September 12, 2011

The Lorenzo City Council met in Regular Session on Monday September 12, 2011, in the Council Room of the City Offices, 703 5th Street, Lorenzo, Texas, with Mayor Lester Bownds presiding.

I. OPENING ACTIONS:

The Council met with the following members present: Mayor Lester Bownds, Council Members, Charles Cate, Jorge Rodriguez, and Cheryl Birdwell. Also present was City Administrator James Lively, Water Supt. Raleigh Hudzietz, Police Chief Henry Benitez, Patrol Officer Daniel Patterson, Amy Duncan, Joe Cabellero and Berle Robb.

III THE MINUTES OF THE PREVIOUS MEETING WERE PRESENTED:

MOTION made by Charles Cate, seconded by Cheryl Birdwell, to approve the Minutes of the previous Council Meetings.

With all members voting AYE, the Motion carried.

IV FINANCIAL REPORTS

MOTION by Charles Cate, seconded by Cheryl Birdwell, that the Financial Reports be approved.

With all members voting AYE, the Motion carried.

V DISCUSSION / ACTION ITEMS

A.  Ordinance # 09122011OA Setting the City of Lorenzo Tax Rate for 2011 at $0.5049 per $100.00 Valuation

The City has held 2 public hearings to collect input into the proposed tax rate

Motion by Cheryl Birdwell, Seconded by Charles Cate to adopt Ordinance # 09122011OA setting the tax rate for the City of Lorenzo for 2011

With all members voting AYE, the Motion Carried

B.  Crosby Central Appraisal District 2012 Budget

The adopted budget from Crosby Central Appraisal District for 2012 was presented to the City Council

C.  Review and Accept bids for Downtown Revitalization Project

The bid from AA&J of Plainview, TX was presented along with a letter from KSA Engineers saying that all references had been checked out and that the bid of $72,560.90 was approved by them.

Motion by Cheryl Birdwell, Seconded by Charles Cate to Accept the bid from AA&J Concrete for $72,560.90

With all members voting AYE, the Motion Carried

D.  Vehicle Operator Standards for City owned Vehicles

A proposed Policy for the operation of City owned vehicles was presented to the City Council. Reference was mad that the policy had been provided by the City insurance provider

Motion by Charles Cate, Seconded by Cheryl Birdwell to adopt the proposed policy with the policy going into effect on December 1, 2011 and stating that the City will reimburse employees and volunteers for the cost of obtaining the valid class of license

With all members voting AYE, the Motion Carried

E.  Emergency Services Application requirements

Discussion was held concerning the need to have an updated application for the Emergency Services Volunteers. Insurance requirements were discussed and the levels of information required. Mayor Bownds appointed a committee of Cheryl Birdwell, City Administrator James Lively and a representative from the Emergency Services to put together an application that would meet the requirements of the city and cover enough information to meet Insurance requirements

F.  Appoint Member to Crosby Central Appraisal District Board of Directors

Term of Jim Norris, current director, will expire on December 31, 2011, and a new director needs to be appointed. Mr. Norris has been contacted and has stated his willingness to serve another term.

Motion by Charles Cate, Seconded by Cheryl Birdwell to appoint Jim Norris as Board Member to Crosby Central Appraisal District Board of Directors.

With all members voting AYE, the Motion Carried

Appoint members to Crosby Central appraisal District Appraisal Review Board

Term of current “At Large “members Byron Robertson & Dwight Roye will expire December 31, 2011.

G.  Crosby Central Appraisal District 2012 Budget

The proposed budget from Crosby Central Appraisal District for 2012 was presented to the City Council along with the notice of the Public Hearing that will be held on Thursday August 25, 2011. The Budget reflects a $15,375 decrease from the current budget

H.  Approve Revised Fee Schedule to include charges for use of Concrete Crusher

The revised Fee Schedule with the inclusion of the Concrete crusher was presented to the City Council

Motion by Charles Cate, Seconded by Cheryl Birdwell to approve the revised fee schedule as presented

With all members voting AYE, the Motion Carried

V. Information Items

Police Report presented by Chief Benitez

Executive Session- Mayor Lester Bownds and Council members Cheryl Birdwell, Charles Cate, and Jorge Rodriguez, entered into an Executive Session under Texas Government Code: Section 551:074 personnel matters at 8:18pm. Also present was City Administrator Jim Lively, Police Chief Henry Benitez and Patrol officer Daniel Patterson. Council returned to the Regular Meeting at 9:05pm .

Fire and EMS Report Information was presented by Raleigh Hudzietz

Public Works / Administrators Report given by Administrator Lively

Atmos Energy information was presented
