CITY OF BOWDLE
SPECIAL MEETING MINUTES
April 11, 2017
Mayor Rick Boschee called the meeting to order at 8:00 PM with those present reciting the Pledge of Allegiance. The following members were present: Gary Frankfurth, Rex Gab, Ashley Haar, DJ Hardison, Amy Kappenman, and Tim Thomas. Also present was Finance Officer Marjean Gab, Sandy Schlechter, Janet Sandmeier and Tara Beitelspacher from the Pride.
Motion by Hardison, seconded by Gab, to approve the agenda. All present voted yes. Motion carried.
The council canvassed the election results for the following: Ward I Councilman, Two-year term position, Erick J. Bieber 25 votes and Daniel Hardison 16 votes; Ward II Councilman, Two-year term position, Amy Kappenman 34 votes and Joel Kennedy 27 votes; Ward III Councilman, Two-year term position, Mike Gunderson 36 votes and Ashley Haar 9 votes. Motion by Thomas, seconded by Frankfurth to accept election results. All present voted yes. Motion carried.

Motion by Hardison, seconded by Frankfurth to approve the payment of claims. All present voted yes. Motion carried.
Council approved F/O to attend the Northeast Area Finance Officers meeting in Aberdeen, April 20, 2017. Office will be closed.
Janet Sandmeier from CJ’s was present asking the board for approval to have her name removed from the CJ’s lease agreement and forming as LLC. Janet said this was advised by her attorney and he would set it up. The board has no problem with this and asked F/O to check with our City Attorney, Vaughn Beck if our current lease agreement with CJ’s can just be amended to reflect the change. Janet informed the council that they would like some sand put in the lot beside the bar for horse shoe pits and was wondering if that is something they need to do or if the City would do. Mayor Boschee told Janet that the City would have Rodney do this. Janet also asked the board what their thoughts are about if the bar would have a breathalyzer available if someone would like to be tested before they leave the bar. Hardison was concerned that this could be more of a liability issue for the bar than they would like due to sometimes these breathalyzers can malfunction and they might think they are legal and are not.
F/O informed the board that she was asked by Maurice Hoffman regarding the hanger at the airport that we cannot find the ownership of because Jeremy is interested in buying to store his plane. Maurice said he has visited with City Attorney, Vaughn Beck and he would declare it condemned and give back to the City to declare as surplus property. F/O was asked to contact Allen Strouckel if possibly he would know who owns the hanger before we proceed.
CEO Sandy Schlechter informed the council that the Community Health building is scheduled to be moved to its new location on April 24th. She just wanted the city to be aware and Rodney to be available to block off streets etc. if needed. Sandy will be contacting the Hoven and Selby Ambulance department so they are aware and reroute their entrance into Bowdle by Drake’s Place.
Mayor Boschee told the board that he talked to Ken Hier from Clark Engineering about surveying 9th street for curb and gutter and Hettick’s driveway. The cost to do this would be around $4000. They talked about tying this in with the funding if the city would do the main street project in 2018. The community assess grant application needs to be in by July 15th so council asked F/O to get the figures together that Clark proposed when we talked about doing main street before so the board can decide if the Main Street project is something we feel can be done in 2018. Mayor Boschee suggested this be table till our May meeting.
F/O reported we received a letter from Bituminous Paving out of Ortonville MN regarding bidding for our chip sealing project. Council suggested F/O talk with Rodney and send them our bid specs.
F/O reported she has been working with Brian Schuck with the FAA regarding height restrictions for Jensen Rock and Sand to build their cement plant. Jensen’s would like in writing that there are no restrictions before they start to break ground. Brian’s question in his last e-mail was “where is the proposal in relation to the runway”. Councilman Gab suggested a map be sent of the exact location.
F/O reported she received a call from Preston from SD Wheat Growers regarding a weather station through SDSU we used to sponsor. Tara Beitelspacher said that Jan Schock is working on this so F/O will e-mail Preston with Jan’s contact information.
The next regular council meeting will be held Monday, May 1, 2017 at 7:00 pm.
Motion by Kappenman, seconded by Thomas, to adjourn at 9:00 pm. All present voted yes. Motion carried.
