PLEDGE

The City Council meeting was opened with the Pledge of Allegiance led by Mayor Crum.

CALL TO ORDER

The regular meeting of the City Council was called to order at 7:00 P.M. by Mayor Crum.

ROLL CALL

The following Aldermen were present for Roll Call: Alderman Little, Conlin, Sanders, Bradford, and Neumann.

Also present were Treasurer Babb, Clerk Worent, Police Chief Elliott, Fire Chief Fortier, Public Works Director Ghidina, Attorney Tibbs, Office Manager Minson, and Deputy Clerk Ratliff

Absent was Alderman Neuhaus.

PRESENTATION OF JOURNAL OF PROCEEDINGS

Alderman Little made a motion, seconded by Alderman Neumann to approve the regular minutes of June 12, 2017. Roll Call Votes: Ayes-Alderman Little, Neumann, Bradford, Conlin, and Sanders. Nays – none. Motion passed.

Alderman Little made a motion, seconded by Alderman Bradford to approve the executive minutes of June 12, 2017. Roll Call Votes: Ayes-Alderman Little, Bradford, Conlin, Sanders, and Neumann. Nays – none. Motion passed.

REPORTS OF CITY OFFICIALS

Mayor

Mayor Crum informed council members that Alderman Neuhaus is currently out of town.

Clerk

Clerk Worent asked council about moving the July 3rd committee meeting to Wednesday, July 5th, due to the 4th of July. Alderman Little made motion to change July committee meeting from Monday, July 3, to Wednesday, July 5th, with the same time of 6:30 p.m. and same location of City Council Chambers. Alderman Bradford seconded the motion. Roll Call Vote: Ayes- Alderman Little, Bradford, Sanders, Neumann, and Conlin. Nays- None. Motion passed.

Public notice will be posted tomorrow on Facebook, City Website, and the City Office door.

Treasurer

Treasurer Report for May has been submitted.

Attorney

No report from Attorney Tibbs.

Communications:

None.

CITIZENS WISHING TO ADDRESS THE COUNCIL

Boy Scout Drake Mathias spoke about the proposed dog park. He asked if a list of official rules for the dog park has been prepared yet. He also would like to physically begin the construction from July 7th through July 9th, and on July 29th and July 30th. We have not compiled a list of rules yet. Council agreed to Drake’s construction days in July.

Wayne Hayes, 135 Cahokia Road, addressed council regarding the skate park. He spends time there and is noticing kids are damaging the area. Some arrive at the skate park without a skateboard, but with bikes and scooters. He has seen both bikes and scooters being dropped on the park surface, and the harm this is causing. He offered to do repairs himself, but stated kids in the park who are not on approved equipment need to stay off the park. Council discussed putting up a “No Scooter” sign. This will be discussed at the July committee meeting. Mr. Hayes was thanked for bringing this to their attention.

REPORTS OF STANDING COMMITTEE

Water and Sewer – Alderman Sanders

We received the insurance check for replacing the generator from Well #6 building damage.

The Well #4 motor will be done by Tuesday. It will then be installed and re-connected.

Village of North Pekin will be sandblasting and painting. Their water will be shut off during that time. We will supply them with water until the job is completed.

Law Enforcement – Alderman Bradford

No report.

Streets - Alderman Conlin

Bills incurred for sanitary sewer repairs at 301 and 303 Kaskaskia Road will be paid from Streets. The cost for repairs will be less than expected. Restoration will be done at a later date.

A part-time street employee has been hired. He began work today.

An extra limb pick-up will be on Wednesday, June 28th, due to the storm last week.

Public Buildings/Parks – Alderman Neuhaus

Absent.

Public Works Director Ghidina said the following have been repaired (from hail damage in November, 2016 storm): the rec shed, gazebo, MH pavilion and restroom, Independence Park pavilion and restroom. There was rotting wood at the MH restroom building. 4 sheets of plywood were replaced.

The Frisbee Golf area is getting cleaned up from last week’s storm. A new Frisbee Basket will be purchased. Since the numbers on the baskets are getting peeled off, new numbers will be obtained and put on the baskets.

An anonymous donor gave a surveillance system to the police department. It has been installed. The city expresses tremendous thanks to this donor.

Fire – Alderman Neumann

The compressor is down. Ruyle Electric is looking at the motor.

An accident occurred June 13th. The rescue van backed into the west garage door. The door is dented, but still functions. Discussed changing door color to a lighter color, and/or installing reflectors. A claim has been turned in to our insurance carrier.

Planning – Alderman Little

Planning Commission will meet Wednesday, June 28th at 6:30 p.m. in the city council chambers.

OLD BUSINESS

NEW BUSINESS

1.  Approve placement of Dog Park

Alderman Little made a motion, seconded by Alderman Neumann to approve the Dog Park location change from the city office area to Independence Park, at the north end of west parking lot. Roll Call Vote: Ayes – Alderman Little, Neumann, Conlin, Bradford, and Sanders. Nays- one. Motion passed.

2.  Approve name of Dog Park

Alderman Little made a motion, seconded by Alderman Bradford to approve the name of Dog Park: EAGLE DOG PARK. Roll Call Vote: Ayes: Alderman Little, Bradford, Sanders, Conlin, and Neumann. Nays: None. Motion passed.

3.  Approve Hoerr Construction payment

Alderman Sanders made a motion, seconded by Alderman Little to approve payment of $14,765.13 to Hoerr Construction for break at well #6. Roll Call Vote: Ayes: Alderman Sanders, Little, Neumann, Conlin, and Bradford. Nays: None. Motion passed.

4.  Approve purchase of Toro mower

Alderman Conlin made a motion, seconded by Alderman Bradford to approve a $9,589.00 payment to MTI Distribution for purchase of new Toro zero turn mower. Roll Call Vote: Ayes: Alderman Conlin, Bradford, Neumann, Sanders, and Little. Nays: None. Motion passed. (funds from equipment rental savings)

5. Approve sale of street department mower

Alderman Sanders made a motion, seconded by Alderman Bradford to approve a $2,500.00 payment from Water/Sewer to purchase Street Department mower. Roll Call Vote: Ayes: Alderman Sanders, Bradford, Little, Conlin, and Neumann . Nays: None. Motion passed.

6. Approve Recycling event

Alderman Conlin made a motion, seconded by Alderman Bradford to approve Midwest Computer Recycling to host a two day recycling event in either Marquette Heights or Groveland. Roll Call Vote: Ayes: Alderman Conlin, Bradford, Neumann, Little, and Sanders. Nays: None. Motion passed.

Finance

Alderman Little made a motion, seconded by Alderman Bradford, to approve paying the bills: General Fund: $48,227.89, Motor Fuel: $-0-, Wheel Tax: $-0-, Water: $30,979.86, Sewer: $3,780.91, Water Replace: $-0-, IMRF: $1,999.27, and Social Security: $2,012.96. Roll Call Vote: Ayes – Alderman Little, Bradford, Sanders, Conlin, and Neumann. Nays - None. Motion passed.

CITIZENS WISHING TO ADDRESS THE COUNCIL

Men’s Club President Dale Hamm stated plans are in place for fireworks display. Rain date is scheduled for July 2nd.

Mary Bumbalough, 320 St. Clair Drive, inquired about handicapped parking at fireworks event. There will be no designated handicapped parking for this event.
