet Monday, September 18th at 6:30 p.m. in council chambers.

OLD BUSINESS

NEW BUSINESS

Approve payment for gas detectors

Alderman Little made a motion, seconded by Alderman Bradford to approve a payment not to exceed $828.75 to Industrial Scientific for purchase of gas detectors. Roll Call Vote: Ayes- Alderman Little, Bradford, Neuhaus, Conlin, and Neumann. Nays – None. Motion passed.

Approve payment for scadata system

Alderman Bradford made a motion, seconded by Alderman Little to approve a payment to Gasvoda & Associates not to exceed $7,000.00 for scadata system. Roll Call Vote: Ayes- Alderman Bradford, Little, Neuhaus, Neumann and Conlin. Nays – None. Motion passed.

Approve payment for installing scadata system

Alderman Bradford made a motion, seconded by Alderman Neumann to approve payment not to exceed $1,000.00 to Laser Electric for installation of scadata system. Roll Call Vote: Ayes- Alderman Bradford, Neumann, Conlin, Neuhaus, and Little. Nays – None. Motion passed.

Approve for temporary a/c repairs

Alderman Conlin made a motion, seconded by Alderman Bradford to approve payment not to exceed $687.50 to Ruyle Mechanical for temporary repairs on city offices air conditioners. Roll Call Vote: Ayes- Alderman Conlin, Bradford, Neuhaus, Little, and Neumann. Nays – None. Motion passed.

Approve payment for excavating

Alderman Bradford made a motion, seconded by Alderman Little to approve payment to Joe Kleffman, 622 LaSalle, for amount not exceeding $850.00 for Burling Excavating work done at the residence. Roll Call Vote: Ayes- Alderman Bradford, Little, Neuhaus, Neumann, and Conlin. Nays – None. Motion passed.

FINANCE – ALDERMAN NEUHAUS

Alderman Neuhaus made a motion, seconded by Alderman Bradford to approve paying bills: General Fund: $46,420.83, Water: $19,124.01, Sewer: $7,358.44, IMRF: $1,882.97, Social Security: $2,055.82, and Wheel Tax: $350.00. Roll Call Vote: Ayes – Alderman Neuhaus, Bradford, Neumann, Conlin, and Little. Nays – None. Motion passed.

CITIZENS WISHING TO ADDRESS THE COUNCIL

Gloria Dearborn, 200 Beloit, inquired when repairs of a hole on Sangamon will be done. We have been short two full time workers; this will get remedied as soon as the street department is fully staffed.

ANY OTHER BUSINESS PERTAINING TO THE CITY

Alderman Neumann made a motion, seconded by Alderman Bradford to go into Executive Session to discuss personnel. Roll Call Vote: All Ayes. Motion passed.

Council exited regular session and entered executive session at 7:29 p.m.

Council resumed regular session at 8:30 p.m.

ADJOURNMENT

Alderman Little made a motion, seconded by Alderman Bradford to adjourn the regular City Council meeting at 8:31 p.m. Voice Vote: All Ayes. Motion passed.
