Minutes of the April 23, 2007 regular meeting and the April 28, 2007 budget work session.

B. ACCOUNTS PAYABLE:

Authorize payment of invoices in the amount of $151,799.54.

C. CORRESPONDENCE, MINUTES & REPORTS:

·  Minutes of the September 26, 2006 Fenton Board of Appeals meeting.

·  Minutes of the November 2, 2006 Library Board meeting.

D. PUBLIC HEARINGS:

Ordinance No. 642 – A public hearing will be held to receive citizen comments on the proposed Ordinance 642, which amends Section 27-28 of the City of Fenton Sign Ordinance. Council may take action upon this item following discussion.

Budget Public Hearing – A public hearing will be held to receive citizen comments on the proposed 2006-2007 Interim Budget, the proposed 2007-2008 Fiscal Budget and the property tax millage rate of 10.6226 mills to be levied to support this budget. Pursuant to public comment, City Council may adopt Resolutions No. 07-08 and No. 07-09 approving the FY2007 Interim Budget and the FY2008 Budget and set the supporting a 10.6226 millage rate.

E. CONTRACTS AND AGREEMENTS:

COAM Contract – Administration recommends that the Fenton City Council ratify the proposed tentative agreement and authorize the City Manager and City Clerk to sign the resulting agreement incorporating the terms agreed to by the Union and the city and take other appropriate steps related to its implementation.

Mosquito Control Contract – Administration recommends that the Fenton City Council award a one-year contract to Advanced Pest management, Fenton, for the 2007 mosquito season for a cost not to exceed $46,814.75.

F. PURCHASES:

MML Membership Renewal – Administration recommends that the City of Fenton renew its annual membership with the Michigan Municipal League at a cost of $4,781.00.

Taser Implementation – Administration recommends that the Fenton City Council approve the purchase of tasers and their related supplies for the Fenton Police Department for a cost of $7,192.00.

G. LICENSING:

Push Cart License – Administration recommends that the Fenton City Council approve a push cart license for Mona Donaldson of Mo’z Dogg’s LLC.

License Fee – Administration recommends setting a licensing fee of $100.00 for the sale of second hand goods, the sale of precious metals, and junk dealers, in accordance with the amendment to the Code of Ordinances regulating such practices.

H. APPOINTMENTS:

Development Area Citizens Council – The Development Area Citizens Council requests that the Fenton City Council consider approving the appointment of Gerald Lacey to fill a vacant term expiring on November 15, 2008.

I. REQUESTS:

Fenton Freedom Festival – Administration recommends that the Fenton City Council approve the request of the Freedom Festival Committee to use various City properties for specific events, including the use of Silver Lake Park in conducting the fireworks display, during the Freedom Festival, as well as the approval of the annual Freedom Festival Parade.

Memorial Day Parade – Administration recommends that the Fenton City Council approve the request of the Curtis-Wolverton VFW Post 3243 to conduct the annual Memorial Day Parade on Monday, May 28, 2007.

Road Closure – Administration recommends that the Fenton City Council approve the request of the First Presbyterian and St. Jude Episcopal Churches to authorize the closure of Elizabeth Street between Leroy Street and South Oak Street on August 13 through August 17, 2007 from 5:30 PM to 8:15 PM, for the purpose of conducting a Vacation Bible School and ensuring the safety of those students enrolled.

Shriner’s Paper Sale – Administration recommends that the Fenton City Council approve the request of the Fenton Shrine Club and Elf Khurafeh Shrine Temple to conduct their annual paper sale in the City of Fenton on June 15th and 16th, 2007.

J. SET PUBLIC HEARING:

LDFA Plan Amendment and Revenue Sharing - Recommendation of administration that City Council set a public hearing to amend the LDFA Development Plan and Tax Increment Financing Plan and execute a Revenue Sharing Agreement, for June 25, 2007.
