City Council Meeting

Regular Session

November 29, 2011

6:30 P.M.

Mayor Scott Staggs called the meeting to order. Those present were: Randy Supancic, Donna Deardorff, Patricia Wilson and Donna Medlin. The meeting was opened with the Pledge of Allegiance followed by a moment of silence.

The November 28, 2011 council meeting was cancelled and moved to the 29th due to bad weather conditions.

Public comments: Renee Hankins who resides at 304 McClain Lane was present and asked the council about getting something done to their street which has not been paved. Ms. Hankins stated their property was annexed into the City in 2004 and named McClain Lane in 2005. It was decided by the council to have City Attorney Robin Northern draw up an ordinance adopting this as a City street then something could then be done.

Greg Bell with Smith & Co. was present and stated he had opened the sealed bids for the Safe Route to School sidewalk grant November 22nd here at City Hall. Mr. Smith stated the lowest bidder was Fronabarger Concreters, Oak Ridge, MO. at $$57,844.50.(See attached list of bidders). Ald. Supancic moved to approve the bid of $57,844.50 from Fronabarger Concreters. Ald. Deardorff seconded the motion. Ald. Supancic – aye, Ald. Deardorff – aye, Ald. Wilson – aye, Ald. Medlin – aye.

Approve minutes: October 24, 2011: Regular/Closed Session and

October 31, 2011: Special Meeting. Ald. Medlin moved to approve all minutes from October 24th and October 31st. Ald. Deardorff seconded the motion. Ald. Supancic – aye, Ald. Deardorff – aye, Ald. Wilson – aye, Ald. Medlin – aye.

Approve bills/deposits: October 2011 – Ald. Medlin moved to approve the bills and deposits for October. Ald. Supancic seconded the motion. Ald. Supancic – aye, Ald. Deardorff – aye, Ald. Wilson – aye, Ald. Medlin – aye.

Tax/Court turnover: October 2011 – Ald. Medlin moved to approve the tax and court turnovers for October. Ald. Wilson seconded the motion. Ald. Supancic – aye, Ald. Deardorff – aye, Ald. Wilson – aye, Ald. Medlin – aye.

Old Bus: Mayor Staggs read a Resolution approving a bank account be set up in the name of “Fallen Firefighter Fund”. The Mayor explained after raising the rural fire costs to $1,000.00 the council agreed to set aside $100.00 from each fire bill paid to be put in this account to go to the surviving spouse should a fireman be killed or injured in the line of duty.

Mayor Staggs read proposed Ordinance #3249 Bill #3249: An Ordinance To Authorize The Mayor To Execute A Contract Between The City Of Bloomfield And The Missouri Highway And Transportation Commission Providing For Safe Routes To School Program. Ald. Deardorff moved to dispense with the second reading. Ald. Supancic seconded the motion. Ald. Supancic – aye, Ald. Deardorff – aye, Ald. Wilson – aye, Ald. Medlin – aye.

Ald. Deardorff moved to approve Ordinance #3249 Bill #3249. Ald. Medlin seconded the motion. Ald. Supancic – aye, Ald. Deardorff – aye, Ald. Wilson – aye, Ald. Medlin – aye.

New: Ald. Deardorff stated Kenny Ewing had been in touch with her about selling the older snow plow that the City doesn’t use any longer. After some discussion Ald. Deardorff moved to put an ad in the paper to take sealed bids on the snow plow with a $1,000.00 reserve. Ald. Wilson seconded the motion. Ald. Supancic – aye, Ald. Deardorff – aye, Ald. Wilson – aye, Ald. Medlin – aye.

Mayor Staggs asked if there was anything further to discuss in regular session, if not for a motion to adjourn and go into closed session per Section 610.021, sub-section 3 with a 5 minutes recess. Back In Regular Session

November 29, 2011

Mayor Staggs stated the following was discussed in closed session:

Chris Ferguson received a fifty cent ($.50) raise for completing his water certification test.

The council accepted the resignation of Assistant Police Chief Cody Wheetley effective November 25, 2011.

The council hired Andrew Johnson as a part-time reserve officer for the police department at $8.00 per hour.
